Develop, implement, and supervise project specific QA/QC program to ensure that contractors and sub-

contractors execute all work in accordance with project requirements. Schedule and conduct quality

meetings with contractor QA/QC personnel regularly to review construction as-builts and all other quality

related documents. Serve as the primary contact for all quality related items and issues. Interface with,

Engineering and Construction Management to assist in identifying and resolving all material, fitting,

drawing, design, and procedural issues relating to construction quality. Develop and/or assist in the

development of project specific quality reporting and tracking systems including reporting document

design and turnover packet requirements. Develop or assist in the development of QA/QC section of

project PEP to ensure QA/QC program meets all contractual requirements. Interface and cooperate with

project Construction Manager in assigning and supervising field Inspectors/Superintendents/Coordinators.

Review and assess field inspection reports. Conduct field visits to monitor work when appropriate. Reject

work that does not meet project design and/or procedural specifications through issuance of non-

conformance reports. Track and verify re-work of all rejected items and follow-up with closure of related

non-conformance reports. Travel as required to conduct proto-fit source inspections on various tower

types at manufacturer facilities. Review contractor submitted change orders and respond accordingly.

Wind Energy Transmission Texas 345 kV WETT Project

Become familiar with specifications and requirements per project drawings and contract. Develop,

implement, and supervise QA/QC program and ensure that contractors and sub-contractors execute

program and policies according to project requirements. Conduct QC audits daily, weekly, and per any

specific client requirements. Schedule and conduct quality meetings with contractor QA/QC personnel

regularly to review work as-builts and other quality tracking documents. Serve as the primary contact for

all quality related items and issues. Interface with, and assist Engineering and Construction in identifying

and resolving all material, fitting, drawing, and design issues relating to quality. Develop and/or assist in

the development of project specific quality reporting and tracking systems including reporting document

design and development if necessary. Supervise all QA/QC specialists and Inspectors, review reports

from all field inspections. Reject any work that does not meet Contract/Client design criteria as well as

procedural specifications through issuance of non-conformance notices. Track and confirm that re-work

of all rejected items meets project requirements and follow through with closure of related non-

conformance reports.

Attend and actively participate in daily POD meetings. Present any additional items that were overlooked

or special circumstances such as upcoming street or distribution line crossings, non-typical hazards in or

near work areas, high traffic areas, ESA’s, livestock sensitive areas; Interact with construction supervisors

to address any issues, questions or concerns regarding work going forward; receive updates on crew plans

and positions or recent changes in such as needed for progress tracking and crew monitoring. Identify and

discuss all potential obstructions with production and develop plans to minimize them; conduct meetings,

stand downs, or “Take 5’s” regarding any special topics as required through notification from project

managers.

Typical daily field functions included onsite safety evaluation of all work sites visited to include JSA

review, general safety practices and PPE; safe setup, correct grounding, and proper use of equipment.

General condition and proper use of tools and equipment; visually monitor all field construction activities

to include drilling, stub and concrete placement, structure erection, and wire installation to assure all work

is being performed in compliance with design and procedural specifications as well as environmental

provisions set forth by client / contract and all related local, state, and federal regulations; interact daily

with construction personnel and remain available in the field to assist with troubleshooting any issues that

arise through the course of the work day. These issues may include but are not limited to fitting /

fabrication trouble, construction drawing problems, material issues, disgruntled property owners or

citizens, and environmental issues. Interface with project engineering, material, environmental,

procurement, and management personnel to expedite resolutions; coordinate with construction crews and

appropriate utilities to control existing line outages/caution orders, and line covering when necessary;

photograph work in various stages and maintain an organized photographic project folder.

Administrative functions include developing field progress tracking reports for each phase of

construction; maintain tracking report updates and submit as prescribed by construction manager.
