SUMMARY OF EXPERIENCE

Presently, a Project Management Consultant/Manager of Zoological Society of London (ZSL), www.zsl.org an international NGO for biodiversity conservation based in London on their Marine and Freshwater Management, Eel Species as a Flagship Specie for Freshwater Conservation in Aparri, Cagayan River Basin with Department of Agriculture’s BFAR Region 2 as their collaborative partner agency as well as Regional LGU’s. The project’s accomplishments are as follows:

Completed a sustainable eel conservation management plan for the Cagayan River Basin integrated from the community to the national level thru the LGU’s.

People’s Organization (PO’s) were organized, strengthened and were managing eel fisheries and fisheries dependent data collection at the community level. Social intervention and alternative livelihood are encouraged.

Aquatic survey methods were established to monitor the freshwater biodiversity in the Cagayan River Basin and key threats were mitigated against.

Environmental protection and living conservation

Successful pilot aquaculture farming project and long-term feasibility study for eel culture farming was developed.

Successful small- scale eel food processing plant.

As the Project Manager, job responsibilities include supervision and control of the project team, planning and implementation of all activities and all events related to the project, ensuring strict adherence to the timetable and prompt delivery of outputs, quality control in the course of the implementation of activities, liaises with national and local authorities and communications with London Staff and donors, supervision of financial management, cash flow, accounting and budget control, report writing, coordination of visibility activities and public relations and identification, contracting and implementation of the missions of short-term consultants, including the external evaluation and preparation of documents for the final evaluation.

Lead Author on the Eel Management Plan for the CRB.

Project ends this July 15, 2017.

General Manager of Viking Life-Saving Systems Phil, from January 10, 2013 to March 15, 2014 (www.viking-life.com), a global leader in marine life-saving and safety equipment (BV and ABS standard) such as lifeboats and davits, liferafts, lifebuoys, lifevest, other safety supplies and rescue equipment such as fast-rescue boats, MOB, inflatables, firefighting equipment, its installation and services. Located at Suite 1005 20th Corporate Drive, Global City, Taguig.

Overall in-charge of daily activity operations, sales and marketing, finance, administration and coordination of various installation projects in the maritime training centers and shipping industry..

From July 2001 to November 26, 2012, worked at AMVAC Chemical Corp.(www.amvac-chemical.com), a specialty agro-chemical manufacturing plant in Los Angeles, California, as Environmental Compliance Officer in their Technical and Liquid Plant, formulating, blending and packaging various types of agricultural and technical grade pesticides, herbicides, insecticides, fungicides and other specialty chemicals mostly exported to Mexico and China. The plant is 24 / 7 operations 3 shifts a day with around 200 personnel.

In charge of all environmental and energy affairs of the chemical plant, implementation of ISO 14001 and ISO 50001, maintain and analyze environmental records to ensure that all processes of the plant meet environmental control requirements and specifications, prepare all required environmental and energy consumption reports accurately and on time, keep up-to-date with proposed and actual changes in environmental and energy regulations so that the plant’s management policies remain current and relevant, provides leadership, guidance, and training on environmental monitoring (air quality, water and wastewater discharge, soil sampling, hazmat and solid waste disposal, and also on special projects management such as energy survey and process equipment inspection. Familiar with EIA (environmental impact assessment), risk assessment, root cause analysis, various South Coast Air Quality Management’s Rules such as Rule 1173, 1176, 1415, 1146. Assist in implementing security, safety and health program of the company such as plant parameter inspection, unit operations equipment such as bio-reactors, mixers, blenders, centrifuge, distillation, boiler, gas emission, pollution control, personnel and area chemical exposure, dosimeter monitoring, respirator fit testing, physical exam scheduling, emergency cart /fire extinguisher inspection, chemical product safety, HMIS / MSDS, job observation and emergency drills.

Liaises with various outside electrical, mechanical and general contractors, OSHA, EPA, DTSC, Fire Department (CUPA), LASD, AQMD, DOT and other federal and state regulatory agencies.

Has been a Technical Sales Manager in charge of overall sales, marketing and operations from 1993-1996 of Keystone Valve USA (ISO 9001), manufacturer of industrial butterfly valves and actuators, Yarway Steam Systems and AGCO Environmental Products for the manufacturing, oils and gas, petrochemical, power sector, energy, food and beverages, chemical and water/ wastewater and construction industry.

Has worked with the Department of Energy (DOE), a government agency, from 1980 to 1992 in their Regulation Division, Davao City, Mindanao Field Office and Conservation Division (Energy Efficiency), PNOC Complex, Ft. Bonifacio, Makati as Sr. Energy Auditor and Project Team Leader for various foreign-assisted projects, implementation of ISO 9001 and 50001, which included operations planning, coordination, implementation, monitoring and evaluation, as follows: .

1.UNDP-UNIDO Energy Management Consultancy Services, the first of its kind in the Philippines. Assists the private and the government sector (LGU) to identify the most effective options toward the wiser and efficient use of country’s energy resources including renewable and alternative energy.

2.GTZ’s Rational Use of Energy Project, also conducts energy audits and promote rational use of energy through-out the Philippines through Energy Bus, a mobile technical assistance complete with energy audit instruments for gas and air quality emissions, mini-library, audio-visual and mini conference center.

3.USAID Transfer of Technology on Energy Management (TTEM), a Demonstration Loan Fund grant and project’s on applied and selected energy conservation technologies and equipment including accessories, installation cost, detailed engineering and design.
