GDC CONTRACTORS, INC. (Manassas, Virginia) - Senior Estimator, 2013 to 2014 (laid off)

This company is a strong competitor in the heavy hauling market in northern VA. I prepared over $100 million in bids and

won several large contracts. I reviewed and revised the HCSS estimating software and databases and educated the other

estimators and project management staff on the use of that software. My primary duties were to prepare complex civil

construction estimates, review estimates prepared by others and educate other estimators and project managers in the use

of the Agtek earthwork takeoff software and HCSS estimating software.

DWIGHT SNEAD CONSTRUCTION COMPANY (Glen Allen, Virginia) – Chief Estimator, 2012 to 2013

For fiscal year 2012, we made a commendable profit and in 04/2013 reestablished our bonding for public work. The

company was moving forward in great part from my efforts at restructuring the way we bid work by focusing on actual

cost rather than historical pricing to help gain profitable work. We focused our efforts on our strengths and subcontracted

out inefficient work which significantly helped our bottom line. We became more aware of changes in scope and better

managed those changes.

G.L. PRUETT INC (Ashland, Virginia) – Chief Estimator, 2010 to 2011 (laid off)

Doubled previous years contracts by July 2011. Identified opportunities, coordinated, supervised, and reviewed work of

the estimating staff to insure accuracy and completeness. I developed the Bid2Win database and used the software

package to bid work using the financial information specific to this company.

JACK L. MASSIE CONTRACTOR, INC. (Williamsburg, Virginia) – Chief Estimator, 2010 to 2010

Performed complex financial analysis on the companies cost structure and completely revised their HCSS estimating

database. Identified opportunities, coordinated, supervised, and reviewed work of estimating staff to insure accuracy and

completeness. Provided complex construction estimates and proposals for commercial and government site construction

packages to maintain a $30 million sales volume.

BRUCE HOWARD CONTRACTING, INC. (New Kent, VA) – Project Manager, 2009 to 2010

Responsible for the day to day management of up to 6 multiple crewed construction projects located in Virginia for

Dominion Virginia Power. Planned the project, managed labor, equipment, subcontractors, and materials. Responsible for

compliance with OSHA and Dominion Virginia Power safety requirements. Responsible for Erosion Control compliance.

Provided consultation regarding construction quality and feasibility. Prepared complex unit price and lump sum bids

along with proposed project schedules for underground transmission line construction.

BRANSCOME INC. (Rockville, VA) – Chief Estimator/Project Manager, 2003 to 2009 (laid off)

Managed the estimating function for complex site construction and road construction bids totaling $30-$50 million per

year. Identified, bid, won, and managed many profitable projects in excess of $2MM each with on time delivery. I won

several large site construction projects at Fort Lee with several General Contractors. Excellent negotiation skills used in

contracting and subcontracting. Reviewed and approved AIA contracts and private contracts for work. Worked closely

with management to develop goals for estimating group. I was responsible for reviewing, identifying, and procuring

Bid2Win as the current estimating software package. I developed and maintained the estimating database for Bid2Win. I

developed and implemented the estimate tracking database currently in use.

S.W. RODGERS INC. (Ashland, VA) – Senior Estimator, 2001 to 2003 (laid off)

Estimated and won several large and complex site development projects including Short Pump Town Center in Henrico

County, VA and the Aerial Delivery Support Facility at Fort Lee, VA. I was also responsible for HCSS database

management. Developed a Microsoft Access estimating management database for tracking opportunities, managing

followup on bids, and tracking results.

CHESAPEAKE EXCAVATION & UTILITIES (Richmond, VA) – Chief Estimator, 2000 to 2001

Identified, estimated, and won many large and smaller site development projects. Focused on profitability and change

order management. responsible for preparing bids and proposals, cost estimates, project schedules, and budgets for all

phases of commercial site construction work (earthwork, utility installation, concrete work, roadwork, & asphalt).

Additionally responsible for contract and subcontract negotiation, project management, project coordination, and

profit/loss management. This company focused on smaller site construction projects <$500,000.

RICHMOND GRADING & UTILITIES (Mechanicsville, VA) – Chief Estimator/Project Manager, 1996 to 2000.

Identified, estimated and won mostly smaller (<$1MM) site development projects. Responsible for preparing bids and

proposals, cost estimates, project schedules, and budgets for all phases of commercial site construction work including

earthwork, utility installation, site concrete, roadwork, and asphalt paving, negotiating all contracts and subcontracts,

invoice preparation, and change order negotiation and preparation. Additionally responsible for corporate safety program

and drug free workplace compliance. In order to better manage projects, I requested that the company invest in an

accounting software package that offered Job Cost and purchase order management.

EARTH TECH (Richmond, Virginia) - Senior Cost Estimator/Project Manager, 1992 to 1996

I prepared complex bids and proposals, project schedules, and cost estimates for construction and environmental

remediation projects. I managed or supervised construction and remediation projects (both commercial and government).

I was promoted to Administrative Manager for the Commercial and Other Programs division of Earth Tech Remediation

Services where I was responsible for all contracts, invoicing, and cost analysis of the Construction Remediation

department. Experienced with the use of many government cost estimating and cost accounting systems as well as many

commercial estimating and scheduling software packages. Additionally experienced with FAR, US Coast Guard acquisitions,

Local government purchasing, and State government purchasing.

may different construction disciplines.

• Southeastern Freight Truck Terminal, Chester, VA - $1.2MM site development of trucking facility

• Pilot Inc. Truck Stop Facility, Colonial Heights, VA - $1.3MM site development of a national branded truck stop

• Kingsridge Subdivision Section 1, Richmond, VA - $2.2MM site development of townhouse subdivision in

Richmond built on a swamp. I worked closely with the civil engineer, county agencies, and the owner to provide

the best value engineering option for road and structure support.

Public Projects: (Local, State, Federal)

• Route 360 Widening Project for Chesterfield County - $15MM complex road widening project located in one of

the most highly traveled corridors in Chesterfield County. The project was phased, included damages for late

delivery, and required close coordination with subcontractors for successful completion.

• Fort Lee Tactical Equipment Maintenance Facility - $1.2MM Army equipment facility

• Fort Lee Air Force Navy Combined Transportation School - $1MM Army facility

• Fort Lee Air Force Navy Combined Culinary School - $1MM Army facility

• Virginia Capitol Renovations, Richmond, VA 2007- $2MM site package supporting the renovation of the Virginia

Capitol building in Richmond. This project required removal of the entire hill fronting the capital building,

working closely with shoring and concrete construction contractors to reinforce the existing Capitol building.

Excavate for a new underground visitor center, install utilities, and reconstruct the hill to pre-construction grades.
