Direct the technical staff, including developing and implementing goals, objectives, policies, procedures, training, safety and work standards for the Torrance Municipal Water Department. Prepare and deliver presentations to Water Commission, City Council, Civic Groups and General Public. In addition, direct department budget and water rate development process, including overseeing preparation, review and presentation of budget and rate recommendations. Responsible for planning, management and administration of alternative water resources program, NPDES, water quality program, contract and construction administration, capital improvements, GIS and computerized mapping, facility and maintenance management system, strategic and operational planning.
