LEAD TECHNOLOGY SERVICES FIRM that provides business analysis, business process reengineering, enterprise architecture analysis and design, strategy formulation, data modeling, systems development services, and management of business operations for health care agencies and organizations.

Serve diverse business, health care and government clients, ensuring accountable management of multiple functional areas including HR, accounts payable and receivable, financial analysis, 401K fiduciary, insurance benefits, employee motivational/wellness programs, flexible/health savings accounts, and marketing.

Gather and clarify contract requirements; lead development and manage implementation of complex new systems across multiple functional areas.

Leverage automated database management systems, Microsoft CRM tools, MS Excel (pivot tables, macros, formulas), relational databases, and Access to analyze and compare/compile data.

Since 1996, have provided oversight for numerous contracts at US Department of Health and Human Services (HHS) Program Support Center, Health Resources & Services Administration (HRSA), and Agency for Healthcare Research and Quality (AHRQ), as well as Fannie Mae, National Institute of Standards and Technology, OTSUKA USA, and US Coast Guard.

Have led HR functioning for large employee teams, performance appraisals, employee discipline and performance improvement counseling, DHS I-9 verification for technical staff, ensuring OSHA compliance, and VETS 100 filings.

Representative Heath Care and Related Projects:

HRSA GRANT MANAGEMENT. Negotiated and managed $3M, 5-person, 4-year contract with Health Resources & Services Administration (HRSA) that pioneered the streamlining of business processes for 4 major bureaus with grant making authority. Led implementation of system providing standardized grant disbursement. New system expedited and improved overall grant distribution funding. Managed direct contract negotiations, monthly billing invoices, personnel staffing and was liaison between 20 government system stakeholders.

HRSA NATIONAL HEALTH SERVICE CORPS. Led $15M, 30-person, 4-year contract, directing recruitment for HHS for 4 years, pairing doctors with facilities in underserved areas. Implemented nationwide call center to recruit new doctors (300 scholars yearly) and 2,500 healthcare facilities. METRiX hosted national and regional events and designed program structures, activities and networking sessions facilitating the match making. Our unique Microsoft CRM system tracked process from initial interest, pre-employment interviews, and contract employment negotiations to executed employment agreements and subsequent follow-up progress assessments with the doctor and healthcare facility. I managed direct contract negotiations, monthly billing, staffing levels and was the liaison between 15 government system stakeholders. Also addressed indirect cost accounting reporting and government audits.

HHS AGENCY FOR HEALTHCARE RESEARCH AND QUALITY (AHRQ). For this $14M, 12-person, 10-year contract, I worked with doctors nationwide to provide mobility in accessing a database library reserve research documentation concerning on going health trials. Our development team was in constant contact to implement the access for various mobile devices and platforms. METRiX team led forums to conduct Agency “how to tips” for database access.

HHS PROGRAM SUPPORT CENTER (PSC). For this $6M, 6-person, 11-year contract, I have le support for the agency’s project management information system since May 2005. As part of the “One HHS” 10 by 10 Directive, HHS began to implement one consolidated and fully integrated Asset Management (Sunflower Assets) enterprise solution.

COMBAT SOLDIERS RECOVERY FUND. Helped founder N. Garland Miller in the initial stages of 501(c)(3) filing, website development, cash/merchant banking site contributions and enthusiastic volunteer fund raising communications, activities and community outreach. The foundation gives a $300 stipend with no administrative hassle to returning wounded soldiers receiving medical care at Walter Reed Medical Center. To date, the foundation has been able to give $300,000–$500,000 annually to Walter Reed Medical Center patient soldiers.

FAMILY SERVICES AGENCY-SHEPPARD PRATT. Under my leadership, METRiX officers served on the board’s finance committee for 7+ years, leveraging relationship with EAGLE Bank to refinance their real estate holdings, and provided various other forms of support.
