I started as a Senior Operator responsible for managing shift operations at this 40 MGD Modified Ludzack-Ettinger (MLE) facility.

I earned a Grade V wastewater operator’s license in 2012 and was promoted to Wastewater Supervisor in 2013.

As Supervisor, I had a variety of responsibilities including process control, updating and maintaining our electronic operations manual, personnel administration for operators, preparing and supervising maintenance work orders via Oracle asset management software, participation in safety programs and interfacing with designer/contractors during construction/start up/commissioning of a $250 M plant upgrade. The plant was upgraded to a MBR facility.

2008 – 2011 Carollo Engineers, Riverside, CA

Technical Specialist Operations and Maintenance

I came onboard with the single purpose of providing operations support services to the Eastern Municipal Water District in Riverside, Ca during major wastewater plant upgrades. I expanded that role by providing technical support to other offices across the country and co-developing an innovative Electronic Operations Manual.

I profitably developed and marketed a leading-edge Electronic Operations Manual to water and wastewater utilities across the Country. Clients include Eastern Municipal Water District, CA and Denver Metro.

I obtained an operator certification in California Grade T3 and D3 in water and Grade 5 in wastewater and maintained my credential as a Certified Environmental Trainer in Water and Wastewater through the National Environmental, Safety and Health Training Association and Class 4 operator certification in Arizona.

1999 - 2008 Brown and Caldwell, Phoenix, AZ

Sr. O&M Specialist

I was originally hired to provide operations support services during construction at the Utoy Creek WWTP in Atlanta, Ga. I soon became the leader of all training services at the four City of Atlanta WWTPs. I also directed the first of its kind effort to supply contract operators to the City of Atlanta, myself included, to operate the facilities while the regular operators were in court mandated training

(which I was also managing). This program helped the City identify and hire several new operators that had been contract employees. I was selected as lead operations specialist supervising two operations professionals.

In 2001 the company transferred me to the Arizona office where I effectively managed startup activities at major water and wastewater facilities with a combined value of over $2 million delivered on time and on budget – no breakage. Clients include the Cities of Phoenix, AZ, Goodyear, AZ, Peoria, AZ, Chandler, AZ and Eli Lily del Caribe in Carolina, PR. I also served as the lead operations specialist supervising two operations professionals.

I successfully developed and marketed an electronic Operations Management System to municipal clients throughout the United States and Puerto Rico including the Cities of Littleton Englewood, CO, Oxnard, CA, Goodyear, AZ, Peoria, AZ, Chandler, AZ and Eli Lily del Caribe in Carolina, PR.

The startup, training and operations manual services at Lily were all conducted in Spanish, in which I am fluent.

I led and participated in successful business development activities. I was personally responsible for almost $3 million in sales over six years.

I pioneered the inclusion of computerized maintenance management development services as part of the typical engineering services during construction.

I obtained Class 4 operator certification in Arizona in Wastewater Treatment, Wastewater Collections, Water Treatment and Water Distribution. 1997 - 1999 Vivendi, Caguas, Puerto Rico

Operations Manager

I was hired to “fix” the operations at the 8 MGD Caguas Regional Advanced WWTTP in Caguas, Puerto Rico. This is a biological nutrient removal (BNR) facility that uses the A2O process to biologically remove both nitrogen and phosphorous. This was the only BNR facility in the Caribbean at the time. The plant was failing to meet discharge permit requirements and had little or no maintenance.

I implemented a basic maintenance program and got all major process units in functional condition within months. I brought in technical experts from Kruger to train the staff on BNR, and we achieved a perfect compliance record thereafter in spite of a major hurricane and a strike by union workers.

I also led the successful implementation of the first computerized maintenance management system at this facility.

I obtained a Class 4 Wastewater Treatment Operator Certification through the Association of Boards of Certification.

1995 - 1997 Self Employed San Juan, Puerto Rico

Wastewater Trainer and Consultant

I started my own business as Atlas Environmental offering consulting and training services to the wastewater treatment industry.

I provided new and creative training and consulting services to various municipal and industrial clients in Puerto Rico including the PR Aqueduct and Sewer Authority, Goya Foods, Pepsi Cola and Pedrogo and Associates, the largest private contract operator in Puerto Rico at the time. 1992 - 1995 Operations Management International, Inc. I was hired as a full time Trainer at this 12 MGD Secondary Treatment Facility. The plant was undergoing a major upgrade, and we were charged with maintaining compliance and completing a training program during the two year contract.

I developed and delivered an original, start-of-the-art, plant-wide training program covering all phases of operations, maintenance, laboratory and safety for a staff of 24.

My operators achieved a 25% certification rate at a time that certification was not mandatory.

Our team accomplished a perfect compliance record during a major upgrade to the facility.

1987 - 1992 Metcalf and Eddy San Juan, Puerto Rico Technical Specialist O&M Services

I started as an Operations Specialist in contract operations. Within two years, I was promoted to Western Regional Manager for Operations supervising two Operations Specialists.

In this role I directed the successful operations and maintenance management of 12 wastewater treatment plants in the western region of Puerto Rico during and after major upgrades.

I was then selected to be the sole Specialist supporting the US Virgin Islands Department of Public Works with oversight of all process control and responsibility for operator training. The wastewater treatment plants on the three islands were in violation of their discharge permits and the operators had never received adequate training. The Department was under Consent Decree by the US Department of Justice to improve operations. Within a year I had successfully implemented new process control strategies that brought five of the plants mostly into compliance, the others needed significant physical upgrades that were not possible at the time. All operators successfully completed basic wastewater treatment training using the CSU Sacramento home study program.

I obtained a Class 3 Wastewater Treatment Operator Certification through the Association of Boards of Certification and became a Certified Environmental Trainer in Wastewater through the (then) National Environmental Training Association.
