Communications Government, Public Safety Service and Administration Narrative
Thank you so much for allowing me to give you my Communications, Government, Public Safety Service and Administration Background.
I completed my Master of Divinity Degree May 2014, and this only put a Master’s Degree to a body of work that is evident over 28 years of Teaching and Training.
I of course must present original written material on a regular basis, and would be glad to send a Power point resume, that will show in pictures my ability to teach all age groups, and in the same weekly period.
My resume shows I am expert at talking before, and training large groups.
I have always been interested in politics and this dates back to the 1968 Presidential Election between Richard Nixon, and Hubert Humphrey. I only mention this as I have had a life passion for accurate and current information; in fact it was that passion that allowed me to do so well in the Master Of Divinity Degree having never having a Bachelor’s Degree.
As your Talent Recruitment teams knows the Master of Divinity is the highest level multi-skilled Communications, and Research degree demanding at the Masters level we prove oral, visual and written communication skills, while demanding research that simply must be accurate.
Fire Department
As the Vietnam War had wound down, I decided in 1981 to take the US Army at its word and went as far as the drug screening, but the Army as promised would not guarantee me training in broadcasting suggesting it was a tough field to enter.
I would have gone in if they just gave me the promised training.
I still however though I need to serve the my Country or my Town, so after passing a Professional First Aid & CPR class I went and joined the Hackettstown Fire Department January 1983. I had no Fire background so when Chief Ken Hyler asked the 1983 recruits to attend Fire Fighter 1 it was a no brainer.
Little did I realize that it would be the start of an amazing Professional Volunteer Fire Fighting Career, and I have talked to Paid Career Fire Fighters who are just amazed at what I was called on to do?
In the first 25 years I was decorated 7 times.

After serving as Steward for 3 years, a position that was responsible for the apparatus & equipment.
I was appointed as Assistant Foreman, and later Foreman (today’s Lieutenant & Captain) and was responsible for the training for 4 years. As I said the Foreman’s job was the Lieutenant & Captain and as such our job was to actually go into the Structure fires and run the interior operation.
In 1994 I was appointed to Assistant Fire Chief, a position I thought was 2 years off, but due to a resignation and the other person ahead of me not want to take the promotion I found myself one of the youngest Fire Chief the Department ever had.
As I wrote the Department Budget and Dispatch guide during 1997 I noticed that our equipment had been neglected, and found myself having to defend a budget that called for a 10% increase in of operations budget and WE GOT IT!
How you might ask?
I wrote a 32 page presentation, as I had been a Councilman in 1991-3 I knew what they were looking for, well as I said we got the Increase and used it to upgrade all of our breathing apparatus, purchase radios for all interior crews, and appointing Vehicle acquisition teams for an Engine & Support Vehicle.
It is my knowledge of how the Council’s thought attention to detail and professional presentation that allowed for this approval.
As my interior Fire Fighting days started to draw to a close I started to get certifications as a trainer and received Smokehouse, SCBA, Training and Fire ground Safety certifications.
I also took the Fire Inspection & Prevention Certification class, passed the exam but did not pass or retake the State Building exam (they had no exam for Fire Inspection and as a result 90% fail the first 2 times they take the exam).
I am proud to say I am still an Active Member, and have served on the Department Advisory Board.
First Appointment
In 1984 the late Mayor James G. Smith appointed me to the Economic & Industrial Commission in Hackettstown was I was quickly made Vice Chairman.
Our goal was to attract Industry to a tract of land on Bilby Road, that at the time was only fields. Today it is mostly developed and is a true success story to our team.
I also proposed the Commission award a yearly award for the most improved business though out the Town. I served on the Committee until 1988.
Time to Run For my first tour on Council
After attending Town Council meetings for 8 years I became concerned by the spending habits of the Governing Body, and January 1990 I filed a petition to run for Town Council as a Republican and challenging two incumbents Republicans.
This was not well received, but I did my homework and used charts to show how the Council was out spending inflation and raising taxes at the same pace.
For you History buffs I use to use Harvard Graphics to produce my 1990 charts, and it was well received.
I won the primary by GOD’s grace by 8 votes, yes your vote counts, and would go on to get the most votes in the General election winning by almost 1000 votes.
I would be nominated as the Alternate Mayor in my second year something normally reserved for veterans but as I was also a serving as Lieutenant & Captain in the Fire Department, Moderator of the Deacons at our Church, and working a 48 hour a week full time job I was truly burned out by the end of my term and decided not to run.
My achievement on the Council in my first term was to see no tax increases, in fact we cut taxes the 2nd year, Reestablishment of Commuter Rail Service in Town, it had been missing for over 20 years, Privatize the Recycling program allowing our Public Works employees to again focus on street & building repair and the moving the Recreation Commission who’s focus was only on sports to fulfil their charter and provide cultural events as well.
Warren County College Trustee Search Committee
I was appointed a member of the Search Committee and we sat for two years of a life time tour though we only conducted 1 year of interviews, and no you did not read wrong, as all of the Republicans were kicked off the Committee when the Democrats took control of the Freeholder Board and thus our lifetime appointments lasted two years.
The Strange part of my ouster was the fact that once the November election was help and the Democrats won control, I was the one who refused to allow us to meet until after January, the Democrats kicked us off in late December.
Father Clearance Sickles, a Democrat, called me the best and most organized member of the Committee; he would campaign for my in Hackettstown.
Asked to serve on Council a Second time
After a 15 year absence the Republican had been taking it on the chin and the Town was back to spending more than they received I was asked by the Party to fill an unexpired term, this was August 2005. I was nervous as it had been 15 years and I wondered if anyone would remember me. The Democrats would be putting an old Town name up against me, and by God’s Grace I beat him handily in the November General election. The guy I beat switched Parties two years later and won as we supported him.
Because it was a fill in seat I had to run for a full term the very next year and would again win as we would three years later.
Asked to serve as Alternate Mayor 5 out of 9 years I Served
My Colleagues again honored me by selecting me to serve as one of the Alternate Mayors for 4 out the 6 years I had returned.
I was asked to serve as Chairman of the Ordinance Committee, and would serve in that capacity for 4 of my 6 years back, I loved the Ordinance Committee as I was able to craft and follow ordinances from their concept to writing them, to proposal, and hopefully passing them.
I also served again as Recreation Liaison Chairman, First Aid Chairman, and License & Franchise Committee Chairman, the latter we negotiated a Cable TV Franchise that was 15 years in length while allowing the Town 5 year reviews, got us a grant for Television Equipment and a second Channel outlet.
President of Warren Morris Council of Governments
I was also asked to serve as one of the Hackettstown delegates to the Warren Morris Council of Governments, an organization of 13 Communities focused on shared services and group Community negotiations. I was elected President for my final two years on the Town Council.
Seminary and a Master Of Divinity Degree
As the Economy worsened my Wife and I decided to follow a job she was offered in the Los Angeles area, so we packed up and moved to Cypress, California. We loved it there but I could not find work, and my Wife suggested I fulfil the promised I made to my former Pastor, and apply for Seminary.
I had people in all walks of life telling me this is where I need to be for the last 20 years, so on Memorial Day 2011 I decided to fill out the applications for 3 Seminaries, 2 in Florida that I said twenty years previous were the only ones I would go to if I went and 1 in Southern California. Well the 2 in Florida accepted me and the one in California did not.
My Wife received a job in Palm Beach County, Florida, so we picked Knox Seminary.
After a learning curve as this was a Master’s program, and I did not have a Bachelor’s Degree only technical Certificates, I was able to complete my Degree with a 3.41 GPA out of 4.0.
