Commissioning Manager – Salt River Project (May 2004 to March 2006)

Responsible for management of startup commissioning activities on two power blocks for Salt River Project. One block consists of a two on one configuration, with two GE Frame 7FE’s, and a GE D-11 300 Megawatt Steam Turbine. The second block consists of a one on one configuration, with one GE Frame 7FE and a GE A-14 130 Megawatt Steam Turbine.

Responsible for pre-commissioning, commissioning and start-up activities.

Responsible for the performance testing, CEMS testing and the reliability testing for both power blocks.

Commissioning Manager – Siemens 12.5 MW Steam Turbine (March 2004 to May 2004)

Responsible for management of startup commissioning activities on a Siemens 12.5 MW steam turbine located in Bandirma, Turkey. This turbine was associated with a Lurgi Roaster, fluidized bed boiler, which burned pyrite for fuel and an acid plant waste heat boiler. These provided steam for the steam turbine. (12.5 MW Siemens ST)

Commissioning Manager (Sept. 2003 to Dec. 2003)

Responsible consulting on and assessing contracts and repair work performed by Westinghouse on a Westinghouse 501D for Electro Guayas located in Guayaquil, Ecuador.

Traveled to Ecuador and evaluated specific problems associated with a total of three different facilities:

o1st Site: La Central Thermo Electrica Gonzalo Zevallos in the Provincia de Guayas, Canton Guayaquil, Parroquia Yarqui. This site went into operation in 1978 with two Mitsubishi 73 MW steam turbines and two 295 tons/hr conventional boilers burning bunker C (#4 heavy diesel). There is also a 29 MW combustion turbine located at this site.

o2nd Site: LA Central Enrique Garcia located 16 km from Guayaquil. This facility went into operation in 1997 with one 102 MW Westinghouse 501D5. This was the engine we generated a pervious report on.

o3rd Site: La Central Thermoelectrica Trinitaria located in Guayaquil. I have no accurate date as to when this facility went into operation. I estimated that, with the equipment installed, it has been between 5 to 8 years. Bailey DCS, one 409ton/hr Babcock Willcox boiler, firing bunker C (#4 heavy diesel), and a 132 MW ABB steam turbine. Used river water for circulating and cooling water.

Union Power Partners - El Dorado, AR Jan. 2002 to July 2003

Responsible for management of startup commissioning activities on two of four, two on one blocks consisting of GE Frame 7FA’s, with GE D-11 220 Megawatt Steam turbines, in combined cycle mode.

Supervised the mechanical completion checkouts, commissioning and testing of the boilers and all associated equipment.

Directed the operation of the plant, interface with construction contractor and vendors to assist in their completion, support engineering in the testing phase. First boilers state side to burn BFG

Responsibilities included mechanical completion checkouts for the LNG related systems, commissioning and testing of the associated equipment to the combustion turbine.

Provided technical assistance to the construction and startup personnel.

Technical Field Advisor – ThermoValle, Westinghouse Project (Oct. 1997 to Dec. 1997)

Contracted to Westinghouse as Technical Field Advisor at the combined cycle plant at their Thermo Valle site. The plant consisted of one Westinghouse 501F DLN (Dry low NoX) 180 MW combustion turbine with an H2 cooled generator.

Responsibilities included mechanical completion checkouts, commissioning and testing of the associated equipment to the combustion turbine and generator set.

Provided technical assistance to the construction and startup personnel.

Mechanical Startup Consultant Cottage Grove Site (May 1997 to Oct. 1997)

Contracted to Westinghouse as Mechanical Start-up Consultant at the 260 MW combined cycle plant at their Cottage Grove site. The plant consisted of one Westinghouse 501F DLN (Dry low NoX) 180 MW combustion turbine and included a H2 cooled generator, one Westinghouse 100 MW stream turbine, two Nebraska 90 kpph package boilers, a Glegg Water Treatment system, one 268 kpph Nooter – Erickson HRSG and a Westinghouse Westation DCS.

Responsibilities included mechanical completion checkouts, commissioning and testing of the package boilers, assist in the operation of the plant, interface with construction contractor and vendors, and support engineering in the testing phase.

