• Prime Contractor Project Director for the largest human resources contract in the federal

government for the Transportation Security Administration (TSA).-550 Million Cost-Plus 4

year contract.

• Operated with independence exercising authority to make decisions regarding the client,

contract operations and modifications.

• Reported directly to the CPS Chief Executive Officer for company coordination and

consultation. Managed a staff of 400 including eight sub-contractors from IT infrastructure

and on line candidate management systems to call center support for hundreds of

thousands of candidates. The scope of the responsibility and accountability covered all

aspects of the 550 million dollar six year contract for Recruitment, Assessment and

Employment of 64,000 TSA personnel

• Personally created, sold and implemented a 400 page Microsoft Project Plan operations

model which resulted in a 50 per cent Agency wide resource savings and delivered the

product just in time at 450 county wide operating locations.

• Created an ERP Designed/Taleo based dashboard from 7 sub-contractors data streams

which was web enabled and updated every 5 minutes system wide. It tracks the results

and status of over 10,000 candidates during a multi-phase assessment process. The

dashboard enabled the 450 airport operating locations to monitor and manage every one

of their candidates from recruitment to on-line testing, scheduling and medical results,

background checks, profiles and financial integrity.

• Established and operated Applicant assistance/ call-centers with 130 employees serving

up to 20,000 responding to calls in an average of 45 seconds across 7 time zones.

• Created 450 airports comprehensive Recruitment Portfolios enabling each location to

project and predict the number and timing of candidates ready to hire so that real-time full

attrition based hiring was realized.

• Rapidly assessed and rebuilt the financial, contract, and operational staff to professional

standards, instituted an Earned Value/Work Breakdown Structure (WBS) process for cost

analysis and management, restarted the project and regained the clients trust and

confidence.

• Managed and monitored a comprehensive scorecard - with an emphasis on metrics,

timeline and performance management - to ensured conversion of business plans into

detailed work level performance objectives and effective coordination of contract execution

which resulted in timely and high quality results, including a 28.0 day average turn-around

in hiring actions...Through continuous process improvement, systems integration and

thought leadership, realized a 50 per cent efficiency in contract operations saving

approximately 40 million dollars annually.

Received the highest award fee in the history of the contract – 3.4 million with a score of

95 per cent and a total of over 12 million in performance awards in 30 months.

Rebuilt and realized DCAA certification for financial accounting and property management

systems and created -for example- a federally compliant certified cost proposal of 450

pages and a comprehensive 420 page Transition plan which TSA and Lockheed Martin

followed with our collaborative leadership to close out the CPS operations and start up the

Lockheed Martin contract.

On behalf of TSA, prepared and delivered a comprehensive program review brief for

DHS’s Chief Human Capital Officer, who recognized the program as the best example of

successful outsourcing of Federal HR services in the government. The entire program was

reviewed by OPM and successfully met all Federal standards.

• Advised and collaborated with federal agencies in strategic workforce planning, re-

engineering HR processes, and developing broad strategies to solve critical HR problems

and identifying organizational/ workforce issues.

Department of Navy – Worldwide Locations

Director of Civilian Personnel Programs/Human Resources Director, 1991 – 2002

• Senior civilian personnel advisor to a Navy three star Admiral – was a Vice President level

direct report and responsible for building and Leading/managing a 300+ person Federal

Human resources operation servicing over 17,000 federal employees in 25 separate

locations for the US NAVY Largest Shore Command.

• Operated a separate cost center/business entity, creating, defending and managing an

annual budget of 15 million dollars for a standalone business entity with procurement and

budgetary execution authority for resources and property.

• Sought out non-Navy HR servicing opportunities, winning the contract to provide personnel

servicing to the Department of Defense (DOD) Dependent Schools System comprised of

6,500 teachers/administrators in twelve worldwide locations.

• Re-organized the HR staff for effective servicing of this unique type of federal customer,

pay system and labor union challenge, establishing a new recruitment model that ensured

a reservoir of professional educators ready to go to work. Constructed a new

compensation system and negotiated a master labor agreement covering all teachers.

• Crafted and “sold” a strategy for strategic sourcing which resulted in a first year savings,

via workforce restructuring, of approximately $8 million.

• Developed and published an annual business plan and established metrics necessary for

program evaluation.

• Served as Program Manager for Navy’s worldwide Acquisition Intern Program, hiring and

deploying 300+ interns annually in Scientific, Engineering Financial and acquisition-related

occupations.

• Developed and presented decision briefings to the Secretary of the Navy and the Chief of

Naval Operations on significant civilian personnel and EEO issues.

Developed and instituted a vigorous dispute resolution program that dramatically reduced

numbers of formal complaints filed and processed throughout the major command

component.

While resident in the U.K. for two years; I managed the overseas movement and

entitlements for foreign travel and living expenses program for all DON civilians in the

entire European Theater. Traveled throughout the region including Germany, Italy, Greece,

Bahrain and Egypt to negotiate status of forces issues and Local National Employment

issues with local national unions in all countries...
