EXPERIENCE: Bronx-Lebanon Hospital Center (BLHC), Bronx, NY – Project Manager/Consultant

2011 - Present Department of Planning, Engineering Services and Facilities Management

Design new and renovation and upgrade of existing mechanical systems serving different hospital facilities (total of six sites) according to the latest Guidelines for Design and Construction of Health Care Facilities, NYS and NYC Mechanical Codes.

Act as a liaison between BLHC Facilities Management in-house design engineering group and various engineering consultants and mechanical contractors. Provide guidance, directions and management of the design and construction process.

Oversee the technical review and approval of contract design packages and specifications issued by independent consulting firms for compliance with the facilities’ criteria for design, performance, constructability, maintainability and compatibility with existing systems. Perform evaluation of submittals in order to cut construction cost of projects.

Lead in-house department’s multiple mechanical projects independently and meet with clients and project management staff. Participate in job site meetings and represent Facilities Engineering Department in the resolution of outstanding technical issues.

Monitor and supervise ongoing work to ensure compliance with design intent, quality and scheduled projects completion.

Initiate and prepare purchase requisitions, review bids, shop drawings approval, material take-off and punch lists, RFI’s and as-built drawings. Responsible for field site surveys.

Design areas in healthcare facilities such as surgical, patient care and isolation rooms, laboratories, pharmacies, nuclear medicine suites, psychiatric care units, etc.

Lay out mechanical systems including heat recovery units, chillers, cooling towers, packaged and split AC units, pumps, special filtration systems and steam generating equipment.

Originate water and air riser diagrams, write mechanical specifications and equipment selection.

Create AutoCAD construction drawings and coordinate HVAC work within BLHC design group. Direct junior engineers and CADD operators during entire duration of projects.

2002 - 2010 PARSONS CORPORATION, New York, NY – Senior HVAC Engineer

MTA/LIRR East Side Access Project (ESA) - Grand Central Connection

Analyze and design HVAC systems for all stages of an eight-billion-dollar mega transportation Project from initial feasibility studies, through preliminary and final design and to construction. Project consisted of new and existing structures (total of 25) and railroad tunnels.

Establish design criteria for mechanical systems during normal and emergency operations based on unique needs of the industry and in coordination with tunnel ventilation requirements.

HVAC work to support various electrical facilities such as TPSS and FPSS as well as critical spaces – communication, signal, control center, battery and pump rooms, etc. for both above and underground structures.

Design HVAC systems (chiller plant, cooling towers, steam station, diesel generators) at Grand Central Terminal (GCT) serving Concourse, Caverns and Street Entrances.

Steam stations relocation and upgrade under supervision of Con Edison personnel. Layout of fan and mechanical equipment rooms. Design hot, chilled and condenser water as well as steam piping systems.

Calculations and equipment selection, organize production of contract documents and perform quality assurance. Respond to a client’s DRR’s and RFI’s.

Coordinate work with entire ESA design team of different packages of the Project.

Supervision of CADD operators and designers.

Field survey and verification of performance of existing systems.

Evaluate HVAC system alternatives for projects ranging from minor renovations to new, fully independent systems.

Involved from the initial concept and design through final construction of projects for institutional, commercial and mission critical facilities, data and telecommunication centers, computer rooms, public schools, financial service sector, central plant systems.

Perform computerized design load calculations and system analysis utilizing Carrier Program E20-ii. Equipment sizing and selection, develop sketches for CADD personnel.

Design piping for steam, chilled, hot, condenser water and compressed air systems. Modification of steam stations.

Write reports and mechanical specifications, check shop drawings, job site inspections and survey of existing conditions.

Coordinate mechanical services and field supervision during construction phase, including initiation of meetings with clients and contractors.

EDUCATION: Polytechnical Institute, Riga, Latvia.

Degree: MS in Mechanical Engineering.
