Comptroller

Responsible for all aspects of financial management, coordinates and oversight of tax returns and financial reports to local, state and federal funding agencies and or taxing government agency and coordinates information systems functions. Oversees all patient accounts and billing policies and procedures to ensure compliance with Foundation and funding agencies’ policies and requirements. Responsible for the coordination and preparation of schedules of FQHC Cost Report. Collaborates in overall program development, management and evaluation of the agency. Serves as a member of the agency’s management team and works in close cooperation with all managers. Utilizes innovative approaches to improve service delivery. Maintains a culture that improves teamwork and values diversity.

Key Accomplishments:

Reviewed internal fiscal control policies and procedures to meet contractual and legal requirements of ongoing fiscal office operations, such as payroll, accounts payable and receivable, purchasing and taxes. To direct and to supervise incorporation of previously outsourced bookkeeping and accounting functions into the company’s finance department.

Manage all accounting functions for a multi-site healthcare operation, including complex transactions, billing and collections, medical supply purchasing, payroll processing, and required reporting. Directly advise the Board of Directors on all matters related to regulatory compliance, revenue cycle management and projections, and human capital considerations. Direct a staff of 11 employees with full accountability for ensuring conformance with GAAP standards, fiscal best practices and local, state and national government regulatory agencies.

Key Accomplishments:

Lead the establishment and development the company’s Finance Department at its Start-up Phase of Operations in order to accomplish the maximum efficiency in accounting, billing and financial reporting.

Manage billing and collection functions of over 60,000 annual radiology exams for a revenue of over $5M in service fees maintaining a Bad Debt Rate of less than 2.5% of sales and an Accounts Receivables in 120+ days range of less than 12% of Total Aging Balance.

Designed and established a data gathering system from the EHR/RIS/PACS software to evaluate, monitor and compare performance to industry benchmark metrics.

Ensured close collaboration between financial and operations areas for synchronization of tasks to achieve optimal efficiency in the Revenue Cycle.

Appointed as the Privacy Officer, tasked with establishing and enforcing HIPAA compliance protocols.
