BRIEF DESCRIPTION REGARDING BANKS FUNCTIONS

OBJECT OR FUNCTION:

The Prime Object of Zarai Taraqiati Bank Limited is to provide sustainable rural finance and services particularly to small farmers to the rural and Agricultural sector in order to mitigate poverty as well as to bring green revolution in the country.

SUPERVISED CREDIT SYSTEM:

The Supervised Credit System Introduced in the Bank is meant to Provide Credit facility alongwith latest technology, supervision and guidance at the door step of the farmer through Mobile Credit Officer.

MOBILE CREDIT OFFICER:

Performed duty as Mobile Credit Officer from 1987 to 2009. Each Mobile Credit Officer is given a motor bike and is allocated 10-25 Villages based on revenue circles. He has to visit these Villages in his jurisdiction at regular interval to identify viable actually prospective borrowers, guides them, provide technical know how, discuss the feasibility of their credit proposals, process the loan documents at the spot (under one Window Operation) and recommend it for sanction and ensure that the loan is utilized for the purpose for which is was drawn and that it results in increasing the productivity of the farm and income of the farmer.

DUTIES OF MOBILE CREDIT OFFICER:

In ZTBL- Agricultural Development Bank) MCO is a very important fields Officer who serve as marketing Agent to explore business potential supervise the existing portfolio, and ensure hundred percent recoveries. Being Mobile Banker his duties are briefly enumerated as under.

a)MCO is responsible for motivating, identifying and carrying out a background check of the Farmers/Non Farmers who are engage in In-Come generating activities in his area to include (i) Their Credit needs (ii) Credit worthiness (iii) Track record of dealing with others bank (iv) Business Potential.

b)Once a farmer or non farmer in his area is identified MCO will determine the Credit needs and prepare a feasibility report together with the bank standard application and other loan documents.

c)MCO will issue receipt of loan Application with the prescribed documents from walk-in-Client in the branch as well as in the field.

d)MCO will collect loan applications received by branch from walk-in-Client for further processing.

e)MCO duly authorized by branch Manager, Chief Manager will collect Cash receiving from the loanee outside the branch against prescribed recovery receipt.

f) The Pass book and/or any other security/Title document provided by the borrower is examined by MCO and its genuineness, the veracity of contents are checked with the relevant records of the Revenue authorities. Also confirms the actual position on the ground by field visits. MCO records a prescribed certificate confirming the authenticity of the pass book/other title documents.

g)Instead of farmers/non farmers coming to branch, MCO will visit field area of his circle to identify potential clients for bank.

h)Helps the selected farmers, in preparing the Agricultural Pass book and render other assistance in completion of loan documents.

i)During one window operation MCO visits the focal point, receives the application form the intending borrowers to verify the Revenue Record, complete the loan case file and recommend the realistic amount of loan as per Credit policy for sanction.

j)Verify and report sanction of Mutations of each and every loan case in favor of the bank within one month of loan disbursement and reports compliance to Manager on close of month.

RESPONSIBILITIES SHOULDERED AS MANAGER:

1)Branch Management.

2)Sanction of loan recommended by MCO.

3)Visit/ Contact with the chronic borrowers in order to recover the amount in default.

4)Issuance of legal notices to chronic defaulters under the ordinance 2001 where in the Manager were empowered to auction defaulters landed property.

5)Participation in Monthly Managers conference regarding disbursement/recovery of the branch as well as to equip ourselves with new instructions/guidelines.

6)To advertise the landed property of defaulters in different newspapers for auction in order to recover the banks funds in default. A operational targets

WERE TO BE ACHIEVED ON WEEKLY BASIS.

REPONSIBITY AS INCHARGE CREDIT ADMINISTRATION:

POSTED AS IN CHARGE CREDIT ADMINISTRATION SINCE JUNE 2013 TO MAY 2015 .All loan cases are scrutinized by the In charge Credit Administration before payment and the loan cases with observation are returned to Mobile Credit Officers for rectification.
