•Actively participated in Budget planning and execution of Program Planning and Budget Execution (PPBE) and yearly phasing exercise of the project. Funded labor, travel, contracts, task orders, project taxes, based on PPBE and yearly Phasing Plans.
•Monitored, reviewed and analyzed various contracts and task orders on monthly basis. Worked on Contractor Cost Reporting (CCR) tool to input monthly 533 cost data received from contractors and sub-contractors; compared it with planned versus actual cost and ensured that the cost do not exceed funding levels. Prepared contractors cost estimates/forecasts for each yearly phasing plan. Also, executed pricing of few contractors & subcontractors.
•Researched budget, cost management, purchasing in the center’s system and ran reports in Business Objects (BOBJ) to provide required data in the form of report(s) to the financial manager and management.
•Ensured full and proper utilization of cost accounting functions, including analysis and reconciliation of financial reporting assignments, accounting control, obligations and cost documents reviews, agency systems implementation procedure development and implementation.
• Took responsibility as a lead analyst for the ICESat-2 Spacecraft contract with Orbital Sciences Corporation. This RSDO fixed price contract was valued at over $120M that included the Spacecraft, Observatory I&T, and the ground systems Mission Operations Center (MOC). Took responsibility for creating workbook to monitor contract modifications, addition or deletion of milestones and studies associated with the contract. Ran reports to verify funds obligated, cost incurred and payments made for the spacecraft manager.
•Assisted in planning, organization and execution of project’s workforce exercise. Met with technical leads to understand their staffing needs and presented workforce plans/data to the management; if approved, entered data into the workforce system (iWAPP)..
•Acquired knowledge of EVM (Earned Value Management) and how it is implemented as ICESat-2 was pilot program at Goddard Space Flight Center. Worked with EVM specialist and formulated plan to utilize each work breakdown structure cost and work packages associated with it. Also tracked spacecraft milestones schedules and risk.
•Worked independently on more routine/less complex assignments under the direction of the project manager. Also provided Ad Hoc reports to the management when requested.
