DOLPHIN ENERGY, Qatar: Senior Project Manager Feb. 2010 – August 2013

Successfully implemented two projects: 1. Third party gas supply 2. Front-end engineering and design (FEED) of compression gas facilities.

Description of the two projects is shown below;

Third Party Gas (US $75 Million): Planned and directed all project phases. Oversaw design, procurement, and construction of project initiative to increase 3rd party gas supply to Dolphin plant by 500% (from 120M SCFD to 620M SCFD). Effectively managed project risks by identifying potential risks, implementing risk mitigation measures and conducting early-stage HAZOP review.

Established rigorous safety review and reporting protocols essential for brown field - SIMOPS conditions.

Export Gas Compression Upgrade (US $320 Million): Successfully managed FEED activities at Engineer home office in Japan. Led preliminary studies and basic engineering design. Ordered long lead items e.g., gas turbines, centrifugal compressors, heat recovery steam generators valued over US $130 Million

Managed EPC tender documents’ preparation including, but not limited to, project execution plan, health & safety plan, procurement plan, quality assurance. Conveyed project scope, schedules, timeframes to Engineer.

Developed EPC estimates. Performed all the business, technical, fiscal and administrative functions.

Led restructuring after March 11, 2011 tsunami and earthquake in Japan, a force majeure situation. Set up strategy for efficient management of plant reliability and integrity, maintenance and turnarounds division. Developed organizational blue print to initiate preparation, readiness for commissioning, start up, and normal plant operations. The organization included directly reporting 5 departments managers, 45 engineers beside the other staff.

Acquired Board approval of the proposed strategy and organization’s structure.

Developed Master Plan for commissioning and initial startup of the gas plant

My role was to provide leadership, guidance and direction in all facets of the new US $4.50 billion energy project. Defined Maintenance Philosophy i.e., equipment sparing and standardization policy, equipment classification methodology and maintenance contracting strategy

Planned and directed the routine maintenance and turnarounds management at ADNOC Ruwais Refinery. It is the 4th largest oil refinery worldwide (capacity: 820,000 bpd). Provided leadership for Safety & safe practices implementation in the department. Developed long term maintenance philosophy to perform all functions in a safe, efficient and cost-effective manner. Responsible for yearly department budget and cost management. Introduced KPIs to effectively monitor the performance.

Re-structured department organization for performance improvement and efficiency. Inducted Reliability section to support maintenance function. Established regular reliability functions; vibration surveys, trend analysis, failure data analysis, root cause analysis etc. for business efficiency. In next 3 years, equipment failures reduced by 22% and spares expenditures reduced by 20%. Refinery ranked from 3rd to 1st quartile in Solomon benchmarking over three years. Asset performance & cost efficiency substantially improved.

Managed project technical documents, P & IDs & PFDs. Supported review of other documents such as HSE policy. Participated in development of plant criticality rating, value engineering and similar studies.

Finalized machinery pre-qualification, bids evaluation and the technical award recommendation formats.

Contributed in EPC tender preparation and developed documents for plant equipment standardization, spare parts protocol and set up levels. Reviewed and finalized machinery performance tests formats.

ADNOC, UAE: Lead Commissioning & Start up Engineer – Refinery Utilities 1981 - 1983

Acted as lead commissioning & start up engineer for Utilities of the new Ruwais Refinery. Ensured all works are performed in accordance with safety and quality standards. Responsibilities included review and approval of commissioning, startup procedures, timelines & schedule for all utilities systems and networks. Included power, steam, sea water, cooling/ portable and tempered water, instrument & plant air, fuel oil/ gas and nitrogen systems beside major equipment like gas turbines, steam boilers, desalination plants, centrifugal & reciprocating compressors, multi stage pumps and power network.

Planned and managed timely mobilization of EPC contractor, sub -contractors and specialized vendors at site. Responsible for availability of all commissioning spares, material and consumables at site.

Scheduled and supervised commissioning, line cleaning/ flushing, dry outs etc. Led commissioning efforts and systems walk during execution to completions. Managed final systems turnover and commissioning. Oversaw satisfactory punch lists during systems turnover process.

Appointed as owner’s Engineer/ Senior Project Engineer for the 3 EPC power projects on installation of 8 gas turbines at Al Ain power Station. I was responsible to pursue all the project mechanical activities at site.

Successfully followed up and implemented site activities of Construction, Installation, Commissioning, Performance Tests, Handover, Punch lists, Project Close out stages.
