President / Principal Consultant – Mr. Salihagic represents ASM Consulting in matters of business development, client / associate relations management and RFP submissions. He has managed proposal research and presented submission for business consulting projects and e-Government solutions in Canada, Southeast Europe, Caribbean and Africa.

ASM provides services of general business consulting, analysis, requirements assessment and design for functional, integrated business and technology systems, full project management, business architecture, optimization and transformation, solutions and process (re)engineering, improvement and enhancement, as well as political, social and national economy analysis and applicable inter-dependencies.

For Innovapost Inc.- Ottawa, Canada; 2002-2004

Senior Consultant – Client Relations Management (CRM) for Mail Operations CPC

In 2002, as a part of outsourcing of the complete IM/IT group of CPC to Innovapost Inc. (a joint venture of Canada Post Corporation and CGI Inc.), Mr. Salihagic has assumed the post of Client Relationship / Program Manager for the Mail Operations Group portfolio of Canada Post Corporation. In this capacity, he has directed contract / proposal generation and negotiation for systems development and re-engineering, advanced technology deployment and infrastructure services (up to $11M).

His other duties included management consulting, technical advisory and business analysis, feasibility studies, concept initiation, planning and implementation of SAP modules, custom-developed software, COTS (commercial-off-the-shelf) packages and analysis of usability issues of software and web based products. He also performed data collection, process management, re-engineering and facilitation of IS service providers transition.

As the portfolio “owner”, he managed Concept Initiation and Planning phases of all projects involving Operations Group of Canada Post Corporation with emphasis on “Enablers” (Engineering – Head Office and Regional, Real Estate and Corporate Security), as well as the supervision of Development, Implementation and Exploitation phases of the SDLC, business analysis and performance management from the IS / IT perspective, user requirements definition.

Mr. Salihagic facilitated making of go / no go decisions, executed TRA’s and appropriate risk management / mitigation responses, initiated projects to improve services and reduce the associated expenses for mail delivery. Mr. Salihagic worked for CPC in three different positions: as an Industrial Engineer in Pacific Division (Vancouver, BC), as an Engineer-Project Development and Implementation and as a Manager – Business Architecture at the national head office (Ottawa, ON).

Manager – Business Architecture, Mail Information Systems (MIS) / HO; 2002

In March 2002, Mr. Salihagic accepted the role of the Manager – Business Architecture for CPC’s Mail Operations. As such, he became the single point of contact for matching business requirements with technology solutions for CPC’s Operations group. He coordinated corporate and inter-departmental business improvement efforts, IT architecture governance, and adherence to SDLC processes, research and deployment.

Mr. Salihagic was also the provider of go / no go decision points for projects in CI phases, executor of eventual consecutive Planning phases and portfolio Program Manager for projects that reached Development, Implementation, and Exploitation phases. He was investigating options for transition from legacy systems to ERP solutions, managed clients' and stakeholders' expectations and development of key performance indicators (KPI) for specific system / service delivery within the portfolio.

Mr. Salihagic has applied product life-cycle policies & guidelines and reviewed technical specifications of service requests to ensure that sound business solutions are applied. For all these projects, Mr. Salihagic executed TRA’s and appropriate risk management / mitigation responses. In his management and technical advisory role, he led consensus-building activities between different stakeholders.

Engineer - Project Development & Implementation, Goods Distribution Engineering / HO; 2001- 2002

Mr. Salihagic was transferred from the Pacific Region’s Engineering group to Canada Post Corporation Head Office - Goods Distribution Engineering to manage several key national projects to result in major increases in corporate performance and customer satisfaction. As a leader of multi-disciplinary teams (Engineering, IT, Operations Improvement, Retail, Sales, Training, Communications, Call Centers and Legal), Mr. Salihagic was managing development and production of training materials (hard copy, video and interactive) for national training / increased awareness programs planning of eSignature project (awarded a Canadian Government grant for utilization of modern technology in public administration) and has provided subject matter expertise to other projects / departments and external clients (Large Volume Mailers). Mr. Salihagic has managed expenditures & revenues / savings of established services to ensure financial stability of projects, led consensus-building activities between different stakeholder groups and managed performance enhancements of legacy tracking and tracing systems (time, location, and proof of delivery). He was also in charge of coordination of efforts, information collection, analysis and presentation for the Office of the Ombudsman for Canada Post.

Industrial Engineer / Project Manager, Pacific Regional Industrial Engineering, CPC; 1997-2001

Mr. Salihagic has successfully served CPC / Pacific Region in a Project Manager / Lead capacity on a number of regional and national initiatives ($0.5 to $11M range). He managed to achieve preparation, delivery and executed for several real estate, process improvement and technology deployment projects, some of which were regarded as “projects in danger”.

Mr. Salihagic has implemented option analysis, testing, project planning, execution, staff selection and training; managed relations with implementation teams, senior management, unions and contractors. As a Pacific Region’s PM for DRS / RTS, he successfully delivered the project that resulted in 25 % service improvement. He has also executed a number of smaller re-location / retrofitting projects ($5 to $50 K) for combined occupancy of Mail Operations, Sales and Retail and led consensus- building activities between different stakeholder groups.

Project / Production Manager – As a sub-contractor, Mr. Salihagic was responsible for manufacturing cycle and on-time delivery of deliverables, services and products. He has managed staff and materials, supervised quality control and adherence to health and safety guidelines.

Among other achievements, Mr. Salihagic has managed the production of hi-fi, sound amplification and delivery and light show equipment and applicable hardware for the Bryan Adams World Tour 1996 and managed documents preparation for funding requests to CIDA for project planning in the Philippines and Indonesia.

For Bouygues Bâtiment International - Paris, France / Almaty, Kazakhstan 1994-1995

Project Manager / Site Engineer - While working for BBI, the largest European construction group, Mr. Salihagic has planned and monitored progress of the construction of the Presidential Palace Complex in Almaty. He coordinated purchasing and requisitions with head office in Paris, implemented quality control, supervision of staff and contractors, adherence to deadlines and safety guidelines.

Mr. Salihagic also managed client relations and has commissioned the completed project to the Kazakh Presidential Acceptance Committee.

Field TV News Producer- As a free-lance TV News producer, permanent with TF1, Mr. Salihagic managed all aspects of TV news coverage, production and communications of the war in former Yugoslavia. He has maintained logistical, technical and security support for crews on site, while working with senior news teams, covering dangerous and volatile events. As a public relations representative, Mr. Salihagic interacted and co-operated with high-profile civil and military representatives of Bosnian, UN and French authorities on-site as well as coordinated TV production efforts with other international and local broadcast and news organizations.
