DUTIES AND RESPONSIBILITIES :
1. Carries all Construction Monitoring & Supervision regarding the on-going fabrication & erection. Implementing inspection as per approved Procedure, ITP’s, Quality Control Plan (QCP), Codes & Standards. Attend weekly QA/QC meeting with the client. Verified all the LBE arrisen discuss with the client and replied. Implement & issue NCR as per project specifications & requirements.
2.Carries all Construction,Pre-Commissioning, Supervision, Inspection,Testing & Nitrogen Testing required by the project specification, approved quality control plan (QCP) and procedures, codes & standards. Implementation of NCR and Maintenance of the Company site quality management system.
3.Carried out the Inspection as per Project Specs and doing inspection of necessary Under ground / Aboveground (HDPE, GRE, GRP, Carbon Steel, Stainless Steel, Super Duplex, Duplex), pipelines and equipment installed on site. Checked with Sub-con QA/QC for the Inspection required as per Inspection and Test Plan (ITP). Go with the client and Sub-con in doing walk down of necessary Test Package. Checking Inspection of System and Sub System as per support list and procedure required before doing the Hydro-testing. Do punch listing of lines and equipments as per System and Sub-system. Witness the hydro-testing and N2 purging as per procedure required. Checking of necessary punch item if been cleared and line are-installed before signing the Mechanical Completion Certificate (MC).
4.Monitoring of contractor activities at site. Checking of contractors activilties if following as per Inspection & Test Plan (ITP). Checking of line and support discrepancy, and check with engineering regarding the required changes. Coordinating with the in-line Superintendent regarding the completed lines that been completed and the queries arised. Go with the client, sub-con and company QA/QC in doing walk down of System & Sub-system of lines. Do punch listing of lines as per System and Sub-system and coordinate with QA/QC before doing the hydro-testing. Checking of all calibration certificate of all the equipment to be use for hydro-testing. Coordinate with Sub-con QA/QC and checked for the necessary punch item (A) if cleared before doing the hydro-testing.
5.Checking for structure and piping layout’s before cutting and checking of fit-up of pipe, pipe spool and structure before doing any welding. Checking of construction activities if as per Inspection & Test Plan (ITP). Checking for the elevation of pipe slippers and pipe racks before allowing the pipe lines to be erected. Inspection of line as per test pack, check for fit-up & weldments, check for the NDT requirements. Do report for inspection to main company QA/QC. Request for hydro-testing of line, clearing of puchlist required by the main company. Submit all necessary test pack for approval. Supervision in field Piping Erection, Hydro testing, N2 purging of lines and pipe spools. Lay-out / erection of all necessary platforms required. Checking for calibration certificate of all pressure gauges, relief valves, hydro-test manifolds, and recording chart, same as the necessary check valves to be use before doing the hydro-testing. Check for field queries and revisions as per field requirements. Do checking in doing bolt tentioning of necessary flange connection if as per project requirement . Do final surveying of concrete base for pumps and motor before doing the final installation. Doing punch listing of System and Sub-system. Coordinate with company QA/QC for the final walk down and Inspection required.
6.Do line checking as per system and sub-system for required as built. Supervise in field Erection / Installation of Equipments, HRSG, BOP Piping Systems and Hydro-testing. Checking for calibration certificate of all pressure gauges, relief valves, hydro-test manifolds, and recording chart, same as the necessary check valves to be use before doing hydro-testing. Checking of construction activilties if as per Inspection & Test Plan (ITP) requirement. Coordinate with company and client representative for the inspection required for each activities that being done. Make necessary Test Package and Inspection Package for the system that been done and submit to the client for approval. Do valve and support checklist required for each system and submit to client for verification and approval. Coordinate with QA/QC and with the client representatives in doing walk down of System & Sub System of lines. Do punch listing of lines as per System and Sub-System and coordinate with QA/QC before doing the hydro-testing. Checking of necessarry lines if re-instated after hydro-testing and all punch list are being cleared. Coordinate with the client’s representative for final walk down.
