Glenwood Resource Center is a State of Iowa ICF/MR facility employees 900, and has 300 clients. There are 29 houses, a little over 1 million sq. ft. under roof.
My duties include; develop, implement and monitor safety programs within the facility. These include; development of safety training materials and in-services applicable to staff duties, areas of responsibilities and to keep staff abreast of current rules, regulations and laws. Reading and interpret current federal and state laws to keep abreast of current occupational safety and health information related to duties and responsibilities of staff. Develop emergency evacuation procedures, conduct inspections, and monitor fire/disaster drills pertaining to the NFPA Life Safety Code 101, and OSHA /IOSHA regulations. Oversaw permit required confined space program, hazard communication, electrical arc flash, lockout/ tag out, fire extinguisher training, bloodborne pathogens, fall protection, personal protection equipment, and respiratory protection. I am CPR/ AED and first aid trained.
I have my OSHA 10 hr., 30 hr. and 40 hr. HazMat certifications. I am a ALICE armed shooter (Alert, Lockdown, Inform, Counter, Evacuate) Trainer. Assist with the writing and training of in-services relating to the Life Safety Code 101, OSHA/IOSHA, ANSI standards and Title XIX regulations. I conduct new employee orientation sessions. I chair the Safety Committee. I monitor and analyze workplace accidents, inspect and make recommendations for intervention to reduce workplace accidents, and investigate workplace accidents. I monitor the facilities accident reports on persons living here for trends as to what might be the root cause. I write and maintain facility Policy/Procedures. I provide consultation to teams from administrators to staff.
I kept current with contractors and subcontractors during construction and major repairs, I was the contact with OHSA, Federal and other regulatory entities. I consult with the facility investigators, which are part of the Quality Management team. I conduct daily on-site inspections throughout the campus.
Over the 11 years there the annual state fire marshal inspection had went from volumes of deficiencies to very few deficiencies that could be corrected immediately.
I took a SDS system that used three ring binders and out dated SDS’s to a computer based system that is tracking over 4,000 products at the facility.

This is a 800 bed ICF/MR that employees 1000.
My duties included; conducting NFPA Life Safety Code 101 inspections and safety training, supervised fire/disaster drills, conducted OSHA inspections, Lock-Out, Tag-Out, Hazmat, monitored the facility in order that ANSI standards were being followed and Title XIX regulations were followed.
I was the fire/safety/security consultant for the Hastings, NE facility. I was the former chief abuse investigator and conducted accident investigations and made recommendations for corrections, supervising several investigators. I was AOC as designated.
I chaired the Safety Committee, served on the team review/Quality Management committee. I was a certified MANDT instructor. I conducted new employee orientation fire/safety training sessions every two weeks.
I served on the Nebraska Governor’s Statewide Safety Committee.
I was in charge of the facility Safety & Security, Communications Center, duplicating, and data entry departments, supervising fourteen employees in these areas.
I helped implement a new employee drug/alcohol testing program. I developed the facility Emergency Disaster Plan. I was the former facility liaison with Adult Protective Services and Child Protective Services. I was also the facility liaison with the Nebraska State Patrol, local law enforcement and emergency responders.
Other duties included; writing and maintaining facility Policy/Procedures, ordering and installing video surveillance equipment and other personal location devices (used to track high-risk clients) such as Wonder-Guards, and Care-Track.
I was responsible for my department’s $200,000.00 annual budget.

I created and implemented a facility-wide employee photo I.D. database. I created and implemented a database of clients and their immediate contacts for the Communication Center.
I created and implemented a central bank monitoring cash flow, check/balance system for the security of client’s money, which is secured at the Communication Center. For the last several years I had been working on a key control/card entry system database for the entire facility. I conducted search and rescue training, served on the Regional Bio-Terrorism Committee, served on the core team for developing the Gage County Emergency Management Bio-Terrorism Preparedness Plans, served on the Gage County Exercise and Design Team for Homeland Security.
I developed and presented a PowerPoint presentation for a mock mass clinic regarding Smallpox inoculations for the Emergency Responders of Gage County. This exercise coordinated with Public Health Solutions, the regional Public Health Agency on Smallpox
preparedness for a five-county area. I was an active member of the Community Emergency Response Team (CERT) for Gage County. I recently participated as the Safety Officer in an exercise and design team for Homeland Security. I recently completed the Trainer course and hold certification as a National Trainer on Weapons of Mass Destruction Awareness. I am very knowledgeable regarding Federal and ICF/MR standards and guidelines.

Randy was the safety director for the state of Iowa mental health institution in Glenwood, IA. Randy was a excellent safety director. He was in charge of all safety aspects.
