As the lead for management to identify its financial, personnel, and material needs and problems. I have strategically, developed spend plans, POM budget estimates and justifications; making sure that funds are used in accordance with the operating budget. I have successfully advised management in developing and maintaining sound organization structures, improving management methods and procedures, and seeing to the effective use of funding, and materials. I have collaborated with personnel specialists in finding solutions to management problems arising out of changes in work which have an impact on jobs and employees. Advising on and negotiating contracts, agreements, and cooperative arrangements with other government agencies, universities, or private organizations. Administrative officer positions are mainly of two broad types. I provide services to a number of operating divisions, field offices, or other units each headed by an operating manager. My oversight includes oversight of the administrative unit, which includes specialist positions in various areas such as budget, data processing, etc. As the administrative chief has considerable authority to complete personnel actions, obligate funds, make purchases, etc. analyst will develop and conduct studies and analyses of broad scope and complexity pertaining to one or more program and/or functional areas, or studies of larger, more complex operating programs/projects. Collects, reviews, and evaluates program plans, statistical data, and program data to evaluate actual or potential effectiveness in achieving objectives and provides recommendations to ensure that the program is being implemented in accordance with statutory requirements, national guidance, and regional priorities. Draws conclusions and devises solutions through identification of errors, omissions and deficiencies, the need for additional information, for further development of justification materials, recommending additions, deletions, and/or revisions. Develops program guidance as necessary and negotiates significant and/or controversial issues and necessary corrective action.


• Develop a Statement of Work (SOW) before contract award, monitor procurement packages and service agreements, and serve as an expert to any other issues related to the acquisition process for administrative support services;

• Serve as Continuity of Operations Program Coordinator (COOP) for OSRE and executing the emergency management data base and informing staff of critical environmental changes and future hazards instructions during an emergency or disaster;

• Create OSRE Record Management File room and partner with external stakeholders to ensure all staff records were accounted for. Provide expertise to establish the Statement of Purpose (SOP) for the records management retention and files for OSRE;

• Identify, evaluate and/or recommend solutions to administrative support services for OSRE;

• Establish, implement and instruct others on administrative management control processes;

• Serve as liaison and Property Accountability Officer for OSRE;

• Manage a variety of Agency-level reports on resource supply, budget and training to the senior management;

• Serve as Point of Contact for administrative related issues and questions that staff and managers may have;

• Manage the overall resource supply, demand and allocation for variety of OSRE programs;

• Authorize bank-card purchases and maintain expenditure databases, files, and reports;

• Organize and oversee departmental and interdepartmental awards programs;

• Execute special assignments for the Director, HR Team Leader and other OSRE management officials as needed;

• Create guidance and policy related to administrative processes in OSRE which improved work of over 40 employees and reduced costs in the department by 20 percent;

• Prepare and present database reports in the form of statistical tables, spreadsheets, graphs, and/or charts;

• Conduct case studies and audits on the effectiveness and quality assurance of existing administrative operations; and
