EMPLOYMENT HISTORY
Jan 2000 to Dec 2003: Water and Wastewater Operator for Maxwell Public Utility District in Maxwell California. Duties included maintenance, repair, and operation of wells and pumps, grounds and facility maintenance, vehicle and heavy equipment operation and maintenance, storage tanks, SCADA, chemical feed, wastewater collection system, and wastewater treatment plant with an NPDES discharge. In addition I kept maintenance and compliance records and submitted reports for budgeting, planning, and compliance purposes.
Jan 2004 to Mar 2006: Utility General Manager of Maxwell Public Utility District in Maxwell California. Duties included supervision of two full time employees, budgeting, capital improvement planning, emergency response, compliance, along with operation, repair and maintenance of water and wastewater infrastructure. This was a small water system with approximately 500 connection, 3 wells, chlorination, collection system, and wastewater treatment plant with an NPDES discharge. I reported to a 5 member board and maintained compliance and relations with county, state, and federal regulatory bodies. I also provided customer service and interacted with the public in various capacities.
Mar 2006 – Dec 2008 Circuit Rider (Rural Development Specialist) for Rural Community Assistance Corporation (RCAC). Duties included providing technical assistance and training primarily to 24 Tribal water and wastewater systems in the San Diego region. This job included hands-on aspects such as assembling and monitoring fluoridation and chlorination systems, troubleshooting and water quality testing and monitoring. It also included a training aspect which varied from on-site training to formal classroom training where I taught operations and certification related topics.
2005 – 2007 Music Instructor for First Steps in Music in Vista California. This was a part time contract job I did after hours while working for RCAC. The organization is a charter school and I taught various string and wind instruments interacting with children, parents, and adults.
Dec 2008 – Feb 2013– Managing Director & Lead Trainer of GREPA Health & Environmental. Duties: Developed and presented classroom training for operator certification throughout the states of California and Arizona under the ERG grant. The courses were approved for continuing education contact hours in California and Arizona. I developed training materials for topics such as water math, water treatment and distribution, and wastewater, conducted marketing, and interacted with customers (students and utilities) and stakeholders (CDPH and ADEQ). I also developed the company website and used microsoft programs such as word, powerpoint, and excel for training, budgeting, and contact hour tracking.
2009 – 2010 – Contract Wastewater Treatment Plant Operator for Maxwell Public Utility District in Maxwell California. This was a part time contract I did while training for GREPA. Duties included managing the wastewater treatment plant and maintaining compliance of the NPDES discharge with the California Water Resources Quality Control Board. Provided training and supervision for two OIT's. Collected water quality samples, submitted compliance reports, and monitored and adjusted chlorination and dechlorination.
Feb 2013 to July 2014 – Tribal Water System Technical Assistance Provider for Inter Tribal Council of Arizona. Duties included providing onsite technical assistance and classroom certifiation training for tribal water and wastewater operators in Arizona, New Mexico, and Nevada. Travelled to various utility locations and provided assistance with developing financial, technical, managerial, and compliance related capacities with a focus on assisting systems with developing asset management plans, budgets, and achieving complaince with federal regulations. Developed training materials, and also assisted with the tribal certification program, and helped with event coordination. Reported activities as required by various sources of grant funding, primarily USDA and HHS.
July 2014 to present: Lead Trainer and Technical Assistance Provider of Pearson Health & Environmental. Duties include developing and presenting classroom training for water and wastewater operators and providing technical assistance in the areas of financial, managerial, technical, and compliance related aspects of utility operation. Worked with municipal and tribal utilities in Arizona, New Mexico, and Montana. Examples of work include development of asset management, operations, and emergency response plans, compliance assistance to systems under EPA administrative order, rate studies, and classroom water and wastewater certification and contact hour training.
