Sr. Manager of Global HR

Key leader responsible for the strategic vision and tactical implementation of the Global HR philosophy under the Chief Operating Officer: aligning HR objectives to organizational goals and managing a portfolio of domestic and international projects and clients, supporting and advising managers, individuals and teams on a range of HR disciplines.

Overseeing the HR operations for 23 USAID, DOL and USDA projects implementation in 20 countries and in excess of $60 million in awards.

Established a stronger Global HR culture through effective cross-functional collaboration with program leaders at the HQ office, the Chiefs of Party and the HR representatives in the field, with a focus on continuous process improvement and communication.

Build & develop the capacity and technical skills of the Global HR staff in 26 projects and 2 generalists in the US.

Lead HR Ethics and employee relations investigations in various countries (Yemen, Afghanistan, Morocco) and provide recommendation for final resolution and prevention.

In charge of the oversight of the employment life cycle of all US expatriate and Third country nationals posted outside the US.


Designed and implemented the first International Allowances Policy through buy-in from six key departments, which reduced the unallowable costs of expatriate compensation, allowed clean sheet audits, streamlined bids/proposals budgeting as well as improved recruiting process through consistent, uniformed offer packages with pre-determined costs.

Established the company’s HR global audit process to identify and correct classification, recruiting and termination compliance deficiencies, within the legal local contexts which created the necessary awareness for local HR staff.

Launched the Global HR community through the internal social platform (Yammer) for real-time collaboration and was credited with the establishment and capacity strengthening of the Global HR Team through effective hiring and technical training of local HR practitioners in 75% of the field offices.

Successfully implemented the Field HRIS Data Integrity establishing a system capturing accurate organizational headcounts reducing our global staffing data errors by 40%.

Established the company’s first Field Office Ethics & Compliance Handbook to non-US staff.

Lead the negotiation and acquisition of a new Compliance and Hotline provider with a savings value of $20,000 over 2 years.

Designed and implement country-based recruiting, compensation and incentive programs for field staffs in 11 countries with historically high litigation of terminated staff. The new policy resulted in a reduction of legal cases by 70%.

In collaboration with the COO, manage the company’s staff re-classification as a result of the compensation study and analysis performed in July 2016, to align with the upcoming FLSA update and the annual merits, promotions and equity’s adjustments.

Reduced the field turnover rate by 20% and increased staff retention using internal movement and cross-functional training of staff.

Using the Lominger Method, developed and launched the Leadership Training program for Senior international country leads as well as newly promoted managers.

Global HR Manager

Key leader responsible for the roll out of the strategic HR plan worldwide under the direct supervision of the HR Director: aligning HR objectives to organizational goals and managing a portfolio of global business units, supporting and advising individuals and teams throughout the company on a range of HR matters to ensure alignment with company and local regulations. As the HQ HR Manager, I was overseeing the HR operations for USAID and other donors ‘funded project worth over $100 million in awards in over 30 nations.

Overseeing the HR operations for USAID and USDA projects implementation in 25 countries and in excess of $75 million in awards. Achievements

Project leader in charge of the assessment, study, buy-in and successful deployment of various HR related systems with a long term and global value proposition to our internal stakeholders.

Oversee the global talent acquisition process and train junior recruiter on key regulations and practices within USG awards.

Full cycle HR Global support to the Expatriate employees working in over 24 countries from orientation, relocation to exit.

Lead the system and process assessment and improvement with the payroll manager to reduce payment processing to 5 steps

Streamline the execution of the international assignees total compensation and benefits election.

Partner as the Global HR consultant with technical leads for bids, awards, recruiting events, staffing and all staff related actions.

In charge of the data collection and delivery of the Quarterly HR metrics with notable outcomes: reduce onboarding length and costs, decreases turnover and better information sharing to field offices.

Sr. HR Generalist - International

Direct report to the International HR Director delivering tactical, strategic and proactive HR expertise to global clients in over 23 countries to support USAID Global projects world-wide.

Closely support the recruiting team & hiring managers in sourcing and reviewing candidates as well as finalizing the offer packages for US domestic, expatriate, third country and local county staff members.

Advise program Directors on local employee’s entitlements and close down requirements to avoid litigation and expenses.
