Jan 2017 – Current - Clark Airforce Base Conversion Project, Philippines – Resident Senior Engineer for Design and Base Conversion for the decommissioned US Air Base to commercial use. Working for contractor Al McDonald Arabia Engineers. Responsible to develop the design team for 1000 sqm terminal building, 18 passenger boarding bridges, electrical, baggage handling, IT, SAS, Security, GSE, etc. Two year project with option for continued work on other large scale projects throughout the Philippines. Include major dam work at Balog Balog, and rebuilding cities throughout Mindanao region. Responsible for the development and review of all bid documents related to the $1 billion KCI International Terminal project. Various packages to be bid for design and PM. Contract negotiation responsibility for the Mindano LNG facility including power plant, storage facilities, processing plant, port operations, local distribution facilities. 8 Billion project over 10 years.

June 2013 – Jan 2017 - King Khalid International Airport, Riyadh Saudi Arabia - Lead Project Manager / Systems Engineer. Has acted as assistant RE when requested. Responsible for SAS, for 53 systems, ULV (Fire, BMS PMS, EMS), airport systems, FIDS, IT, BHS, PBB, fuel, MV, etc. Lead Engineers Supervising the integration of the new METRO System station within the new Airport Terminal Construction representing the Airport.

Mar 2001-2004- DFW – Dallas Fort Worth Airport ICT / Fiber upgrade project. Project Manager, coordinated all activities to upgrade Cat 5 system to Fiber, including fiber ring, and all of the active device upgrades and installation of two new DCs.

KKIA King Khalid International Airport – Systems Engineer. Providing support to the Resident Engineer and acting as Resident Engineer in the absence of the RE and ARE. Specifically responsible for design review, and construction management for: BHS, Baggage Handling Systems and related Security / Screening Systems, CarPark Management System, Special Airport Systems, System Integration, Electrical Systems, Energy metering, CCTV, PA/VAS, Lighting Automation, Fire, Security and Customs Screening and IT, Airside Information Technology, SCADA all ULV systems, Conveying Systems - Lifts, Escalators, Travelators, PBB- Passenger Boarding Bridges, PCA (Pre-conditioned Air), GPU (ground Power Supply), VDGS (Visual Docking Guidance Systems), Fire Alarm-FAS, VESDA, (Very Early Smoke Alarm system), PAVA (Public Announcement Voice Annunciation), BMS (Building Management System), Fixed bridges, FIS (Flight Information System) GOS (Gate Operating System) and IB (Information Broker), AODB (Airport Operational DataBase), DCS (Departure Control Systems), and RMS (Resource Management System). Project Manager for an $18 million refurbishment project for the replacement of the HVAC system and general upgrade of the 38 story Fred Boiling Federal Building in Kansas City Missouri. Two year project redoing all electrical, mechanical, IT, and offices and installing a shopping mall. KCPL Utility won the prime contract. My small company was selected to provide PM services, including budget review, design coordination, construction supervision and project documentation collection and repository.

NITC – National Information Technology Center – Project Manager for several secure facilities operating 365 days a year, 24/7 for US IT properties construction and maintenance. DLA – Defense Logistics Agency, Tobyhanna PA. – Project Manager responsible for the facility upgrades of DLA at the Tobyhanna Depot, which serviced the 28,000 servicemen in the 5th Army (Germany deployment) with all military supplies, logistics, deployments. KCPL – Kansas City Power & Light – District Engineer / Project Manager. Responsible for all construction projects valued over $5 million or where complex requirements where involved for special construction, zoning, utility interconnectivity. One of two engineers providing this service for the entire Kansas City Metro area. This included electrical distribution systems, substations and related buildings structures, roads, and construction within existing buildings or new construction of infrastructure for colleges, office buildings, hospitals and highways.

TECO Energy / Tampa Electric Company - Senior Project Engineer. Responsible for all electrical transmission (and then changed to distribution) construction projects within a designated service territory. This included impact study, project justification, design, service, land acquisition, zoning, and utility interconnectivity. This included electrical distribution systems, substations and related buildings structures, roads, and construction within existing buildings or new construction of infrastructure for colleges, office buildings, hospitals and highways.

Procter & Gamble – Power Plant Manager – Responsible for the management and construction of P&G’s largest powerplant complex. During my tenure we constructed an entirely new powerplant consisting of three boilers, 2 generators and a precipitator, including de-salinization plant, storage tanks and service buildings, while maintaining the existing 12 MW powerplant

Prior assignment (6/87-10/89) was Power Plant Operations and Maintenance Manager for P&G's largest power plant. Responsible for $16.2 million budget to maintain power plant (steam boilers, generators, turbines etc.) Direct P&L responsibility for the management of 200 craft personnel (millwrights, pipefitters, etc) and contractors. Accomplishments include 37% reduction in area overtime, pilot program for state of the art vibration analysis, balancing/alignment and Preventive/Predictive maintenance programs. Personnel went 2 years without a OSHA recordable injury. Area recognized for increased reliability of power plant through project improvements, work system changes, and standards, saving the company millions. Capital budget of $27 million including scrubbers, superheater tube replacements, turbine rebuilds and BFP upgrades.

Began career as production team manager. Responsible for people management and area production. Duties expanded to include manager of area safety program, plant fire protection, and heavy equipment. Accomplishments include formulating OSHA approved fire and safety programs, installation of pilot programs to change site to a high commitment work system and successful start-up of new line equipment.
