Selected Project Experience

Richard brings over 35 years of experience leading preconstruction and field execution of CMC services as the person-in-charge of constructing public agency projects or programs ranging from $50 million to over $1 billion. Richard’s project-type experience is unusually broad, involving alternative project delivery methods such as DB, DBB, GCCM and even PPP. His experience includes highways, enclosed mall urban buildings, public works and all forms of transit. He is well respected for his combined business and technical skills

Enclosed Malls Development – Western US

Client: Trizec Hahn and May Centers

These were PPP type projects. For over ten years Richard worked in the real estate development industry as the owner’s representative and Senior Manager developing enclosed malls and mixed use urban projects including mid-rise residential and office, similar to PPP today. He coordinated eminent domain Orders of Immediate Possession and all public stakeholder coordination. He made public presentations, hired contractors and designers, obtained permits, conducted stakeholder and community relations, negotiated public/private joint development agreements then oversaw project construction until completion.

North-South Rail Project Saudi Arabia – Saudi Arabia

Client: Saudi Arabia Rail SAR

Richard was the Senior Construction Manager (in the field) for 900 km of the 2400 km long combined freight/commuter project, the biggest in the world. It involved segmental bridges over ARAMCO oil fields, civil structures, stations, signals and communications and major maintenance facilities. He ran four desert field offices, each with foreign staffs of around twenty inspectors and office staff. His role was to execute the CMC services upon the design-builders (China Construction Co. and Saudi-Bin-Laden Group). He exercised final signature authority for all as-built drawings and all official correspondence. Richard eventually was put in charge of general handover of the entire line. Project duration 2013 to 2014.

World Trade Center Reconstruction – Manhattan, NY

Client: Port Authority New York and New Jersey

Richard managed and reorganized the entire cost department generating Independent Cost Estimates and change orders based on a comprehensive understanding of all site projects that exceeded $4 billion in scope. Richard reported directly to the Port Authority Senior Director for the redevelopment of the entire site. Richard is credited with reorganizing the entire department and implementing new controls procedures that remain in place today. Prior to this, Richard was one of the first responders at the WTC 911 recovery.

Chicago Transit Brown Line Rehabilitation – Chicago, IL

Client: Chicago Transit Agency

Richard led full CMC services over the DBB contractors on this $500 mil project, which included real estate acquisition and full preparation of FTA-FFGA deliverables. Richard was personally responsible for preconstruction and the construction phases; He ran this project simultaneously with the $200 mil Red Line project. He was responsible for preparing bid packages for stations on a fast-track basis with independent cost and schedules and subcontracting plans. This was a $500M commuter rail line rehab that was both at elevated and street level. It included new elevated structure, track, stations, platforms and signals and third-rail power systems built under continuous operation.

DDC Landmark Restoration of Police Precinct Facility –,

Client: NYC Design and Development Department

A GCCM project. Richard was the GCCM project manager in charge of a self-perform “at risk” $30 million construction contract with preconstruction services. He negotiated the general contract with the public agency under a guaranteed maximum price and conducted subsequent procurement of subcontracts. He became the project manager in the field for this Landmark building with many stakeholders.

Deutsche Bank Demolition, WTC – New York, NY

Client: NY State Lower Manhattan Construction Command Center

Richard was the CMC demolishing a twenty floor building at the WTC site that required full hazardous waste protection. Later, at the same site, he became the claims manager for the Lower Manhattan Construction Command and Center. Working in close proximity to the executives in charge of coordinating all of the projects around the WTC site, Richard assembled and recommended action for over 20 active claims related to demolition of this high rise office building on the WTC site.

Chicago Transit Red Line Rail Rehabilitation – Chicago, IL

Client: Chicago Transit Agency

Richard led full CMC services over the DBB contractors which included phased procurement of multiple construction contracts. He also prepared the FTA-FFGA deliverables. In the field, Richard assembled and ran a team of twenty office staff and inspectors to complete design and perform construction of this $200 mil commuter rail and bus depot on ballasted track in the median of a major IDOT highway, I-94, with platforms, signal upgrade and substations under continuous train/highway operation.

Program Management Oversight – New York, NY

Client: Federal Transit Agency

Richard was the person in charge of a full-time office staff conducting oversight of the entire New York City Subways and Long Island Railroad as the FTA-PMOC . Working in daily proximity to executives for each of the Capital Construction Programs, Richard reported status of the $4 billion capital program by assigning teams to investigate problem areas with FTA funded projects from design to completion. The tasks were organized under each of the NYCT capital program areas for signals, ventilation, track, stations, signals and new technology.

Illinois Toll way Authority Highway and Bridge – Chicago, Illinois

Client: Illinois State Transit and Highway Agency - IDOT

Richard served as onsite Chief Field Resident Engineer for final design and construction of three simultaneous DBB contracts building three new toll plazas on existing mainline IDOT highway over twelve miles in length. The $140 million scope of work included resident engineering of utilities, tunnels, plazas, substations and mainline pavement and overpass bridge reconstruction with wetland mitigations. Richard is credited for turning around this highly troubled project that was set to be terminated by the client prior to his arrival.

Seven Line Subway TBM Tunnel Extension – New York, NY

Client: New York City Transit Capital Construction Agency

Richard was a deputy construction manager during pre-construction of TBM subway tunnels and blasted station caverns 100 feet below Manhattan. With his strong real estate background, he was given the task to liaison with high-rise developers of adjacent buildings and AMTRAK. He simultaneously created a CMC- Quality Assurance plan to meet FTA requirements that is still in use today by NYCT.
