PROGRAM MANAGEMENT
As the Program Executive (PE) for Kennedy Space Center Exploration Ground Systems Development and Operations (GSDO) resident at NASA Headquarters, I advise the Director Exploration on issues pertaining to the design, development, and implementation of the GSDO Program Portfolio, to include engineering, project management and provide Program Planning and Control (PP&C) functional advocacy to PSI and the GSDO Program Office.
In my daily responsibilities as PE, I work in partnership with the Kennedy Space leadership in planning, development, implementation, direction, management and evaluation of the major programs of the Exploration Systems division. As the PE, I provide for the strategic direction of the division, program development, and implementation of the division’s programs and projects. Creates and sustains exceptionally productive relationships with external stakeholders including government agencies, foundations, and social science associations. Designs and implements outreach, communication, and funding strategies consistent with the divisions goals and vision. Provides expert advocacy to staff and leadership across NASA. Provides expertise and leadership in the development, policies and procedures for Exploration ground systems. Maintains the Division strategic direction for sufficient funding of the program objectives, cost and schedule while managing a staff at both Headquarters and Kennedy Space Center to successfully perform; current responsibilities, forms effective teams and cultivates a work environment that fosters teamwork. Interprets and ensures consistent application of organizational and division policies. Initiates personnel actions, including performance reviews and disciplinary actions.
On a periodic basis, I represent the Agency in external discussions such as Team leader for classified Air Force, DoD TRMC, NRO, FAA, Navy Trident range issues, Human Space Flight, FAA and commercial space launch, COMSTAC,ASAP, NAC and other standing boards, and provided outreach STEM and Exploration talks to George Mason University, Arizona State University, AIAA youth explorers, and the Rotary Club of Fairfax. Overall this is work serves to represent the Directorate by providing expert advice in the areas of research, design, development, test, and implementation of advanced space launch ground systems, subsystems and national intelligence areas to senior managers across a wide spectrum of industrial, Government, and academic institutions.
INTERAGENCY / INTERNATIONAL
I served as the Civil Space Team Lead and NASA HQ representative at Presidential Policy Directive policy implementations with the Executive Office of the President, and the Office of National Science and Technology Policy. During the 2009- 2011 period I served as the Civil Space Co-chair with the Secretary of the Air Force General Staff for range and launch infrastructure modernization, and produced a presidential policy guidance report.
Primary liaison with significant responsibilities to the leadership of NASA in its relationship with the National Reconnaissance Office, Missile Defense Agency and US Air Force for areas of mutual interest applicable to launch
As the Chairperson of the International Standards Organization Committee for Space Data Communications and Information Standards, (SC14, TC-20, SC13, CCSDS) I led a highly diversified, international assembly of nation representatives that develop and govern common space data standards for communications protocols, data archive and other data standards used by all space faring nations. I leveraged their individual investments in space systems to develop common interfaces and software systems.
NASA and United States Representative for Data and Information Standards, acts as head of delegation focused on space communications standards to enhance interoperability, reduce costs and promote the peaceful use of shared space applications.
Restructured the NASA Data Systems Program as an agency wide body for the development of common NASA engineering and data standards for future missions keyed to the Enterprise strategic objectives
NASA Liaison, serving as Chief of Staff to the DUSD Space (SI) with the primary focus of this position involved the leadership of a multi-agency office directly reporting to the Assistant Secretary of Defense for C3I.
Chief of Staff, performed the duties of manager / supervisor of 22 senior (GS-14/15, ST) level scientists and engineers.
Contributed to the implementation of three primary multi agency partnerships;
oThe early use of space systems in support of disaster preparedness, (Pacific PDC)
oIntegration of intelligence and civil agency programs of common focus,
oEstablishment of the Space Architect
oDevelopment of the National Security Space Master Plan and Guidestars
STRATEGIC PLANNING
Technical advisor on legislation, policy and the ensuing regulations that established the requirements and standards for space launch infrastructure and space launch operations to support National Security Space, NASA, commercial launch activities and a significant number of strategic warfare test and evaluation missions. Led a multi-agency partnership in the planning, design, and coordination of the Transformational Communications Architecture, Launch Enterprise Transformation, Capabilities Based Assessment and Joint Assessment Team
Coordinated the agencies policies for shared space services within the agency and its customers, and interacted with the Congress and the OMB Staff to implement the agency partnership strategy. Served as Staff Director for an office of 25 government and military personnel in DUSD (SI)
TECHNOLOGY DEVELOPMENT
Led the Space Shuttle payload development, launch and operation for the remote sensing mission SRTM on STS-99 include these firsts in space:
olargest rigid structure ever flown in space, first use of single pass radar interferometer, first continuous, high resolution map of the Earth's surface between 60 degrees North and 56 degrees South latitude.
Initiated the Earth Science Instrument Incubator program which developed high technology, state of the art instruments for the NASA’s ”A-train” of low earth orbiting science missions.
Program manager for the first use of evolving drone technologies through work performed at the Aurora Corporation.
Cadre lead for the infusion of CubeSat and nanosats to develop a science capability of LEO missions. ARISS (worked closely with external stakeholders leading an outreach project to integrate amateur radio on the International Space Station.
Senior NASA Systems Engineer for the first laser ranging system for NASA at the Alaska Synthetic Aperture Radar Tracking Facility through a cooperative arrangement with the University of Alaska Fairbanks
National Security Space Systems engineer for a national imaging satellite system serving as :
