Conduct service history to determine if employees are eligible for retirement. Complete investigation to determine if more documents are required to process action. Counsel employees about retirement option, and contact multiple agencies to determine retirement eligibility. Provide estimates for employees that are offer an early out option with all government agency. Verify, determine, and establish RPA to separate an employee from government agency.

Process documents to verify or correct error for OWCP. Ensure employee is enrolled in FEHB plan doing OWCP period. Contact OWCP case manager to provide or receive update documents because of OWCP status. Contact payroll and notify them of any changes or errors that may occurred. Provide counseling to employees in regards of retirement benefits, health insurance, death benefits, and the Thrift Savings Plan.

Process the more complex discrepancies found in Payroll RECON and CLER within established deadlines. Determine cause of discrepancies and decide what course of action is needed. Reviews CBC prescribed SOPs and apply the correct course of action for resolution. Keep supervisor and lead aware of all pending issues with systems or applications that create work delays. Apply employee relations laws and principals, practices and legal and regulatory requirements, procedures respective legislative changes, Code of Federal Regulations, Federal Labor Relations Authority and Merit Systems Protection Board case law to resolve complex issues


Communicate, both orally and in writing, in regard to complex personnel management policies. Submit emails requesting supporting documentation for OFEGLI, Initial Decision, LWOP, and OWCP. Interact with all levels of management as a liaison to get issues resolve. Explain to the employee eligibility to continue Federal Employee Health Benefit and Federal Employ Group Life Insurance into retirement. Counsel's employees about crediting military service performed after 1956 toward CSRS and FERS. Counsels employees about effect the effect of waving retired military pay to credit toward civilian retirement. Prepares estimates of the amount of deposit for post 1956 service and advises employees regarding the procedure to make payment. Counsel's employees about crediting civilian service for which retirement contribution have been withheld and refunded and service for which retirement contribution have been with held and refunded and service for which retirement deduction were not with held toward CSRS/FERS retirement. Prepares estimates and the redeposit/deposit amount and advises employees regarding procedure to make payment.


Counsel Employee on the advantages and disadvantages of military deposits and how it can change their retirement date. Review service history to see if USSERRA rules need to apply. Research service history to ensure employee is in correct retirement system. Verification of DD214 and other supporting documents to ensure employee qualify.


Upload and review Eopf for documents to correct, update, or complete personnel action. Daily use of Eopf to complete employee service history for deposit, redeposit, and military deposit. Determine creditable service to ensure retirement eligibility is within OPM regulations. Prepare civilian and military service credit computations utilizing GRB software. Upload, delete, and merge required documents.
