Experience Serve on the board of this non-profit dedicated to creating a safe environment for women and LGBT individuals in the Washington, DC area, particularly in public areas such as bars and various methods of transportation. CASS recently worked successfully with the Washington Metropolitan Area Transit Authority on a campaign to prevent sexual harassment on trains and buses.

Special Assistant/Advisor to Commissioner Michael Yaki. Performed legal and policy research and writing on key civil rights issues for one of the eight commissioners appointed by the President and Congress. Issues included sex trafficking, stand-your-ground laws, the federal government’s treatment of Arab and Muslim Americans post-9/11, and voting rights. Senior Attorney-Advisor. Served in the Office of the General Counsel, providing legal guidance on

administrative law, employment, and other areas. Researched civil rights law and practice for the Commission. Organized public hearings and briefings on equal protection as applied to topics such as educational opportunity, voting rights, and other areas in which groups or individuals may face discrimination on the basis of gender, race, age, disability, religion, or national origin. Drafted reports to the President and Congress providing an overview of specific civil rights topics, offering findings and recommendations for legislative or other action. Drafted statutory reports analyzing the federal response to discrimination.

Acting Staff Director. From February 2011 to April 2012, served as the agency’s administrative head, managing budget, personnel, and programmatic work. Oversaw all agency staff. Worked with the agency’s eight commissioners to establish agency policy and develop agency projects. Provided information to members of Congress and their staff.

Acting General Counsel. From February 2011 to October 2012, served as the agency’s lead attorney, supervising staff, advising Commissioners, and oversaw all legal research and writing on civil rights policy and administrative matters.

Served clients in multiple states, performing legal research on issues including equal protection analysis of employment and housing practices under state and federal law. Battered Women’s Justice Project/Civil, Washington, DC January 2005-September 2006

Senior Attorney. Managed day-to-day operations of national nonprofit, including staff supervision and budget oversight. Provided technical assistance to battered women, legal advocates, attorneys, judges, law enforcement, and the general public. Held national conferences for attorneys and legal advocates on issues important to survivors of domestic violence and sexual assault, including confidentiality, safety planning, custody, orders of protection, and immigration. Drafted and collaborated with other national experts on amicus briefs relating to violence against women and reproductive freedom, including a Supreme Court brief relating to a parental notification statute’s impact on abused teens seeking abortions. Testified before the Washington, DC City Council on confidentiality and privilege policy for women and their domestic violence counselors.

Published guidelines on confidentiality and other issues. Provided assistance to victims seeking legal services including protective orders and immigration remedies. Analyzed and drafted legislation relating to criminal sanctions, statutes of limitation, victims’ rights, and funding for sexual assault programs. Provided legal information to rape crisis centers, government officials, media, and the public. Organized lobbying efforts, bringing over two hundred activists to the state legislature.