7.Permit Coordinator (PTW) for all Pre-Commissioning, Commissioning and in the on-going Contruction works. Liase with Client Operation for the Job Hazard Analysis (JHA) and revert any changes in work. Checking of Test Package as per System and Sub System if necesary punch item (A) as per construction is been closed, Inspection & Test Plan (ITP) is followed thru out the construction phase and Mechanical Completion Certificate (MC) is signed and released for Pre-Commissioning. Coordinate with Commissioning Manager regarding the Commissioning requirements for as per System and Sub System. Check and applied for the necessary Work Permit required as per System and Sub-System. Engaged in Commissioning of Heat Recovery Steam Generation (HRSG) such as go with the client representative in doing inspection of boiler drums, boiler casing and necessary boiler lines. Supervise in preparation till completion of Boiler Chemical Cleaning and Steam Blowing of 20” dia. main steam header line and 10” dia. steam line from the HRSG, and check the steam line cleanliness thru brass target plate. Supervise in doing Nitrogen (N2) blancketing of Boiler Drums. Supervise for doing fan blade angle pitch inspection and adjustment of gas and lube oil coolers. Checking out the system as per PEFS drawing, issue, instruct and check out the lines to be commission before the Company representative. Doing request to Company, discuss the system and sub-system to be commission and raise up the necessary permits required. Supervise in doing air blowing of necessary lines such as airline, tool airline, nitrogen line and main gas line for line clean liness with 7barg pressure, and water flushing for line cleanliness of fire water line, service water line, and denim water line. Go with the client in doing inspection of Compressors Suction and Discharge Scrubber Vessels. Checking of all relief valve certification use in plant and sent them for re-calibration and Pop Testing of client’s approved calibration company. Supervision in doing bolt tentioning of necessary Gas Line Flange connection and for the boiler lines if as per project requirements. Doing Pop Testing of relief valve install in HRSG main Boiler Drum and in the Super Heater. Supervise in doing Nitrogen (N2) leak testing with pressure of 33 barg of main Compressor Suction and Discharge Line. Supervise in nitrogen purging of main Gas Fuel Lines before Gas-in, same as the main Compressor Suction and Discharge Header Lines. The reading must be zero oxygen percent on lines. Supervise in all necessary gas line tie-in’s from existing lines to new lines. Supervise in commissioning of 2 phase and 3 phase Separators, and checking for function of all control valve in line, and for the commissioning of all underground Drain Vessels and Flare Knock Off (KO) Drums, till lighting up of Flare System. Assist Electrical and Instrumentation in Supervision for loop checking and electrical motors direction and vibration checking. Assist GE/NP representative in doing over speed test and line function test for turbine to trip. Run the turbine for 24hrs, 3 days and 1 week performance run. Act as Company Single Person Responsible (SPR) for everyweek end of the construction plant.
During OMS Period
1)Checking/monitoring of Fuel Gas Filter differential pressure and switching of filter from on-line to standby if it is reach the maximum pressure required for the in-line filter.
2)Monitoring of Turbine Gas and Lube Oil temperature same as for the vibration of Gas and Lube Oil Fan Motors.
3)Checking/monitoring of Turbine Performance, record and report to the Operation Manager for the abnormalities found out. Coordinate with the client operation on duty regarding the day to day Turbine operation. If there is some abnormalities found out, check and coordinate with the operation personnel. Check / study in the Turbine hard copy and check with the client operation for shutdown schedule. Check and prepare all the necessary materials required, and coordinate with the Engineering Maintenance Personnel regarding the manpower, equipment and tools for the work to be done.
4)Coordinate with the Turbine Control Engineer, regarding the hours run by the Turbine in the first year of operation. Report to the OMS Manager regarding the first Combustion Inspection (CI) of the Turbine when it reaches 8,000 hours or to a maximum of 16,000 hours,
5)Coordinate with the OMS Manager and NP/GE regarding the manpower requirement for the C.I. to be done, I.E. the turbine technician, personnel to assist, equipment and tools required. Check/prepare all necessary materials required for the C.I., especially the turbine liner. Coordinate with the operation for the closing of necessary block off valves and control valves and lines to be block off or spaded, nitrogen purging of lines and override/lock off carbon dioxide lines. Full Supervision and coordination with the Turbine Technician and Engineering Maintenance Personnel thru out the C.I. work, till start up.
6)During Combustion Inspection time, HRSG will be open and check/repair all necessary damage been found internally.
8.Check and review the sub-contructor’s approved Method of Statements, and monitor the implementation of approved Method Statements.
9.Conduct daily toolbox talk and discuss the work activity & risk for the job to be done and re-toolbox talk again if there’s some changes regarding the work activity.
10.Prepare necessary work permit required for fabrication and in field works. Liase with client operation on duty for the gas test required. Revert any changes in work with the operation.
11.Supervise shop fabrication and field erection / installations of various pipe racks, tanks, pressure vessels, exchangers, pumps & motor and all the necessary equipment, required in various Refineries, Gas Plant, Petro Chemical Plant and Power Plant Project.
12.Supervise shop fabrication and field erection of different piping arrangement such as Slug catcher, Pipelines, Refinery Plants, Gas Plants, Petro Chemicals and Power Plants, Regarding Pipes and Pipe Spool depending on size and schedules.
13.Review isometric drawings and prepare material take-off list as per isometric drawing.
14.Itemized required materials according to classifications, specifications and various types.
15.Supervision / Monitoring for the preparation and hydro testing of all pipe spools and pipelines.
