• Performed quality control testing and review of all new lessons, stages, phases
and curricula prior to release to the appropriate CNATRA Pipeline Training Officer for final
distribution authorization.
• Developed test plans and test cases for CNATRA-conducted tests and evaluation
of the syllabus portion of the Training Integration Management System (TIMS).

• Developed lesson specifications and computer-based Authorware courseware in
support of the Joint Primary Aircraft Training System (JPATS).

software tools used for lesson development and maintenance.

Management System (TIMS) to deliver and manage training at all Air Force and Navy

• Initiated contractual and procurement actions for research projects, including
preparation of solicitations, assembling proposal evaluation teams, reviewing and
evaluating proposals, initiating statements of work and details on deliverables, and
serving as a Contracting Technical Representative to ensure results were timely and
complete.
• Served as Principal Investigator for an exploratory development project
sponsored by the Office of Naval Research. Responsible for budget totaling $1.5M over
four years. Resulted in a combination of Visual Basic, MS Access, and METOC ocean
modeling software that is currently used in a variety of applications, including the U.S.
Naval Academy physics department, oceanographic workshops, and onboard U.S.
submarines.
• Developed first Fleet-wide measures of effectiveness (MOEs) and performance
assessments for Electronic Warfare (EW) Technicians.
• Prepared/reviewed technical proposals to Navy sponsors for innovative
technological solutions to training problems.

• As a liaison to Armstrong Laboratory at Brooks AFB, Texas, provided and

• Conducted job task analyses; designed and developed computer-based training
(CBT) lessonware for Navy and Air Force enlisted and officer personnel, including E2C
flight officer training at Miramar NAS and Airlift Command at Travis AFB.
• Developed an authoring shell for use by enlisted Air Force subject matter experts
at Travis AFB to develop CBT lessons.
• Installed Z248 computers and CBT software and conducted user training at
several non-CONUS Air Force bases.
