PROFESSIONAL CONSTRUCTION MANAGEMENT SERVICES FOR PUMP STATION MITIGATION – CONTRACTS S3P311-02G AND S3P311-03G PROJECT/NASSAU COUNTY, NY (DESIGN-BID-BUILD, $9 MILLION) DECEMBER 2014-DECEMBER 2016

Ms. Irby-Butler has served as both the project manager and lead scheduler in this project for the County of Nassau. Under this project, aging pumping equipment at risk or equipment damaged by flooding that resulted from Super Storm Sandy will be replaced with submersible rated equipment. Critical electrical equipment will be raised above the 500 year flood level or protected by flood proofing the drywell/control room area. In her role, Ms. Irby-Butler was responsible for organizing the project team, a conducting kick-off meeting with the construction management team, attending progress meetings, and meeting the team’s technical advisor and staff deployment needs. Ms. Irby-Butler also served as the initial project scheduler for the project. In such, she reviewed baseline schedules from both the 02 and 03 contractors. Upon approval the baseline schedule, she has reviewed the contractors’ monthly progress schedule updates and provided Nassau County with schedule analysis reports.

POHATCONG GROUNDWATER CONTAMINATION SUPERFUND SITE, OU2, FRANKLIN AND GREENWICH TOWNSHIPS/WARREN COUNTY, NJ (DESIGN-BID-BUILD, $23 MILLION) DECEMBER 2016

The OU2 project consists of installation of new water distribution mains, service lines, point-of-entry treatment systems and road restoration in Warren County. The remedial contractor is Rio Tinto. The design engineer of record who worked directly for the EPA was CH2MHIll. Given the nature of this superfund project, the design engineer of record did not provide a complete bid set of documents, permits, estimate of probable cost, or anticipated duration of construction. Ms. Irby-Butler conducted a constructability, biddability and feasibility study of the project’s 95% design plans and specifications. She also organized a Class 3 estimate of probable construction costs for the project.

WAUKESHA WATER UTILITY (WWU) FUTURE WATER SUPPLY PROGRAM:WAUKESHA, WI. (~$340 MILLION PROGRAM) MAY-DECEMBER 2016

WWU’s Future Water Supply program is the first program allowing a utility outside of the Great Lakes Water Basin to borrow water from the basin. This program includes a supply water pump station, pipeline, reservoir, and connection to the WWU’s existing distribution system. It also includes a return water pump station, pipeline, and river outfall. Greeley and Hansen’s role in the program includes program management, permitting, design, public outreach, construction management, and commissioning. In her role, Ms. Irby-Butler organized the initial contracting strategies studies, alternative project delivery study, conducted construction risk analysis, organized the construction phase portion of the program’s risk register, and organized a comprehensive program schedule.

CHICAGO DEPARTMENT OF WATER MANAGEMENT: SOUTH WATER PURIFICATION PLANT SWITCHGEAR REPLACEMENT PROJECT/CHICAGO, IL (DESIGN-BID-BUILD, $45 MILLION) DECEMBER 2014- DECEMBER 2016

Ms. Irby-Butler served as the project manager for the South Water Purification Plant Switchgear Replacement Project for the Chicago Department of Water Management, IL. This project includes removal and replacement of the existing medium voltage switchgear suppling power to the low lift pumps and removal and replacement of the existing generators. Ms. Irby-Butler was the project manager for the resident engineering and inspection teams. Her responsibilities included invoicing, dispatching inspection staff, overseeing resident engineering staff, periodically attending progress meetings and providing project management for the project.

GREATER PEORIA SANITARY AND SEWAGE DISPOSAL DISTRICT’S DIVISION 26 SECONDARY PROCESS IMPROVEMENTS PROJECT/ PEORIA, IL (DESIGN-BID-BUILD, $9.2 MILLION) SEPTEMBER 2015-DECEMBER 2016

Ms. Irby-Butler provided construction management services for the before-mentioned project in supporting the GPSD implementing an enhanced biological phosphorus removal process at this sewage treatment plant. In her role for this project, Ms. Irby-Butler established the construction procedures for the project including web-based document management, meeting agenda formats, correspondence logs, etc. Additionally, she led the engineering services during construction (ESDC) kickoff meeting to establish roles and responsibilities and expectation of the ESDC team. Once the project was underway, Ms. Irby-Butler assisted junior staff with technical review of submittals, RFIs, cost proposal and other documents. She also attended various project meetings. Ms. Irby-Butler also assisted the team organize the new facilities’ commissioning plan.

