EXPERIENCE

I am a formerly an employee of Puget Sound Naval Shipyard and Intermediate Maintenance Facility.

04/2003 to 04/2018 : ; 40+ hours per Week; Physical Science Technician; GS-1311-10; permanent employee; not on a temporary promotion; Puget Sound Naval Shipyard Code 105.3, 1400 Farragut Ave, Bremerton, WA 98314; Jeffrey Wheeler, 360-***-**** ; may contact supervisor.

I ensured proper control of radioactive materials and the work associated with naval nuclear propulsion plant repairs, overhaul and refueling/defueling. I controlled exposure to ionizing radiation through the use of various measuring instruments and established radiological work practices. I performed detailed reviews of records or other data to ensure compliance with radiological control requirements associated with Naval nuclear propulsion plant work. I provided coverage of various radiochemistry analysis and chemical analysis with special radiological controls. I assessed the Shipyard’s performance of radiological work by: recommending changes to work plans including TGI and TWD/RTWD. I was responsible for operational radiological and work associated with the mixed waste designation, disposal, and mixed waste management plan compliance. I was responsible for radiological work in support of operational radiological control processes involving mixed waste at Shipyard, involved in overhaul and repair and refueling/defueling of nuclear powered ships or nuclear support facilities. I monitored and enforced safety and VPP standards. I evaluated work areas onboard naval vessels and in dry docks for adequacy of radiological controls and compliance with radiological requirements. I conducted various radiological surveys, verifying adequacy of protective equipment and clothing in use. I identified, recorded and corrected deficiencies, including stopping work, as warranted. I suggest methods to adapt portions of training and prior experience for new work situations. I adapted plans, procedures, or equipment set-up to meet unusual or unexpected deviations.

Significant experience with D2W and S8G reactor plant layouts, operations and maintenance as a result of being responsible for nuclear level radiological maintenance and refueling(S8G)/defueling(D2W) operations on board these platforms. I also have a significant background of experience with emergency procedures for casualty control on these reactor platforms as well. I was placed in a role as Lead Radiological Control Technician (RCT) to develop and instruct RCT’s that are new to refueling/defueling.

08/2000 to 04/2003; 40+ hours per Week; Radiological Controls Technician (Military(E-6)); $23,000 per Annum; permanent employee; not on a temporary promotion; Point Loma NRMD Code 105.84; Point Loma NRMD, Puget Sound Naval Shipyard Cognizance, San Diego, California ; David Stowell, 619-***-**** ; may contact supervisor.

As a code 105.84 Physical Science Technician for 2.5 years, I ensured proper control of radioactive material program management and the work associated with naval nuclear propulsion plant repairs. I controlled exposure to ionizing radiation through the use of various measuring instruments, and enforced established radiological work practices. I performed detailed reviews of records or other data to ensure compliance with radiological control requirements associated with Naval nuclear propulsion plant work. I assessed the Shipyard’s performance of radiological work, recommended changes to work plans, trades procedures, to improve controls, correct deficiencies, increase efficiency. I evaluated work areas onboard naval vessels or in dry docks for adequacy of radiological controls and compliance with radiological requirements. I conducted various radiological surveys, verifying adequacy of protective equipment and clothing in use. I identified, recorded and corrected deficiencies, including stopping work, as warranted. I suggested methods to adapt portions of training and prior experience for new work situations. I adapted plans, procedures, or equipment set-up to meet unusual or unexpected deviations in vessel structure, or work-site layout. I performed extensive work with diver operations for pier side radioactive work on submarines.

Performing further duties of a 105.84 Technician, I executed programs for monitoring the environment for exposure to ionizing radiation. I performed supervision of and performed various duties concerned with emergency preparedness, radiation health/environmental monitoring operations and training. I also had technical and administrative functions responsibility for all operational health physics work in connection with the assigned area of overhaul, repair, and maintenance nuclear powered ships or support facilities. Frequently this would require extensive use of written and oral communication. I processed personal radiation dosimeters and maintained dosimeter records. I performed environmental monitoring and sampling, including the preparation of reports.

I had further qualifications to analyze water purity for nuclear powered ship’s makeup water. I contributed to the performance of check chemistry for the expert demonstration of pure water analysis. I also performed reagent inventory to maintain proper supply of necessary analysis constituents.

Collateral duties included being responsible for maintaining security access lists and approval messages. Obtained security access for key personnel and performed a large number of secure communications over encryption keyed secured communication lines. Maintained base physical security as a member of the auxiliary security force making me responsible for actively executing various security protocols and procedures.

09/1994 to 03/2000; 40+ hours per Week; Engineering Laboratory Technician(E-6); $23,000 per Annum; last; permanent employee; not on a temporary promotion; USS Florida (SSBN 728); Naval Subase Bangor, Washington;

I analyzed and maintained reactor plant and steam plant chemistry. I performed, trained and supervised personnel in all aspects of steam plant and reactor plant chemical control including several analysis that required special radiological controls. Examples of analysis I performed and trained personnel to complete on steam plant and reactor plant water are: mercuric nitrate titrations, total dissolved solids (TDS) analysis, PH analysis, turbidity testing for chloride contamination, degassed gross activity analysis, visible solids and sediment analysis, chemical addition calculation and addition procedures. I processed dosimetry and documented the crew’s exposure to ionizing radiation. I ensured proper control of radioactive materials and the work associated with naval nuclear propulsion plant repairs onboard. I controlled exposure to ionizing radiation through the use of various measuring instruments, and established radiological work practices. I performed detailed reviews of records or other data to ensure compliance with radiological control requirements associated with Naval nuclear propulsion plant work. I qualified as mechanical operator for all stations of the engine room on board an OHIO class submarine. I suggested methods to adapt portions of training and prior experience for new work situations. Frequently this would require extensive use of written and oral communication.

Further qualifications that I earned were Leading Engineering Laboratory Technician, Quality Assurance Inspector, and Engineering Watch Supervisor/ Engineering Duty Petty Officer.

Collateral duties included Repair Parts Petty Officer, Reactor Laboratory Division Training Petty Officer, Quarterly Data Report Authority, Radioactivity Discharge Log Authority
