Job Title: Project Manager Commissioning Engineer and Third Party Inspector

I have over 38 years of experience in the oil and gas industry and heavy commercial industry. I have over 27 years of experience in managing, supervising, and directing projects and fabrication in shops and in the field. I am bilingual, fluent in reading, writing and speaking Spanish.

I was responsible for daily field construction of large and small individual projects, enforcing company policies, procedures, fabrication, QA and QC systems, requirements, following specifications provided by the client.

I have currently managed projects and staff ranging from $1.5 million to $250 million plus projects and extra $50million, grand total upon closing contract.

My daily duties as project manager, I fulfilled numerous amounts of roles in the oil and gas industry in fabrication shops and gas plants. As project manager, I supervised and directed daily tasks pertaining to construction in shops and fields with subcontractors and staff of approximately 1,000 to 1,900 employees.

I have coordinated spool piping fabrication, coatings and deliveries to meet deadlines in a timely manner. All job packages performed under my supervision were inspected during and after fabrication and coatings prior to being delivered from fabrication and coating shops in Corpus Christi, Victoria, Houston area Paris, and Port Arthur, TX and Baton Rouge, New Iberia, and Homa, LA. I have reviewed drawings for RFI’s and revisions as per client as per revisions or design changes.

As project manager, I performed walk through inspections in every unit and every elevation regardless of the levels in unit as per federal and state guidelines pertaining to all groundwork, dirt, framing, rebar, concrete, steel erection, installing rotating/heavy equipment/electrical units, piping, valves, tanks, towers, vessels, pipe racks, cable trays, conduit, catwalks, insulation, and paint coatings as required per scope of work. I also took part in weekly safety meetings and random tool box safety meetings, using fluent Spanish and English so all employees understand the dangers and preventing unsafe acts during the projects. I make sure everyone understands the tasks prior to its commencement.

Job Responsibilities for the employment listed include the following:

•As Civil Superintendent, I was responsible for safety, drawing interpretations of quality, subcontractor coordination and overall inspection of structural and civil work.

•As Site General Superintendent, I was responsible for overseeing other craft subcontractors in civil and mechanical divisions: Insulation, heat tracing, scaffolding, piping (above and underground) painting structural/iron, electrical and setting heavy equipment into buildings structures and /or piers.

•As Pre-commissioning Engineer, inspected all assets of systems, pipelines, supports, torqueing, insulation, equipment installation, and weld inspections.

•Provide onsite administrative and technical management of field activities on construction project sites.

•Assist subcontract administrators with management changes and updates on all RFI’s and design changes.

•Assist in estimating bids and preconstruction service.

•Perform tests and inspections to determine compliance to codes and standards

•Activities Support and Document Turnover as needed or requested by Area Supervisor.

•Monitor construction activities to ensure quality workmanship.

•Monitor cost, control and job costs, quantity reporting, forecasting, productivity reviewing and implementation of changes.

•Field administration includes preparing time sheets, verifying invoices, labor quality, packing slips, purchase orders and updating daily job diaries.

•Project closeout includes responsibility for final inspection, deficiencies, warranty of work and site demobilization.

•Assist Project Engineers with shop drawings and the submittal process.

•Provide leadership in safety and accident prevention programs.
