15.07.2019 Republic of Congo, Project Administrator (Finance and Administrative Manager).

In close collaboration with the Project Coordinator and HRCo, applies the administrative procedures part of any Memorandum of Understanding (MoU) in force between local partners (eg. Ministry of Health, etc.) and MSF.

In close collaboration with the Project Coordinator and HRCo, looks for the best options to avoid and/or solve possible labour conflicts in the project.

Ensure all staff in the Project (National, International, Regional, visits, etc.) is properly briefed and/or inducted.

Responsible for all movements and/or accommodation of staff in the Project.

Ensure that MSF staff who have financial responsibilities are aware of and comply with local finance procedures, including those related to security.

Ensure project finance activities are carried out in line with OCA and mission finance policies & procedures, for example cash & safe management, advances management, authorizations (expenses and payments), payments (cash, bank & cheque), cash flow management.

Assess and suggest mitigation measures of the financial risks of the project

Ensure that reliable internal control systems are in place, and financial ethics are respected within the project

Ensure proper and timely day-to-day bookkeeping takes place in the accounting software per MSF OCA Chart of accounts

Ensure proper bookkeeping support documentation (hardcopy invoices/receipts, PO/PL/contract as applicable) is available for each bookkeeping entry

Ensure that daily and monthly bookkeeping closure takes place in line with the standard procedure, with due quality and on time.

Organize good filing of bookkeeping and other relevant general administration files

Support Project Coordinator and the Finance Coordinator with budgeting and monthly budget control activities, in order to ensure that funds are used in line with last approved budgets

Ensure all HR, Administrative and Financial reporting of the Project (Homère, monthly closure, sitreps, etc.) is done according to standards and request of HR Coordinator and Finance Coordinator.

Ensure that MSF staff who have financial responsibilities are aware of and comply with local finance procedures, including those related to security.

Ensure the administrative management of local staff, in particular, payroll operations, monitoring absences, the construction, updating and archiving of personnel files.

Responsible for quality and timely accounting for the whole mission e.g. cash procedures, bank accounts, receipts and supporting documents, electronic data entry, consolidation of overall mission accounting, monthly closing process and documents.

Ensuring strict respect of deadlines and strict compliance to MSF guidelines, financial standards and procedures;

Coordinating and overseeing the monthly and yearly closing of accounts and balance sheet, and reporting the mission's accounting statement through monthly and weekly reports, in order to verify the evolution of project finances and provide information about them.

Being responsible for the financial management contracts e.g. preparing and verifying the official financial reports, following up and analyzing the need for amendments. Ensuring reporting conditions are met and stakeholders in the mission are informed of their responsibilities (for example, logistics for stock inventory, quotes).

Is the technical reference for any accounting-related issue including compliance with MSF financial standards and procedures, legal compliance, training and support on the MSF accounting software / system.

When required, briefing all staff involved, on specific accountancy management (Mission Coordination Team, Administration Managers, Logistics Managers, etc).

Master the monthly budget follow-up( BFU), the cash request and the budgetary matrix.
