U.S. Coast Guard Finance Center, Chesapeake, VA

Manage the main Coast Guard financial system support helpdesk (18 contracted employees), which provides customer service assistance to over 15,000 field users world-wide; providing financial and business management assistance to operational and support units throughout the Dept of Homeland Security (DHS); servicing over 4,000 customer service tickets per month with a 95% customer service satisfaction rate. Routinely participate in decision-making sessions with top financial management officials regarding input to regulatory requirements for internal control and other policies. Create and promulgate field desk guides which correct internal control deficiencies by instituting separation of duties and internal controls in accordance with the Office of Management and Budget (OMB) Circular A-123 and Government Account Office (GAO) guidance. Support the implementing, maintaining, and monitoring the execution of obligation and other financial policy by ensuring that all persons with access to the financial system have the proper authority to obligate government funds or perform budgeting/other transactions within the system. Agency lead for the implementation of the Invoice Processing Platform (IPP) application, hosted by the Treasury Department.

Participated in internal and external audits, was responsible for gathering and compiling supporting data in response to internal and external audit sample requests. As a systems analyst, was responsible for identifying performance gaps in various financial systems and recommending needed database modifications in order to reconcile data between financial systems. Responsible for formulating management reports and providing feedback to financial managers on performance to evaluate quality as well as quantity, as well as reviewing these reports in order to communicate future expectations to management regarding such things as workload increases/decreases, resource strains, and possible system issues.