NORTH HUDSON SEWEARGE AUTHORITY LONG TERM CONTROL PLAN COMPLIANCE PROJECTS/ HOBOKEN, NJ (VARIOUS DESIGN-BID-BUILD PROJECTS) DECEMEBER 2014- DECEMBER 2016

Ms. Irby-Butler served as the construction manager for the North Hudson Sewerage Authority’s suite of Long Term Control Plan’s compliance projects. Ms. Irby-Butler lead a team of design and construction staff in delivering bid services, 3rd Party engineering services during construction, resident engineering services and construction administration services. In this role, she lead the PURAC Phase I Improvements – Instrumentation and Controls, PURAC Phase II – Clearwell Access and Backwash Piping Replacement Project, the Adam Street and River Road WWTP Switchgear Replacement Projects, and the Park Avenue Siphon Cleaning and Repair Project procurement and construction phase services.

ARCADIS/MALCOLM PIRNIE EXPERIENCE DECEMBER 2000-NOVEMBER 2014

DALLAS WATER UTILITY (DWU) ELM FORK WATER TREATMENT PLANT WATER QUALITY IMPROVEMENTS PROGRAM: DALLAS, TX. (~$300 MILLION PROGRAM) 2012-2014

Arcadis conducted a comprehensive water quality improvements study for the DWU that recommended modifications to several of DWU’s treatment, storage and distribution facilities. The Elm Fork WTP water quality improvements program included projects for associated with the sludge lagoon improvements, a new residuals handling facility, conversation of the existing traditional filters to biologically activated filters, expansion of the chlorine facilities, new chemical systems and the associated electrical and instrumentation and controls modifications. In her role, Ms. Irby-Butler provided constructability reviews, quality control reviews of engineer’s estimates of probable construction costs and schedules. Ms. Irby-Butler also provided contracting strategy guidance for one of DWU’s high service pump stations.

BARRICK GOLD CORPORATION GRANT MINES REVERSE OSMOSIS WATER TREATMENT PLANT EXPANSION/ HOMESTEAD, NM (DESIGN-BUILD, $14M) MARCH 2014- OCTOBER 2014

For this project, Ms. Irby-Butler organized the baseline design-build schedule. She also assisted in organizing the subcontractor and suppliers’ agreements and purchase orders. Subsequently, Ms. Irby-Butler maintained the cost loaded schedule and organized monthly cash-flow reports for the owner. The project components included additional sedimentation basin, RO skids, a new equalization basin, now chemical conditioning systems and a tailing pond dewatering and conveyance system.

CITY OF DENTON: LAKE LEWISVILLE WTP UPGRADE PROJECT/DENTON, TX. (DESIGN-BID-BUILD, $32 MILLION) SEPTEMBER 2012-NOVEMBER 2014

In this role, Ms. Irby-Butler served as the City of Denton’s resident engineer on a complex construction project that presents unique water treatment process and construction sequencing challenges. The project consisted of construction, commissioning and performance testing of new ozone facility and conversion of the existing multimedia filters to biologically activated filters. The project also included concrete rehabilitation work that extended the life of the existing concrete walls within the flocculation/sedimentation basins and filters. Ms. Irby-Butler’s scope included leading progress meeting, leading process-instrument-controls (PICS) meetings, review of payment application, change order price negotiation, oversight of structural, painting/coatings, masonry, and radiograph special inspections, participating in submittal and RFI review and response, leading construction schedule coordination to maintain seasonal water production requirements, maintaining redline drawings, and providing value engineering services during construction.

