• Produce systematic instructional systems designs by establishing productivity goals, analyzing contextual tasks, specifying fully defined training objectives, developing training content, planning training delivery, and conducted student diagnosis BEFORE the training commenced.

• Survey 15,000 sailors and civilian personnel as source data for LMS specifications (11% response).

• Conduct research of 125 LMS products.

• Provide comparisons between LMS vendors and Navy specifications.

• Train 7 department instructional designers to create training designs based on the selected specifications.
