R/E: Letter of Recommendation, Wanting Huang

Date: July 18, 2006

To Whom It May Concern,

I serve as the Assistant Director of Pathology, Hagerstown Medical Laboratory, Washington County Health Systems, Hagerstown, Maryland, as well as the Medical Director of the Blood Bank, Medical Director of Surgical Pathology, and the Medical Liaison to the Evening Shift, where Wanting Huang currently is employed. I have known her for over one (1) year. Since her arrival, it quickly became clear that Ms. Huang is a focused, disciplined personality of high intelligence who quickly became an important and valued member of our Organization. She has rapidly progressed from a new graduate to a Medical Technologist who performs at a high degree of proficiency, shouldering her important responsibilities of providing care to our patients in fine fashion. She is proficient in all fields of Medical Technology, and carries my full confidence in her abilities. She deserves my complete and high recommendation of her professional abilities, and is fully qualified and competent in the Blood Bank, where she requests a transfer of her Visa to the Johns Hopkins Health Systems. I unswervingly endorse her request as a well qualified applicant. As an American, I can safely state that Ms Huang represents the caliber of H1B candidate the United States needs to remain competitive in her specialty of Medical Technology, given the dire shortage we now have. Her leaving Hagerstown Medical Laboratory will be regretted by the Organization and by me, but she will continue to serve our patients in the State of Maryland, as the Johns Hopkins Health Systems is one of our referral centers. I am familiar with her family in Taiwan, which I know to be an honorable family of which I have great respect. Their upbringing is clearly reflected in their daughter. Ms. Huang is someone I respect personally as well as professionally. She deserves the same opportunity that my grandfather did, ninety years ago. I can be reached at 301-***-**** should there be any questions about my unqualified recommendation of Wanting Huang.

Chris J. Dempsher, M.D.
