With the niche of providing a “full product lifecycle” by building, staffing & then maintaining Government Facilities & their other Technology requirements, the company quickly grew after completing: Negotiated/completed all US Government, UN, NATO, Development Bank, Aid Agency & Foreign Alliance Registrations, Banking/Financial requirements, Licensing, Corporate Plans, Handbooks, Policies & Procedures and ISO 9001, 14001 and 18001. Signed agreements for future Bank Guarantees, Bonding, Insurance and Life Support requirements. Vetted all Subcontractors, Suppliers & Manufacturers and completed all Marketing, Technology and Recruiting requirements and worked with the Security- Cleared Team Members teaching them on how to find/win opportunities with winning “Shipley” proposals.

Within 90 days our Team had completed 120+ milestones, were submitting Proposals and I had successfully recruited/trained a Team that were used to manage our 1st awards with the Defense Logistics Agency (DLA) & Sprint Communications for Generator/Cell Tower Inspections and Data Center (O&M/Facilities) work. We outperformed our initial revenue plan by 40% and hit profitability within 6 months. Using my experience, industry-knowledge and contacts – we quickly grew to over $45M in awards and another $300M+ in the pipeline before being approached by ISS World TM and sold at a substantial profit after only 51 months. Saudi Aramco (Sadara) JV Dow Chemical • Jubail, Kingdom of Saudi Arabia (KSA) (2013-2014) SENIOR PROJECT MANAGER

Assigned by Fluor to Rescue/Turn-around a $30M Blast-Resistant Under & Above-ground Emergency Response Complex at Sadara,

“the World’s Largest Chemical Petro-Chemical Facility ever built”. The original GC failed, and the project was in serious delays.

Successfully rescued the project by vetting a qualified GC, fast-tracking the contract negotiations and delivery of remaining procurement, personally streamlining the original processes/procedures and performing oversight of the schedule. Additionally, I recruited a new Manpower-Provider (Fluor subsequently purchased their company) and went to 3 shifts. At hand-over, we were back on-track by re-gaining over 180 days. It is estimated that I saved the project $5M+.

Hill International/Ministry of Health (MOH) • Riyadh, Kingdom of Saudi Arabia (KSA) (2011-2013) SENIOR CONSTRUCTION MANAGER • APPRENTICE INSTRUCTOR • ADVISOR TO MOH MINISTER KHALID AL-FALIH Construction SME contracted by the KSA Ministry of Health (MOH) to manage the construction of 5 (250 rooms each) Specialty Maternity & Children’s hospitals and consult on the O&M/Facilities of all new hospitals being built in the Kingdom (including LEED Design, SMART Building Solutions and alternative Facilities & O&M options).

Completed the Construction on-time/budget (no lost-time/accidents) and achieved new agreements in between Hill International, their local GCs (6 in total) and MOH for all future hospital bids. The new agreements now provides pricing for a Guaranteed “Full Product Lifecycle” using LEED Design & SMART Building Technologies adding (Manufacturer- Trained and Systems-Certified SME Support Staff for the Long-term Management & Maintenance of each hospital protecting MOH’s investment from beginning to end.

Growth Strategy & Staff Development – To drive additional business/contracts to our KSA program, I created an extensive EPC training program for graduating Saudi Engineers assigned to the Ministry of Health (MOH) and local Subcontractors. The program/plan succeeded, and Hill International was awarded an additional 15 (250 bed) hospitals at a value of

$675M. The program is still active today and I received multiple awards from the KSA MOH & Ministry of Education. ALC/AICI • Al Udeid AFB Qatar, Afghanistan, Kuwait, Iraq, Libya, Pakistan & Jordan (2010-2011) OPERATIONS SUPPORT MANAGER (ONE YEAR CONSULTING DoD CONTRACT REQUEST) Mentor-Protégé Dispute Resolution/VOSB Re-Organization • Business Development & Government Relations After a VOSB Owner was dissatisfied with his current DoD Mentor due to the lack of meeting their milestones – the Mentor was debarred from the program and to stop further litigation and to recover the lost time and money by both the VOSB and program, I was asked to mobilize by DoD and fast-track where the Mentor had failed. As with all changes in strategy/model (turn-around) – I worked from the beginning making certain that everything had been completed correctly and training along the way.

US Government Contracting – At the conclusion of this US Department of Defense (DoD) contract, I had mitigated further Mentor-Protégé Program legal actions by completely changing the VOSB’s business model/strategy in which lead to approximately $50M in new contracts, a new Investor & Mentor (Lockheed Martin TM). Areebel Engineering • Baghdad & Basra, IRAQ, Afghanistan and Jordan (2009-2010) SR. OPERATIONS CONSULTANT (ONE YEAR CONSULTING DoD CONTRACT REQUEST) Iraqi First Program • Controls, Processes & Procedures Implementation Contracted by DoD’s Iraqi First Program thru SIGAR to assist an Iraqi GC that was severely delayed on their first project (Camp Shaiba Location Command – US & British Special Forces Base - Basra). I was assigned to work with their Team for one year to assist within their Operations to assist with their success for the US Government. Lacking Basic Staffing and Equipment required to construct the base, this was particularly challenging. Their Corporate Office was just as un-prepared as their Field Office. As with all changes in strategy/model (turn-around) – I worked from the beginning making certain that everything had been completed correctly while training their field/corporate staff (Basra/Baghdad) along the way including Quality/Safety, Controls, Procurement/Logistics, Staffing etc.

Strategic Planning – Successfully turned-around an under-performing/failing Iraqi GC thru Training, Development and other Operational Changes saving 8% in Procurement/Logistics costs and new awards of $138M. Hill International & Libya Ministry of Education • Tripoli, Libya (2007-2009) CONTRACTS MANAGER PROMOTED TO SR. SITE SUPERVISION MANAGER Fast-tracked contract negotiations and the construction of a $2.5B project with the Al Fateh University (now University of Tripoli). Included 65 buildings including Medical, Dental, Pharmacy, all disciplines of Engineering, all disciplines of Sciences, 5-Story Dormitories (800 Units), Security, Infrastructure, Mosque, Staff Housing, Banking, Storage, Dining Facilities, etc.
