Advanced level professional work in the administration of HR programs in the State Personnel Management System (SPMS). Professional HR work is characterized by the use of knowledge, discretion and independent judgment in the interpretation and application of HR laws, regulations, policies and guidelines to address a variety of administrative activities, problems, issues and projects. Research job duties and qualifications. Write position descriptions and provide advertisement to assist in classifying and recruitment.
Plan and direct activities and/or manage daily operations within the Unit
Monitor and evaluate recruitments to advise senior management of program impacts.
Analyze and resolve problems related to the recruitment and within the Unit.
Make managerial decisions in the absence of the recruitment manager.
Handle and process all aspects of contractual employees.
Prepares position announcements, bulletins, and job advertisements for publications. Plans and conducts special recruiting activities at job fairs and on college campuses.
Understand and interpretation for applying and enforcing departmental policies, laws and regulations.
Ability to plan, organize and direct the work of others as well as follow the directives of others.
Plan, organize, establish work related procedures, and recommend new standards and methods.
Research and comply with departmental goals and timelines to complete tasks; supervise the work of subordinate staff; develop policies and procedures for the recruitment process and hiring of staff.
Develop policies and procedures for the recruitment process of hiring contractual employees. Independent judgment in the approval/denial process of applications.
As a Lead Work, train staff on the daily operations of the work unit, assign work to staff and inspect work to ensure that it is completed within the standards of the division.