CITY OF WINCHESTER: PERCY D. MILLER WTP UPGRADE PROJECT/WINCHESTER, VA. (DESIGN-BID-BUILD, $20 MILLION) MARCH 2010-OCTOBER 2012

Although this project was delivered under a traditional delivery method, Ms. Irby-Butler and the contractor collaborated in a manner where the project was completed months ahead of schedule. On this project, Ms. Irby-Butler led an engineer-owner blended construction management team consisting of engineers, technicians and inspectors. The project consisted of a single construction contract initially planned for construction to occur over 32 months. The project included new and replacement facilities across the plant. Working with the construction superintendent, Ms. Irby-Butler proposed an alternate construction sequence plan for the new chemical facilities. Upon review and approval by the design team, the contractor implemented the revised construction sequence allowing the City to take beneficial use of the new facilities months in advance for the substantial completion milestone.

CITY OF JACKSONVILLE: LAND TREATMENT UPGRADE AND EXPANSION PROJECT /

JACKSONVILLE NC. (DESIGN-BID-BUILD, $26 MILLION) JUNE 2008-MARCH 2010

For this project, Ms. Irby-Butler led a team of engineers, inspectors, testing laboratories, contractors and permitting coordinators as the CM for LTS Upgrade and Expansion Project. This project consisted of three independent contracts constructed in a compressed schedule to meet the City’s expansion needs. The project components included 67 miles of transmission and irrigation piping, 8500ft of embankment, 400,000CY of earthwork, a prestressed concrete tank, 401, 404 and Dam Safety permits, and a 24hr - 14 day bypass pumping of the Main Pump Station. At the project’s completion, Ms. Irby-Butler provided the City with over one million dollars of negotiated savings in review of request for change orders. She also provided scheduling input that ultimately assisted the Contractor in completing the Contract months ahead of the NCDENR Consent Order.

BIRMINGHAM WATER WORKS AND SEWER (BWWSB) CAPITAL PROJECTS PROGRAM: BIRMINGHAM, AL. (~$400 MILLION PROGRAM) MARCH 2007- JUNE 2008

During her time in Birmingham, the BWWSB owned and operated water and wastewater treatment plants. In her role, Ms. Irby-Butler coordinated with BWWSB engineering and operations staff, Arcadis water quality engineers, and Red Oak financial planning staff to assist BWWSB to plan and execute their $400M capital program. Ms. Irby-Butler attended various project’s monthly progress meetings, monitored the various program’s projects’ design and construction schedule and budgets, updated the master program schedule and financial forecasts, oversaw inspectors, and served as a technical advisor for the program.

CHOLLA WATER TREATMENT PLANT UPGRADE: GLENDALE, AZ. ($12 MILLION CM@RISK) JUNE 2006- MARCH 2007

Ms. Irby-Butler assumed the role of resident engineer for the Cholla WTP Upgrade Project after it was while underway. She was resourced to lead the project as it entered its performance testing and transferring operations from existing equipment to the new equipment. Processes which were tested and commissioned during her time as the resident engineer include the backwash pump station, new disinfection system, sedimentation basin Superscrapers®, biological filters, SCADA, and new electrical gear.

NEW YORK DEPARTMENT OF ENVIRONMENTAL PROTECTION DEL-159 DELAWARE AQUEDUCT SHAFTS 9, 10, AND 17 RECONSTRUCTION PROJECT/WESTCHESTER COUNTY, NY (DESIGN-BID-BUILD MULTI-PRIME, <$100 MILLION) SEPTEMBER 2005-JUNE 2006

Reconstruction of Shafts 9, 10 and 17 included both hazardous materials remediation and general trade construction. Major components of the project are remediation of mercury, asbestos, PCB and lead-based paint. It also included removal of outdated slide gates, chemical facilities, electrical equipment, and construction of new control rooms. As a multi-prime construction contract, this project had separate contracts for the general, electrical, mechanical and plumbing contractors. Ms. Irby-Butler served as the project’s assistant resident engineer. In this role, she reviewed the project’s overall schedule, the four (4) prime contractor’s payment applications, monitored and management project correspondence, and organized monthly construction summary reports.

