Duties, Accomplishments and Related Skills:

My main task while underway on the MEU was to act as the team leader of the Maritime Raid Force Law Enforcement Detachment. As such our main purpose was to provide not only 2D Force Reconnaissance but the MEU with detainee searching/handling and safeguarding but also tactical site exploitation, as well as additional close quarters capable members. While attached to 2D Force Recon I assisted in over 20 Precision Raids in which while under the Head Quarters element provided security for the Platoon Officer In Charge and Platoon Sergeant in addition to my duties as Lead Law Enforcement Personnel. We ran drills and were tested on our ability to receive, search, process, and safeguard individuals. Full biometrics were ran on the individuals. Along with detainee handling we also focused on evidence collection, whether it be searching individuals or searching buildings. I conducted multiple practice raids with adjoining MEU units. Some of these raids were by vehicles, boat, or air. These raids were a quick and deliberate assault of a place or vessel that could be critical to mission success. While on these raids I was part of the assault force. I was used to search and detain and conduct searches on buildings or rooms for critical evidence. I was also able to provide Human Intelligence with usable intelligence to help with follow on interviews and interrogations. When we weren't focused on our main task we were used for Humanitarian assistance, Mass casualty response, and customs searching. For humanitarian assistance we flew into a training area and were timed and tested on our delivery of food and aid while still maintaining area security. We also had adjoining units helping with this. As part of this I was able to assist in the evacuation of U.S. members from the embassy in Yemen. For mass casualty response we did timed response drills and practiced searching dead and moving wounded to pre designated areas. For customs searching we had to go thru individuals bags before returning back to America. I had to ensure that nothing that wasn't supposed to return with us was disposed of. E.G. foreign soil, unsealed food, any ammunition, etc. When we didn't have any specific assigned tasks our daily duties consisted of vehicle maintenance, weapons maintenance, and fixed post duty. Duty consisted of radio/communications watch. While on the MEU we ported in Djibouti. This port was specifically for unit training. Our training consisted of weapon ranges, Mounted QRF response, and being EOD security vehicles on their patrols. When training wasn't being conducted there was fixed post duty for ammunition, vehicle motor pool, and radio/communications watch. When ported at liberty ports there was assigned duties. One duty was called "shore patrol". On shore patrol we were assigned to patrol around the liberty areas and ensure that there was no threat to Americans at port and also to ensure no Americans were causing any sort of disruption or incident. Other duty assignments were fixed post/ gate guard duty having to ensure proper reason and identification/credentials for entering the port. The last duty was bus riding duty. This consisted of the same responsibility as fixed post duty except I was riding on the bus with the driver. This was to ensure no one returned to the port without proper authority too . While on the MEU I was also selected to work with special forces and members of Navy Special Operations to cross train and work on hard hit raids/high value targets.

After the Afghanistan deployment I returned and started training for a Subject Matter Exchange (SME). This training focused on Non-Lethal weapons, escalation of force, and riot/raid procedures. For this training we used riot shields, face masks, shin guards, batons, OC, and non lethal ammunition with combat shotguns. Our training also included the use of Tasers. I was never certified. Then I started training for the 24th MEU, Marine Expeditionary Unit. Training for the MEU was very similar to training for Afghanistan. For training we conducted numerous mounted and dismounted patrols within ourselves and also with our adjoining units. Was sent as a part of the Maritime Raid Force to the Special Operations Training Group to conduct Raid training and Close Quarters Combat, with a focus on Visit Board Search and Seizure (VBSS) where I was Lead Law Enforcement Personnel for the team. We also refreshed Weapons training and maintenance of the M16A4, M9, M2 .50 Cal., Mk 19 grenade launcher, and M203 grenade launcher, M249 light machine gun, M240b medium machine, and both combat shotguns. Radio procedure training included loading frequencies and proper radio etiquette. Received extensive classes on the enrollment of individuals into biometric systems. E.G. SEEK. Finger printing was extensively practiced in case we were on a time crunch and couldn't use the biometrics system. We practiced in detainee handling and safeguarding procedures. This included the searching and handling of detainees, medical care rendered, giving them accommodating living quarters if they were being held, safety from harm, food and water, and the right to practice their religion. Received further training on evidence collection and biometrics/dna collection. Proper labeling of evidence was practiced as well as the chain of custody paperwork. Members of our unit were chosen for follow on schooling.

