oMs. Jagger is currently earning college credit towards a Masters in Information Systems. Seven of twelve courses have been completed. Projects / Management
o2003-2017 - Ms. Jagger is a 2010 Leadership Excellence Program (LEP) graduate and a trained Six-Sigma specialist with experience in the full breadth of Information Technology disciplines. Ms. Jagger is a Sr Manager of Raytheon GBS, Software Licensing and Asset Management organization. Ms. Jagger is the lead for the following multi-million dollar, strategic Company-wide agreements: Microsoft, Oracle, SAP, PeopleSoft, and IBM. During her tenure in her current role, Ms. Jagger has achieved over ~$35M in savings and cost voidance with these suppliers. In addition, to the key and strategic IT agreements, Ms. Jagger has participated in the development of over 200 agreements to support Enterprise IT services and initiatives. Additional services performed include: financial and cost distribution analysis, service level agreement definition, monitoring and tracking, compliance management, contract management, dispute resolution, and responsible for developing processes and procedures to meet Sarbanes-Oxley Act requirements.
o 2000-2002 - Ms. Jagger was a Program Manager, reporting to the CIO of Raytheon Technical Services Company (RTSC). Ms Jagger's responsibilities included financial management of the RTSC’s annual $8M CIO and IT Services budget; participating in the development of Information Technology strategic plans; reducing and optimizing Information Technology expenditures (local and external), and participating in Raytheon Corporate-sponsored Enterprise IT initiatives that included IT Service and Value Delivery using CobiT, supporting CMMI initiatives and implementation, IPDS for IT process development, and promoting diversity awareness.
o 1999-2000 Acting Chief Information Officer for Raytheon Polar Services Company (RPSC) for the United States Antarctica Program (USAP) and Information Technology and Communications Services Transition Manager. In November 1999, Raytheon captured US Antarctica Program (USAP) support contract. The USAP is a multiyear, multibillion dollar program awarded by the National Science Foundation (NSF). Ms. Jagger’s responsibilities involved participating in the proposal development and oral presentations to the NSF. She went on to transition ownership of all inter-continental Information Technology and Communication technical and operational services from the previous USAP contractor to RPSC. This task also included recruiting and retaining hundreds of technical and non-technical support personnel. Ms. Jagger was directly responsible for ~150 employees and a $10M annual budget. Through optimization projects, the annual operating budget was reduced by 50%.
o 1997-1999 Information Technology Manager for RTS, Product Support Division (PSD) – Indianapolis (formerly NAWC). Ms Jagger was responsible for managing the Systems Development & Support, Communications, and System Administration & Operations organizations. Ms. Jagger was responsible for ~80 employees and an annual operating budget of over $10M. Under Ms Jagger's leadership, the PSD organization reduced IT expenditures by $5M; transitioned and aligned legacy Policies & Procedures with Raytheon Corporate Policies & Procedures; optimized and refreshed office automation equipment; and developed a business system strategy and five year plan which encompassed network security, application architecture, and infrastructure architecture. During her tenure, the site became Year 2000 compliant with zero Y2K incidences.
o 1996-1997 Information Technology Privatization Transition Manager of the Naval Airfare War Center (NAWC). Ms. Jagger was responsible for managing the transition of telecommunications and various information systems during the privatization of the Naval Airfare War Center - Indianapolis to Hughes Technical Services Company (HTSC). Tasks included developing and implementing the Information Technology (IT) transition strategy and plan, identifying and migrating from Navy owed systems and contracts to HTSC business systems, recruiting and retaining employee base and assisting in the development of the IT budget and rates.
SKILLS
Management Experience
Ms. Jagger has over 17 years’ experience as a senior member of the supervising/management staff at Raytheon. She is a 2010 graduate of Raytheon’s Leadership Excellence Program (LEP). Ms. Jagger's responsibilities have included supervising systems analysts, software engineers, network engineers, communication specialists and administrators, desktop and helpdesk personnel. She has experience with developing systems within the full development lifecycle including refresh and retirement. As a manager, she provided personal, technical, administrative and mentoring guidance to staff members. During her career, she has progressed from the role of supervisor, managing a small team of software engineers; to Technical Project Manager overseeing large teams; to Information Technology Manager where she has been responsible for leadership, managing and coordinating the activities related to providing efficient and effective Information Technology services and solutions.
Technology and Experience
Ms. Jagger is skilled, knowledgeable and has experience in the full depth and breadth of the systems development life cycle including: analysis, design, development, implementation and support using both Carnegie Mellon’s Software Engineering Institutes guiding principles to systems design, as well as CobiT, ITIL and SarbOx. She has demonstrated proficiencies in Microsoft Office Pro, MS Project and Visio. She has demonstrated management proficiencies in Telecommunications and Network Management.
