This position was required proficiency in all components of land work including title
research; property damage evaluation and settlement; agreement composition and negotiation;
problem resolution; innovation; leadership and excellence in internal communications with other
departments and external communications with all levels of governmental authorities,
landowners, consultants, service providers, other energy entities and the general public. These
skills were demonstrated in both day to day operational support of nearly three hundred miles of
natural gas transmission and storage lines, a propane line and associated facilities and two
underground natural gas storage fields and in leadership roles associated with various capital
growth projects including direct oversight of Land’s involvement in over 50 miles of Dominion’s
Appalachian Gateway Project, a Federal Energy Regulatory Commission (FERC) jurisdictional
project. Also, provided management of potential revenue generation from company owned
assets; encroachment investigation and resolution; negotiation of additional rights required for
mitigation of pipelines due to longwall mining operations.
Port Authority of Allegheny County (PAAC) (contract employee supplied by S. E.
Technologies, SSI, and Interstate Acquisition Services) – Sr. Real Estate Specialist
Developed and maintained a database of real properties owned or leased by the Authority.
My duties also included acquisition of additional properties for the development of busways,
light rail transit system and a network of commuter park and ride facilities in support of the
transportation operations of the Authority in the Pittsburgh, PA metropolitan area.
Consolidated Natural Gas Company (multiple subsidiaries, i.e. CNG Transmission Company,
CNG Producing Company, CNG Development Company, Consolidated Gas Transmission
Corporation, Consolidated Gas Supply Corporation and The Peoples Natural Gas Company)
My career in the Consolidated System provided valuable training, experience and knowledge of
many components of the energy sector. The application of the skills and knowledge acquired
“hand on” allowed me to advance through multiple layers of land work culminating as Manager
of the Land Administration and Division Order Departments where it was my responsibility to
know the company’s acreage position, its involvement in joint ventures, partnerships or
farmouts, etc. while managing all lease obligations and payments. That was incredible challenge
considering our acreage position was in excess of a total of eight million gross acres in four
major basins and the Gulf of Mexico.
PA Field Services – Right-of-Way Agent
Acquisition of pipeline rights-of-way for multiple projects for both CNG Producing
Company and The Peoples Natural Gas Company and conducted landowner safety contacts for
National Fuel’s multiple high pressure natural gas pipelines.
Education
• Graduate of Washington Irving High School Graduate complemented by some college
classes in Business Administration at Fairmont State College (Clarksburg Campus) and
Westmoreland County Community College while working full time.
• This formal education was then supplemented by completion of numerous industry
related educational seminars that included: employee supervision, oil and gas lease
structure and composition, geology, coal-bed methane, petroleum land titles, general
pipeline operations, gas marketing, legal rights, INGA landowner and FERC Dispute
Resolution training.
• All of this training was then enhanced by the incredible employment opportunities that
provided me with an extensive amount of valuable, critical knowledge about the industry
through actual “hands on”, “boots on the ground”, “on the job” personal experience. One
of my peers from remarked to PennDOT referred to my experience as a PhD in Land
Work from the University of Hard Knocks that could not have been achieved in a
classroom setting alone.

Dominion
Responsibilities included: Direct oversight of Land functions from survey permission to final
clean-up after construction, including communication with landowners, local, state and federal
governmental representatives and the general public individually and at public open –house,
meetings about the project, coordination with Engineering and landowners on rerouting of
pipeline, acquisition of easements, rights-of-way, access roads, pipeyards and/or pre-fabrication
sites, gate sites, launcher-receiver sites, compressor sites and other land agreements as needed,
damage assessments and settlements, highway occupancy permits and permits for heavy hauling
and road bonds from all levels of government, budget management and provide direction,
leadership, management and support for a crew of land agents assigned to this project.
My Portion of the Project Responsibilities:
Natrium to Market Project – Addition of a new turbine and expansion of other facilities at
Crayne Compressor Station in Waynesburg, PA and modification of facilities at the J B
Tonkin Compressor Station in Murrysville, PA.
Tioga Area Expansion Project – Acquisition of a site for an M & R and expansion of
facilities at the Crayne Compressor Station in Waynesburg, PA.
Appalachian Gateway Project - 50 miles of new natural gas pipeline construction and associated
appurtenances (44 miles of 30” and 6 miles of 24”) – (approximately 250 landowners without a
condemnation) and installation of a new compressor station at Burch Ridge near Moundsville,
WV.
Dominion Hub III Project – 13 miles of new 24 “natural gas pipeline construction and associated
appurtenances.
Dominion Hub I Project – shared responsibilities for the construction of approximately 7 miles of
new 20” natural gas pipeline, installation of a new M & R facility and construction of a the new
Rocks Springs Compressor Station at Delmont PA and modification of facilities at the J. B.
Tonkin Compressor Station at Murrysville, PA.
Dominion ICE Project (Multiple Years & Phases (2005-2010) – Assessment, identification and
replacement of mile of natural gas transmission and storage pipelines in the Oakford and South
Bend Storage Pools and the overall area known as Western Area Operations.

LNG Barging Project – Establishment of multiple sites on the East Coast for the offshore

Salt Dome Storage Facility – Acquisition of 3 solution mined salt domes near the
Strategic Petroleum Reserve at Hackberry, Louisiana and the proposed construction of
approximately 30 miles of natural gas pipelines to services the market.
