Program Manager/ Agile Coach (Scrum) Client facing VACI Stakeholders focused on client elicitation and requirements (Parameters of Contract) for a Cloud-based Platform, Open-source tools and custom development of a prototype platform for Ingestion/ Modeling and Outcome Analysis of 12MM+ records provided (Requirements outlining Big Data Analytical Platform for Healthcare Benefits Adjudication in AWS Fed cloud). Through a handful of sprints in prototyping (FailFast), storyboarding, presenting w/ acceptance/ reflection feedback, our team developed an Analytical Engine (DB) and Platform on AWS EC2 (Paas) with additional mimicked systems (SQL and Oracle Instance) and services providing various adjudication stages.

State of Maine – Management Consultant (Augusta, ME) (9/2014-3/2015)

Consulting assignment serving the PMO providing oversight for project agility and risk for in-flight projects. Post verification and validation, providing powerful questioning through consultative approach, one team of one of three in-flight projects realized outcome was at risk. The team developing the migration of legacy data into cloud-based and whom let a RFP (Enterprise Network Tool) did not understand technical nature of the entire State network (The Fiber-ring was still proprietary Mibs for the switches in place) would not be compatible with RFP requirements due to proprietary nature (non-snmp compliant). Through consultative nature and coaching approach with several vendors, I obtained quotes for fix, mitigation of risk, thereby not allowing any new tool to operate correctly. A mitigation plan was developed for the CIO as this oversight was identified to be a $2 MM+ risk.

Serving in the VLER (Virtual Lifetime Electronic Medical Record) PMO, client-facing for the PMO liaison to VA Officers & Management mitigating an already received contract warning. Using a consultative approach and working with leads of all three teams (Different Vendors) on 3 separate cloud-based developments (IAM/ ERM and EHR) utilizing direct clear communication with awareness of options and tradeoffs, created an environment conducive to discovery/ awareness/ collaboration with outcomes of collaborative frequent communications and identification of issues or problems (Risks are separate) with mitigation plans prior to reporting, smoothing the way for guidance on risk (contractual obligations) by supported risk management acting in guidance when necessary and provided development teams with enterprise cross-cutting requirements

Notable Contributions & Achievements:

Analyzed, streamlined and mentored PMs on the new reporting process, obtaining relevant details and potential risks in an agile process whereby management could respond promptly, question, receive responses promptly verse waiting weeks/ month to obtain explanations.

Created an evergreen repository for above and with team’s analysis revitalized a dated cross cutting requirements repository updating with current regulatory standards, eliminating obsolete and redundant, thereby reducing from 1,200+ to 800.

1: DHHS Program Deputy: Migration of Legacy-based Healthcare data and services to Private Cloud. Responsible for client engagement, architecture, vendor vetting, change management and SLA outlines. Providing guidance with constraints, individual project’s burn rates and vendor management. Personally, providing oversight on: Vision, Components, Implementation (Connectivity to several PAD’s (MD/NM/AZ) w/ distributed DCs supporting private cloud services), AppDev inclusive of financials/ membership DB and healthcare folder, integration of BCBS, Pharmaceuticals and integrating ICD-9. Migration from legacy environment (Cobol/ RPG) standing up Oracle 9i’s, the $75+MM Program over 2 years included contracting for and standing up 3 DC’s (Co-location), management of 9 vendor contract, 11 direct reports for a team of 150+.

2: Program Manager for an award by AoA (DHHS). Provided oversight to contract firm on solicitation response, vetting several non-compliances (e.g. GSA Policies, Federal Healthcare Regulations and IT standards) whereby changes were made, submitted and contractor (Client) was awarded a ($XX MM) 2-year award, thereafter acting as Program Manager. Highlights include: $2 MM cost reduction utilizing COTs software, 9 month AppDev reduction, 3-month integration reduction, integration of Private Cloud and “thin-client” in a cloud-client computing solution with back office for 12 existing regional offices.
