Professional Qualities and Strengths
Thirty years in business and personnel management with over 15 years of program management and business development experience since my 2003 retirement. Lead writer/developer for the Land Component C2 (LCC2) Operational CONOPS document. My expertise is in program management, capture management, proposal management and basis of estimate (BOE) development. I’ve managed programs for: AT&T Government Solutions (GSI), where I managed a very successful program management office (PMO) for the Commercial Enterprise Omnibus support system (CEOss) for the Navy/Marine Corps Division, KeyW Corp, L-3 Communications, and Total Service Solutions (TSS). Additionally, I’ve independently consulted for companies such as American Systems, SOS International (SOSi), BAE Systems and the Army’s Military Deputy for Budget, who is now retired.
I am a 23-year retired U.S. Army Sergeant Major (SGM) and very experienced with Joint Services. I wrote the future requirements for the LCC2 CONOPS document 2018-2030 detailing future requirements for military IT systems integration and interoperability.

Developed/designed the business strategy for Government and commercial procurements using a modified sales structured analysis. As a proposal manager, I perform technical edits, check sections for consistency, clarity, style, and sales messages/customer “Hot-buttons. I have provided technical assistance in clarifying responses, best and final offer (BAFO) submissions, negotiations, and contract phase-in activities. I am experienced in all aspects of the proposal process including: team development, technical responses, staffing analysis, business case development, pricing strategy initial submission BAFO to, negotiations with Government representatives, and direction of contract phase-in activities.

Researched, developed and wrote the BOE in response to the U.S Army’s System, and Software Engineering Services Next Generation (SSES NexGen) Task Order Request (TOR) 2008. I was given seven days to develop this 105-page document and get it through both of the Red and Gold team reviews. The BOE was delivered one day early and the customer was very satisfied.

I served three years as AT&T’s Program Manager for their Project Management Office in support of the Marine Corps Systems Command’s $3.5 billion Commercial Enterprise Omnibus Support Services (CEOss) Indefinite Delivery/Indefinite Quantity (IDIQ) contract. I was responsible for: task order review; Bid No-Bid recommendations; Capture and Proposal Management and Technical Writer if required; and administrative management, contract performance, tracking small business participation, issue resolution, technical solutions and customer communications. I led the IMO composed of 42 subcontractors, delivering and managing over 60 technical and management task orders valued from $250,000 to $40 Million. Evidence of my impact in this role is the facts that I led my team to:
Attained the highest performance ratings of the 33 vendors supporting the contract, evidencing the client’s appreciation and benefit from Mr. Calabrese and his team’s work
