SAUDI ARAMCO (VIA AECOM), JEDDAH (SAUDI ARABIA) Smart City Project Manager 2013-2015 Directed a multi-phase project to construct and deploy a Crisis & Disaster command center and Emergency Management System with Smart City features (IoT solutions, unified communications, Big Data/informatics) to fulfill a royal decree for disaster and emergency management province-wide.

Deepened inter-agency collaboration for on-time phase I delivery encompassing control room build out; radio, video and telephony system integration; and radio tower construction.

Drove phase II through successful sourcing, including RFP, PQQ, bid evaluation, cost estimation, and technical requirements / capabilities analysis for the delivery of 6,000+ CCTV cameras and core systems (event management, alert, UC, GIS, and automatic number plate recognition).

MINISTRY OF FOREIGN AFFAIRS, RIYADH (SAUDI ARABIA) Program Manager 2012 Led the turnaround of a CIO-level program to revamp the infrastructure and upgrade the business application for the Ministry of Foreign Affairs’ core system, the Visa Application System. Directed a team of 20 and a budget of $1M+. Led a parallel initiative to establish the ministry’s PMO, training project managers, defining best practices and deliverable guidelines, creating a SharePoint repository, managing the RFP process, and documenting process gaps.

Transitioned the Visa Application System to a service-oriented architecture (SOA) in a virtual environment for greater stability, availability, security, and provisioning.

Delivered a single Master Schema to eliminate 120 legacy schemas for lower maintenance costs and improved agility through a common database architecture.

Centralized critical applications and enabled integration with other government systems. NCB / BANK ALAHLI, JEDDAH (SAUDI ARABIA) PCI Program Manager 2011 Led a major program to implement Payment Card Industry (PCI DSS) compliance across all systems of the region’s largest bank. Managed a portfolio of 17 projects spanning 15+ vendors, a team of 20+ resources, and a program budget of more than SAR 30M.