CITY OF PHOENIX: UNIFIED PLANT 01 / PHOENIX AZ. (CM@RISK, $104 MILLION)

JUNE 2001-AUGUST 2005 Ms. Irby-Butler served on the design and construction team for the Unified Plant 01 (UP01) Project from conceptual design through substantial completion. As a design engineer, she evaluated the support systems demands throughout the UP01 plant processes, modeled the potable and reuse water systems, sized potable and reuse water distribution piping, performed detailed design calculations for the reuse water pump station, and coordinated with manufacturers to ensure quality engineering. Additionally, Ms. Irby-Butler organized the detailed design for the foam control spray system and nocardia spray system required for the aeration basins. She coordinated with design team members and manufacturers' representatives to provide the high pressure air system required for pneumatic tools and chemical deliveries. During the initial phases of construction, she coordinated with in-house, as well as, sub consultants for review of the baseline schedule. She reviewed the projects schedule of values in comparison to the Guaranteed Maximum Price (GMP) for inclusion in the re- source/cost-loaded schedule. As the construction ramped up, she served as project scheduler and mechanical.

MAY 2000- JUNE 2001 During the first two years as an entry level engineer, Ms. Irby-Butler worked on multiple wastewater and storm water designs and field data collection assignments.

RELEVANT VOLUNTEER EXPERIENCE

HARBOR HOUSE PRESENT

The Florida Coalition Against Domestic Violence (FCADV) operates 42 certified domestic violence centers across the state of Florida. Harbor House seeks to eliminate domestic violence in Central Florida by providing safety, shelter, empowerment, education and justice. Harbor House staff recently moved their new 27,000 square feet Morgan and Morgan Home. The shelter’s resident will soon be transitioning into the new facility. In her role, Ms. Irby-Butler is providing in-kind services to include contract interpretation, assisting with organization of punchlist, facilitating training and assisting with contract close-out.

SHELTER HOUSE 2012-2014

Shelter House is a domestic violence and rape crisis center serving Okaloosa and Walton County in Florida’s panhandle region. Ms. Irby-Butler provided in-kind construction management services for two of Shelter House’s projects: the Kind Heart Kennel and the Shelter Renovation and Expansion. The kennel was placed into service in October 2013. . The Kind Heart Kennel is the first of its kind in Northwest Florida and ensures no one in our community will have to choose between their own safety and the safety of a beloved pet. The Shelter Renovation and Expansion project increased the shelter’s bed county from 24 to 36. The extreme makeover included adding a studio apartment and dorm-style bedroom as well as major improvements to the kitchen, laundry room, kids room and security. Ms. Irby-Butler provided scheduling, cash flow monitoring, and construction management services for these projects.

CONSTRUCTION MANAGERS’ ASSOCIATION OF AMERICA (CMAA) VOLUNTEER MENTOR 2011-CURRENT

The Construction Manager Certification Institute (CMCI) is a not-for profit organization that was formed to promote the profession of Construction Management (CM) and the use of qualified CM’s on projects. CMCI is a wholly-owned subsidiary of CMAA. CMCI’s mission for the CMIT Mentor Program is to create a supportive environment for growth and development in which mentors provide guidance, share experiences, offer advice and support to CMIT mentees. Ms. Irby-Butler is one (1) of approximately two thousand (2,000) certified mentors in the program. Her first mentee achieved his CCM certification in March 2016. She continues to work with other mentees to support their career growth and professional development as they strive to qualify to sit and pass the CCM exam.

CITY OF AVONDALE, ARIZONA 2005-2006

While living in the City of Avondale, Arizona, Ms. Irby-Butler served on both the Capital Improvements and the Water and Wastewater Advisory Committees. As a member of the Capital Improvements Committee, Ms. Irby-Butler reviewed proposed capital improvements projects, evaluated and ranked the projects based up the economic and social returns for the City. Subsequently, she presented the committee with her recommendations for which projects should be included in the upcoming years capital improvements plan. As a member for the Water and Wastewater Advisory Committee, Ms. Irby-Butler provided technical assistance to the City regarding water conservation, irrigation restrictions, and proposed modifications to their water and wastewater facilities.