Duties, Accomplishments and Related Skills: Deployment to Helmand Province Afghanistan.

I held multiple billets while deployed to include Team Leader, Vehicle Commander and NCOIC. I was a licensed HMMWV, MRAP, and MATV driver. We used these vehicles for mounted patrols to show our presence in the local towns. Listening posts and observation posts (LP/OP) we also conducted vehicle checkpoints and route reconnaissance from these vehicles. This presence helped to maintain good order among the local populous while giving us an opportunity to look for any changes in their attitude and behavior towards us. We were also on stand-by as QRF for the immediate exterior of the base. Our average response time was anywhere between 5 and 15 minutes. Every patrol and mission was accompanied by an officer or senior staff enlisted Marines in which we conducted Protective Security on top of whatever mission was taking place. Providing Personnel Security on over 250 combat patrols in Helmand for ranks ranging from Second Lieutenants to Colonels. I was also tasked out with one of our Military Police K9 handlers as protection while attached to Support Operations for MARSOC as well as Recon Marines as TSE specialist. Fixed post duty consisted of over watch with a designated Marksman weapon system and the means for escalation of force. E.G. pen flares and air horn. While on the fixed post I was responsible my area of operation (AO), the weapons system for the post, personal weapons, ammunition, and the proper maintaining of a range card. All of that combined maintained the safety of those around me. This fixed post was located at the entry control point (ECP). Other duties assigned while at the ECP were searching of vehicles entering the base and maintenance of radio communication/crypto/timing. Proper radio etiquette was used. The individuals coming on base would go through scanners and be searched while they provide proper identification and purpose for coming on base. We utilized private contractors as well as foreign forces and K-9 to assist in these tasks. All the personnel coming aboard the base were properly vetted and searched to ensure the safety of those on the base. If anything was found while the search was being conducted the individual would be separated from the group, safeguarded, and higher would be notified. Once notified the individual would be turned over to Human Intelligence for interrogation. All evidence gathered would be properly bagged and labeled and turned over to higher. Proper chain of custody was always utilized and crucial for prosecution of the individual. Weapons maintenance and handling was an important part of the whole deployment, if you can’t properly use and maintain your weapon you are a liability and no help to those around you. While deployed I was a designated Combat Lifesaver. I carried an extra medical bag with more advanced first aid items. E.G. chest seals, scissors, needles for decompression, extra tourniquets, (NPA) nasal pharyngeal airway, and etc. Only select marines were given this bag. Additional tasks I assisted the Human Intelligence with biometrics and intelligence gathering while on patrol.

Processes visitors by determining purpose of visit; gives appropriate instruction/directions; determines the need for escorts. As initial point of contact, answers visitor questions and provides assistance. Criminal cases involve offenses such as assaults, sexual assaults, illegal narcotics and paraphernalia, homicide, forgery, sabotage, espionage, armed robbery, attempted murder, domestic disputes, fights, drunkenness, gang violence, school activities, waste of government resources, frauds, environmental and wildlife protection laws. Understands knowledge of social support programs for non-criminal cases that involve, but are not limited to lost and found property, providing basic life saving first aid; supply case referrals to different Federal, State, county and community agencies involving social services and supporting individual concerns and needs that are not necessarily police related. Coordinate with other law enforcement officials within regulations and where applicable. Acts promptly, decisively, and judiciously when observing a violation or investigating a complaint, crime, or accident. Subdues and disarms those who are doing violence to other persons, assists the injured, and administers first aid. Gathers and analyzes the facts and determines whether facts warrant apprehension/detention or lesser action. Warns and/or uses force to restrain and apprehend violators. Ensures the removal of hazards from hard surface roadways, or any structure that may be detrimental to safe public transport. As directed, sets up and conducts checkpoints/roadblocks at various locations throughout the installation in an effort to reduce criminal activity and ensure motor vehicle safety. Reroutes traffic as required to maintain an adequate traffic flow on the roadways. Uses computer equipment and specialized, web-based law enforcement computer programs to establish, update, query or print individual or vehicle registration information. Uses databases, including Consolidated Law Enforcement Operations Center (CLEOC), and spreadsheets to enter data, retrieve data, produce reports in desired formats and print outputs. Protects government property and personnel on the base against civil disturbances, riots and mob action. Responds off base as directed by higher authority to assist at a disaster scene or national emergency. Performs required life-saving first aid in the event of an emergency as the first responder to an incident until medical emergency personnel arrive.
