Executive Summary: To secure a project management or senior environmental civil engineering position. Professional Experience

Consultant Civil Engineer, P.E.

Provided watershed, grading, wastewater and water treatment design engineering, and building inspections for private contractors and owners. Developed and designed for combination municipal and decentralized wastewater and water treatment systems for single family homes and apartments located in rural areas. Assembled and provided documentation permit package and obtain approved wastewater and water treatment systems permits for private from local agencies for. Perform construction inspections and final inspections.

Engineer, P.E. Civil-Environmental

California Department of Transportation, Range D. I performed as a Project Lead Design Engineer and structures representative for building and system construction for wastewater and water treatment projects including coordination of all engineering disciplines, contractors, resident engineers and district transportation design engineers through each phase of design to ensure continuity and constructability. All projects designed were completed on time and included thorough research prior to design, site history, permits, maintenance problem issues and future planned designs. I designed Wastewater and Water Treatment Systems for Roadside Rest Areas, Truck Inspection Facilities, Maintenance Stations, Irrigation wells for Highways and Washracks to meet current and future regulations and rules. I developed preliminary designs and obtained approved Waste Discharge Permits and Drinking Water Permits. I accomplished this through coordination and communication of meetings, inspections and recommendations of changes for approved constructed systems with regulatory agencies. I performed construction, maintenance inspections and investigations of Caltrans Facilities to develop improvement projects and upgrade facility project development designs for Wastewater and Water Systems. I designed and developed projects and obtained funding and approval of projects that resolved problem issues by redesign using innovative technology including developing and writing all new specifications for design products and performance specifications for system functions.

Design and develop plans, specifications and control system for the Shandon Roadside Rest Area, Water and Innovative Waste Water Treatment System (using subsurface wetlands and Gravel Filter) to treat Wastewater. Water quality after Gravel filter has measured levels of Nitrates non-detect and <1. Received California Transportation Association, Tranny of the Year Award. The design will be used as a standard for rest areas throughout the country.

Design and develop new plans and new specifications for water treatment systems including Reverse Osmosis Water Treatment Systems for several Rest Areas, using anti scaling pretreatment, and blending. I inspected, designed and investigated many wells and developed rehabilitation plans to resolve and improve wells and their performance.

Completed in cooperation with the District 8, San Bernadino, Environmental Department and Management, The CEQA/NEPA documentation, computations, geological research and evidentiary documentation, water and wastewater treatment system plans, specifications to comply with Endangered Species Act, State and Federal Water Quality Regulations and obtained approval from Bureau of Land Management to lease federally owned land for a new California Vehicle Enforcement Facility and Agricultural Inspection Facility at Mountain Pass on I15.

Researched and achieved plans to recycle I57-I10 7 Well Discharge from open channel which exceeded Nitrates to divert discharge to California Polytechnic University using California Right of Way and Water Rights documentation and research to recycle water for irrigation purposes at the campus. Expansion of the campus required great quantities of water. This design solved issues for the local community and improved water quality in the basin and channel of discharge.

Received Certificates of appreciation for completing four well designs within one month for each well including evaluation of water quality, electrical needs, location of irrigation wells for maintenance and safety, and depth of wells from District 6 for the I99.

I performed as a Assistant Structures Representative for a construction assignment for 8 months. I ensured the construction and all documentation (Daily Log) for each phase of construction complied with the plans and specifications. I performed daily inspections, prepared concrete samples, measurements, material control matching submittals and resolved any immediate and future issues that may impact the project. I coordinated the construction contractors, Structures Representative, Resident engineer, Design engineers and any utility or outside interested parties ensuring compliance for engineering construction projects.

Engineer-Water System Permit Engineer

California Department of Health Services, Drinking Water Field Operations Branch, Santa Clara District. Review, analyze and ensure California drinking water regulations are implemented in large and small water systems including groundwater, surface water and distribution systems. Review Water Quality Monitoring Plans. Inspect water systems for California Drinking Water permits and compliance. Write and issue water system permits. Review new regulations and rules issued by Environmental Protection Agency and the California Environmental Protection Agency. Develop relationships with water agencies, owners and assist them in staying in compliance with current regulations.

December 2001 to 2004

Engineer, Water Resources

California Bay-Delta Authority, Water Use Efficiency Program (Prior to January 1, 2003, known as the CALFED Bay-Delta Program, operated under the California Department of Water Resources). Participate in engineering assessments and technical analysis of water use efficiency studies and program grants. Developing Quantified Targeted Benefits to achieve required flow levels in the San Joaquin River. Assist in oversight, coordination and development, with California State Water Resource Control Board, of Proposition 50, Chapter 7, Grant Funding Project selection process.

Assisted the Assistant Deputy Director of Water Management (Task Force Member- California Bay-Delta Authority Representative) in the 2004 Desalination Task Force.

Assisted in coordination, development and production of the 2002 Water Recycling Task Force, Funding/CALFED Coordination Subcommittee White Paper.

Developed databases for, the Water Use Efficiency Grant Program and Agricultural Quantifiable Objective and Targeted Benefits for use with the U.S. Bureau of Interior and California Agricultural Water Management Council. Evaluated the changes of the Impaired Water Bodies Listing, 2002 303(d) to the 1998 303(d) listing to update the Agricultural Targeted Benefits

Analyzed, inventoried and developed a comprehensive database of California stream gage stations for analysis of current water measurement activities.

Developed CALFED Bay-Delta Program tracking document including major milestones with all CALFED programs.
