Recently, as a Director in the IT Strategy Practice at an international management consulting firm (ISG), managed engagements that focused on digital transformation and business intelligence.

As a Management Consultant at Kaiser Permanente, managed the renegotiation of a $53 million, offshore IT managed services contract with Accenture for application development and infrastructure services that resulted in an additional 17% discount.

Developed a Business Intelligence (BI) strategy at Arizona State University to build an enterprise data lake at AWS to integrate data from Workday Financials, PeopleSoft, and Salesforce.

Developed an infrastructure sourcing strategy for Baxter with IaaS alternatives to reduced costs for over $200 million of outsourced infrastructure services with IBM in the United States, Europe, and Asia.

Prior to the merger of two leading TPAs ($120M VC-backed), served as the CIO for the acquiring company while working with our VC to perform the IT due diligence on the targeted company. After the merger, planned and directed the integration and consolidation of all areas of IT:

Restructured the new IT organization comprised of over 150 IT professionals to gain economies of scale and meet the financial expectations of the VC.

Merged all IT projects into a formal PMO, established new IT governance, and implemented the operational metrics to track consolidation of applications and infrastructure.

Developed the IT strategy and roadmaps for applications, data management, and infrastructure as well as the business cases needed to support the corresponding IT capital investment.

Developed the business strategy for the personalization of all products and services on Internet, mobile, and IVR channels for 9 million members located around the world. Worked with all product managers to align product roadmaps, personalization opportunities, and initiative funding:

Leveraged the IBM Financial Enterprise Architecture FrameWork (IFW) to define the future state of the data architecture needed to support the digital channel personalization strategy.

Demonstrated the skills and technologies needed to enable the future state of personalization for the digital channels by managing the development of a prototype of an online digital agent that performed real-time data mining to proffer personalized financial advice.

Executive Advisor in Enterprise Architecture 2005 – 2006

Anthem (Los Angeles, Indianapolis, Atlanta & Manhattan)

While reporting to the CTO, planned the restructuring of all architects following the Anthem/WellPoint merger. Evaluated over 40 architects, reorganized architects into teams, and prepared the $7 million operating budget for the teams.

As the Executive Liaison between the CTO and CMO at Anthem, directed the technical oversight for over 70 Accenture offshore developers during the redesign of the digital channels:

Managed a cross-functional team of over 20 architects including enterprise, application, data, and infrastructure architects who steered the redesign of the digital channels for the 33 million members.

Advanced the use of service oriented architecture (SOA) for application development while incorporated the use of IBM’s Enterprise Services Bus (ESB).

Directed the IT governance for the service delivery of $20 million of outsourced IBM infrastructure services needed to support all new digital channel initiatives.

Management Consulting & Internet Ventures (Tampa, Oakland & Portland) 2000 – 2005

Managed all preparatory work that led to a successful Sarbanes-Oxley audit conducted by Ernst & Young for Information Technology and Human Resources at a $2 billion digital imaging company.

As VP/CTO of an Internet marketing company (Yesmail.com), managed all software development and technology infrastructure. This company used a SaaS business model to deliver personalized email marketing campaigns over the Internet:

Managed $3 million of new capital funding and over 40 FTE who planned, developed, and brought to market a new integrated product suite.

Developed an online business intelligence platform using Cognos that delivered near real-time analytics on email marketing campaigns for clients like HSN, AT&T, and Nike.

Chosen by the CEO of Kaiser Permanente to join the executive team and to serve as the founding Vice President of Technology/CTO of a spin-off Internet company (Carepanion.com). This Internet company was funded by a joint venture between Kaiser Permanente and IBM:

Managed $6 million of start-up capital to acquire all software licenses and negotiate all contracts for IBM outsourced hosting as well as consulting services to launch this Internet startup.

Managed a team of IBM web developers that brought to market a business-to-consumer portal used to sell chronic-care products.

Kaiser Permanente (Oakland, Denver, Atlanta, Baltimore & Portland)

Created and directed the national IT Center of Excellence for Digital Services; scaled the organization to almost 150 FTE with a budget of $24 million. Built five national portals that enabled the 8 million members, physicians, vendors, employees, and the public to access information and services:

Teamed with the CIO to develop the IT Strategy for digital channels in order to secure approval and capital funding from the executive operating committee chaired by the CEO.

Directed all IT planning for the digital channels including serving on the CTO’s Technology Planning, Architecture, and Design Review Board.

Established and co-chaired the National Council for Digital Services that consisted of vice presidents and executive directors from each region who formed policy, determined priority, and assessed the ROI of proposed digital channel initiatives including KP Online.

Directed over 70 web developers in seven regions who worked in concert to consolidate and integrate over 200 regional websites that used Java, C++, WebLogic/Oracle, WebSphere/DB2, and .Net/SQL Server into the appropriate digital channels.

Standardized security policies for firewalls to enable national consolidation. Directed security architects, engineers, and administrators who designed and built mirrored firewall complexes for the two national data centers to handle all Internet traffic.

Managed a $12 million capital initiative to build the production infrastructure for all digital channels across the two national data centers. In addition, directed the reengineering of all regional WAN infrastructure to interconnect 70,000 desktops across seven regions into one national intranet.

Managed the Project Management Office (PMO) for the CIO. Tracked the progress and expenditures for over $60 million of IT investment projects in accordance with the business case for each project:

Audited consolidated reports from the enterprise project management system to ensure all IT managers accurately tracked projects according to deliverables outlined in business cases.

Led negotiations for master licensing agreements for new enterprise software that set the course for consolidation and centralization of common operations across major lines of business in the four decentralized regions of the bank.

Administered a $10 million budget for application software maintenance while working closely with corporate attorneys to consolidate all licensing agreements.

Produced a technology exhibition at a retreat for over 50 senior executives of the bank. This exhibition featured the strategic technologies of the bank’s 20 largest IT vendors such as AT&T, CISCO, IBM, Microsoft, and Oracle.

Led my peer technology planning managers through the development of the Enterprise Technology Roadmap:

Set enterprise standards for over 60 technologies including hardware platforms, network technologies, messaging systems, operating systems, middleware, database systems, and security measures.

Served as the executive liaison between the Chief Marketing Officer and all IT managers to facilitate resolution of all IT issues affecting timely delivery of new products to market.

Served full-time for one year on a cross-functional task force charged with developing the enterprise architecture for all lines of business of the bank using the Zachman Framework:

Led the development of the enterprise data model that provided the blueprint for building the enterprise data warehouse needed to support customer relationship management (CRM).

Managed 17 IT consulting engagements as the principal client contact for the firm. Performed new business development, contract negotiation, recruiting, staffing, sub-contracting, budget tracking, project reporting, and client handling.

These engagements encompassed acquisition of accounting software, system audits, business requirements definition, and full-lifecycle application development. During my last engagement, managed $2 million and 15 FTE that developed an IBM mainframe voter registration and election management system for the County of Los Angeles.