Power Industry Consultants, Inc. – Santa Elena & Santo Domingo Ecuador Dec. 1996 to May 1997

Plant Manager – Marathon Project

Contracted to Greenwich Turbine Inc., the O & M contractor, as the plant manager at the Santa Elena and Santo Domingo sites. The Santa Elena site consisted of two Pratt Whitney GG4A-7 engines and a Worthington ER22-4 Expander. On the Santo Domingo site the equipment’ consisted of four Pratt Whitney GG4C engines with free turbines.

The main responsibilities were as follows; review status of all equipment prior to placing in service, develop and incorporate operations and maintenance procedures (site specific), develop and incorporate training programs for the site personnel (site specific), contact and develop good communications with all regulatory agencies, budgeting for normal operations and capital expenditures, develop and incorporate predictive and preventative maintenance programs.

Contracted to Energy-Pro Construction as Lead Mechanical Start-up Engineer/Operations supervisor at the 120 MW combined cycle cogeneration at the JFK International Airport in New York City. Responsibilities included; writing pre-commissioning procedures, witnessing line flushing and blowing, training operations personnel, commissioning, startup and performance testing of the facility.

Lead Mechanical Startup Engr./Operations Supervisor – Sithe Energy Project (June 1993 to April 1994)

Contracted to Operational Energy Corp. as Lead Mechanical Start-up Engineer/Operations Supervisor at the 80MW combined cycle cogeneration plant at the New York State Hospital in Ogdensburg. The plant consisted of one 45MW Stewart & Stevenson supplied GE LM6000 gas turbine generator; one 25MW Stewart & Stevenson supplied GE LM2500 gas turbine generator. Operations Superintendent - 20MW BioMass Cogeneration Plant in Imperial Valley.

The plant consisted of one solid fuel traveling grate boiler, One Dresser Rand steam turbine generator; an Aqua-Tech Water-treatment System

Monitored final construction activities; Hired for operation and maintenance staffing requirements; Organized and performed initial safety training for all plant employees.

Organization and writing of the following programs; Hazardous Material Management, Employee & Community Right to Know, and Safety; Compliance with and reporting to all regulatory agencies, preparing and maintaining Operational Procedures & equipment operations documentation; supervising the daily operations & maintenance activities of approx. 20 personnel.

Arizona Public Service Co. – Holbrook, AZ / Phoenix, AZ June 1979 to June 1989

Journeyman Instrument Technician – Yucca Power Plant (May 1984 to June 1989)

270 MW Gas & Oil fired power plant in Yuma.

The plant consisted of one CE (Combustion Engineering) gas & oil fired boiler; One GE 82 MW steam turbine generator, two GE 55 MW MS7000 gas turbine generators; three GE 25 MW MS5000 gas turbine generators; and an LA Water treatment system.

Responsibilities included; Installation, calibration, and repair of all electronic, hydraulic and pneumatic instrumentation.

Assisted the Results Engineer in establishing an effective preventative maintenance program;

Flagged Periodically Forman to direct and supervise the work of five to nine employees.

Apprentice Instrument Technician – West Phoenix Power Plant (Oct. 1981 to May 1984)

Responsibilities included learning the trade while assisting a journeyman in the installation, calibration, and repair of process instrumentation associated with operation of; three gas and oil fired GE boilers; three GE STAG MS7000 combined cycle gas turbine generators; Two Westinghouse 501 gas turbine generators; and an LA Water treatment system.

Successfully maintained a satisfactory grade point average on technical training courses.

Involved in implementing a preventive maintenance program. Successfully certified as a Journeyman Instrument Technician.

Cholla Power Plant 1000MW Coal Fired Plant (June 1979 to Oct. 1981)

Control Room Operator: responsibility included the day to day control room operation, maintenance and trouble-shooting of Two 250 MW coal fired units. One train had precipitators the other with a wet scrubber. Auxiliary Operator Boiler: responsibility included the day to day operation, maintenance support and trouble-shooting of the multi-stage with platens super-heater and multi-stage reheat Combustion Engineering Boilers (two). The boiler spec’s are as follows: 1.8 M lbs/hr super-heat, 1990 psi. @ 1005 deg. F 1.6 M lbs/hr re-heater, 330 psi. @ 616 deg. F inlet / 311 psi. @ 1005
