After a successful career as a police officer and supervisor, I wish to pursue the next stage in my life and help those in the community who are in need of assistance.

EXPERIENCE

1983 TO 1987

STUDENT OFFICER/PUBLIC SAFETY OFFICER

EAST TENNESSE STATE UNIVERSITY

I began my career as a student officer in conjunction with the work experience program. I served as a dispatcher and auxiliary officer until I was sent to the Tennessee Law Enforcement Academy and the Tennessee Fire Academy. My duties included enforcing the laws of the state of Tennessee and patrolling the campus of East Tennessee State University. I worked four years of night shift and attended class during the day while appearing on the Dean’s List each semester.

1988 TO 2018

RETIRED AS CAPTAIN, JOHNSON CITY POLICE DEPARTMENT

1988-1990

Worked as a patrol officer, entrusted with enforcing state laws, traffic enforcement and answering calls for service.

1990-1992

Worked as a traffic enforcement officer, duties included traffic enforcement especially drug and alcohol while driving violations. Was presented with a State Award by MADD for number of drug and alcohol while driving arrests.

1993-1995

Was assigned to Criminal Investigation Division. Assigned to major crimes including homicides, assaults, rapes, burglaries and robberies.

1995-1997

Promoted to Sergeant within the Criminal Investigation Division. Responsible for supervising investigators and working major cases including cold cases.

1997-2002

Assigned as the first supervisor of the newly formed Special Investigation Squad. Duties included coordinating all major drug and organized crime cases on the state and federal level. Responsible for supervising departmental drug units, First Judicial Drug task force members, Drug Enforcement Administration task force members and Federal Bureau of Investigation Task Force Members. Duties included coordinating investigations within all task force members, conducting drug buys, and maintaining intelligence files. Federally deputized as an Alcohol, Tobacco, Firearms and Explosives Task Force Officer responsible for conducting gun traces and investigating federal cases of felons with drugs and firearms.

2002-2015

Promoted to Lieutenant within the Criminal Investigation Unit. Responsible for the overall activities of the Criminal Investigation Unit. Assigned cases to investigators, monitored case statuses, and served as a liaison to various local, state, and federal law enforcement agencies. In 2005, received the Project Safe Neighborhood Officer of the Year Award presented by the United States Attorney General for work as a task force officer with Alcohol, Tobacco, Firearms and Explosives. Served on numerous committees with both the community and state and federal law enforcement. Conducted the Most Wanted Segment with WJHL and served as Public Information Officer.

2015

Assigned to patrol as a Lieutenant, responsible for a platoon of officers and two Sergeants.

2016-2018

Promoted to Captain, assigned as Watch Commander. Retired in good standing.

EDUCATION

1983-1987

BACHELOR OF SCIENCE DEGREE, East Tennessee State University

Obtained Bachelor of Science degrees in Criminal Justice, Psychology and Sociology. Made the Dean’s List each semester and appeared in Who’s Who in America each semester. Received the Departmental Merit award in Sociology and Psychology.

2016 to present

Currently working on a master’s degree in Addiction Counseling at Liberty University.

ADDITIONAL TRAINING AND ACTIVITIES

2005 to Present

Taught classes for Moral Kombat involving juvenile drug offenders.

Taught classes at Moral Kombat for Sessions and Criminal Court drug offenders.

Taught driving classes in conjunction with the Police Department, which included a component of drug education, for juvenile court offenders.

Was assigned cases through Moral Kombat with Juvenile Court working with juvenile drug offenders. Responsible for visiting the various residences of juvenile offenders and worked with parents and juvenile offenders in order to develop a plan for sobriety and success for the juvenile.

Began to work with the Smart Recovery and Inside Out organization and maintain communication with members including Dr. Gerstein.

Started Linked Community Services. Activities included teaching Smart Recovery classes for State Probation and Parole, taught Inside Out classes at the Washington County Jail (male and female), and taught Inside Out classes at the Johnson City Jail (two classes of females). Worked with ETSU in teaching classes for students needing addiction assistance and assisted interns for each semester in learning addiction recovery. Appeared in the Johnson City Press and WJHL discussing the program. Appeared in the Smart Recovery Quarterly Newsletter discussing the program.
