EXECUTIVE SUMMARY

Project Management - A great and tested to limits experience in project management. Over 20 years spent in mobile telecommunications have given to me an invaluable knowledge of project management, not only in what it takes to meeting budget, specifications and time constraints; but essentially in what it takes in managing people and technology to meet shareholders value and team’s aspiration. Even in my role as a Chief Technical Officer, no single duty station missed a quite sizeable project to manage. To the end of my professional life, I also enjoyed a great opportunity to attend the University of Liverpool, where I exposed myself to a rich source of knowledge in terms of project management as an organized body of knowledge, acquiring all techniques required in this field.

Qualification and Experience – I have a post graduate degree in Information Systems Management. I am an African having more than 21 years as ICT practitioner with breadth and depth; at least 12 years at the highest level of Executive and General Management level, planning and directing major Communications IT systems projects outlined in detail in this resume. I have extensive experience in the development, planning for feasibility assessment, requirements specification, design, development /implementation of major ICT projects in global multinational corporations. I enjoy extensive experience in leading ICT function as business partner to other support and business unit heads, bringing the leadership to manage ICT budgets. I gained extensive experience as a stakeholder engaging in a number of sub-Sahara Africa Countries. This happened amid exceptional challenges of education, governance issues and public infrastructure. I managed to realize and advance sponsors, donors, partners and other efforts from all over the world.

ICT Industry Regulatory, Policy Development and Supply Chain Management - I have participated and given input in the establishment of early telecoms privatization. Firsthand experience in the evolution and progress to align regulatory frameworks in line with global best practice and oversaw people empowering development policies (community phones promotion using micro financing), all this coupled with working experience from close relationships with industry leading companies. As Head of ICT support function, I led the development of technical specifications for procurement/contractual services, overseeing the technical evaluation of bids received, monitoring the procurement process and managing contract compliance. I maintained cutting edge operations and drove ICT projects developments. I profoundly understand the ICT industry and sector evolution along the ever changing features of the globally evolving world.

From July 1997 to July 2000, I worked as:

Technical director, heading for 2 years an engineering department of the first CDMA Cellular system ever launched in Africa.

Project Manager and headed the tendering process, the design, installation and commissioning of the first privately owned microwave backbone linking the capital city to the economic hub of the country located in the Copper belt Province (more than 400 km long).

Project manager and took the lead in the Migration project that smoothly and successfully moved the company from CDMA to GSM cellular standard.

Chief technical officer, coordinating the largest GSM cellular Network Operations of the country, through training and management of daily technical business which range from preventive and corrective maintenance, telecom indicators monitoring and analysis, to planning and development of new services.

Acting Managing Director twice, while the MD was away on annual leaves.
