Wrote a proposal to the Department to increase Surety Bond Fee requirements due to customers losing tuition fees, paid to a
Commercial Driving School, which had gone out of business. The average Surety Bond was $10,000-$20,000. Now the fee
requirement is $10,000-$70,000, based upon a certain type of criteria. As a result of this proposal the Surety Bond Fee
requirements have been passed by the Illinois General Assembly.
Wrote a proposal for hand-held tablet devices to be used by Agency Road Test Examiners, and by Field Representatives for
audits and inspections. The proposal entailed an application touch-screen method, which allows an operator to make a selection
to a specific application. Upon making a selection and completing a transaction, the information is transmitted and stored in a
mainframe. This proposal was created in order to bring the Department closer to a paperless system and to help alleviate fraud,
and discrepancies in recording test results and findings. As of March 2014, the Department training became underway for
examiners and field personnel. The tablet device is currently being utilized by examiners.
Wrote a proposal to impose penalties and fines upon individuals conducting illegal driver training practices for hire, in the State
of Illinois, without being licensed by the Agency. This is currently in the Illinois General Assembly, awaiting passing. In the
Commercial Drivers Division, examined customer documentation presented for making an application for an Illinois
Commercial Driver’s License, an Illinois Driver’s License and/or an Illinois State I.D. Assigned customers to a kiosk to take a
written examination, validated customer applications, collected the appropriate fees and took licensure photographs.
