OBJECTIVE

Position of employment within your organization as a Welding Engineer or

Construction QC Supervisor who is involved in manufacturing, new

construction or overhaul and repair of weld fabricated products and

components. Responsibility of code enforcement to include quality

requirements, management and application of welding processes,

nondestructive testing inspection and related documentation of all welding

processes as they apply to production requirements. Experience in

application of welding processes to commercial, military and aerospace

fabrication codes, standards and specifications. Evaluate and compile for

final presentation of complete data package in accordance with governing

codes and standards for final acceptance and commissioning prior to start-

up.

QUALIFICATIONS

Thirty seven years as a professional Welding Engineer and QC Supervisor

utilizing my knowledge in engineering, contract administration, quality

assurance and inspection as these tasks have applied to my experience in

construction management, manufacturing and fabrication in refineries,

pipeline construction, power plants, shipbuilding and ship repair

industries. I have experience and knowledge in construction management of

oil refineries, nuclear and non-nuclear power plants, natural gas pipelines

and high-speed rail transit projects. Promoted as supervisor over

installation of MIC Level 1 (sub safe) materials and again promoted to

Branch Head of nondestructive testing (NDT) and sub safe materials with the

DOD, US Navy. Conduct many research and development projects in the use and

application of manual, semiautomatic and automatic welding processes as

they may apply to ferrous and nonferrous alloys. Issued Lifetime Teaching

Credentials for the State of California in Vocational Education, and have

twelve years experience teaching welding technology, metallurgy,

shipbuilding, blueprint reading and nondestructive testing. Served as

Technical Advisor to various Community Colleges, Los Angeles Trade Tech and

Naval Intelligence Service. I have been trained and certified by AWS

(American Welding Society-1981 and recertified 2003) as a CWI (certified

welding inspector), ASNT as a TC-1A Level II nondestructive test inspector

using the dye penetrant and magnetic particle inspection and a Level III

radiographic film interpreter for the US Navy. Additionally trained and

certified by the US Navy, Radiological Affairs Support Office (RASO)

Yorktown, Virginia as Radiation Safety Officer. RIFed (reduction in force)

and subsequent base closure LBNSY in 1997. Valid Transportation Worker

Identification Credential (TWIC 2/2014) and US Passport issued in 2007 .

Senior Field Inspector assigned to the Southern California Gas and San

Diego Gas & Electric (SEMPRA) Pipeline Safety Enhancement Project

responsible for nondestructive testing (NDE) inspection and subsequent

hydrostatic testing of transmission and distribution of natural gas piping

systems for compliance with DOT Title 49 Part 192 Code of Federal

Regulations for TRANSPORTATION OF NATURAL AND OTHER GAS BY PIPELINE:

MINIMUM FEDERAL SAFETY STANDARDS. Currently, developing the Operator

Qualification training programs for new incoming field inspectors.

Marvin Engineering Company. Inglewood, California

Welding Engineer for the Marvin Group responsible for quality requirements

and management of all welding processes, nondestructive testing and all

related documentation in accordance with ISO 9001 program requirements.

Proficient in fabrication of heavy aluminum structures, heavy structural

steel fabrication including both plain carbon steel and high strength, low

alloy steel, titanium gimble housings, 17-4PH and austenitic stainless

steel(s) using the SAW, GTAW, SMAW, GMAW, FCAW and Electron Beam welding

Supervisor for the Jacobs Construction Management team to evaluate ongoing

construction activities of The Industrial Company (TIC) to build and

construct a dual unit, large capacity ElectroStatic Precipitator including

all mechanical and ancillary piping systems inspection and related testing.

Inspect various facets of work on the construction site and perform

continuous surveillance of immediate construction activities to ensure

compliance with all applicable codes, standards, and specifications.

Discover issues of nonconformance and participate in discussions to

determine immediate appropriate resolution.

Temporary assignment to the ConocoPhillips, Carson refinery as a QC

Supervisor responsible for Material Management, technical coordinator and

final turnover of all purchased hardware to the Coker Yield, Coker Main

Fractionization, Coker Deheading and the Flare Gas Recovery projects.

Upon completion of LAR SHELL, assigned to the EXxonMobil Refinery in

Torrance, Ca. as QC Supervisor during the installation of a dual unit,

large capacity ElectroStatic Precipitator. Required supervision of Jacobs

North American Field Service direct hire employee(s) and nondestructive

testing contractor's inspection activities during the hot tapping and re-

routing and installation of all underground piping and implementing

applicable customer specification(s) and the project Quality Assurance

Manual.

Completed assignment at the SHELL LAR refinery as QC Supervisor during the

fabrication and installation of two 40 kv ElectroStatic Precipitators (ESP

@ 1,000,000 man hours) designed by HRC Research which included the

replacement of the Regenerator Planem and Dome, two Waste Heat boilers and

installation of all ancillary power piping and utility piping.

QC Supervisor responsible for in process and final piping systems

inspection (punch list) and evaluation of applicable isometric piping

drawings and supportive P&ID drawings for proper installation. Inspection

for completion prior to hydrostatic testing, final inspection and

QA/QC Certified Welding Inspector assigned to the Intermountain Power

Project in Delta, Utah for Los Angeles Metropolitan Water District. CWI

responsible for all QA and inspection requirements during the inspection,

repair and overhaul of a 750 megawatt, coal fired power plant for the Los

Angeles Department of Water and Power. Developed the final Data Package for

R-1 ASME Stamp and obtained final acceptance from the State of Utah ASME A-

I Inspector. Initial assignment as QA/QC Piping Systems Inspector.

Responsible for in-process and final piping systems inspection (punching)

and evaluation of applicable isometric piping drawings and supportive P&ID

drawings for proper installation. Inspection for completion prior to

Foreign assignment to the Royal Dutch Shell/Petromin Oil Refinery

construction project in Al Jubail, Kingdom of Saudi Arabia. Project Welding

Engineer responsible for the prefabrication of all pipe spools and

structural steel fabrication used to construct and build a 250-mbpd grass

roots refinery. Responsible for the development and implementation of the

construction quality control program used for the production shops and

throughout final assembly and installation into the refinery.

Pipeline (NBPL). Construction of the largest natural gas pipeline in

strength low alloy carbon steel pipe buried 25 feet in the ground.

Qualified welding procedures, performed vendor surveillance and provided

technical support to pipeline contractors and vendors to assist and resolve

welding, NDT inspection and documentation issues. Responsible for

implementation and training of DOT Title 49, Part 192 and the NBPL QA/QC

program requirements and certification of all welding inspectors,

construction engineers/inspectors. Provided vendor surveillance during the

fabrication of metering stations and pumping station pipe fabrication used

during construction of the NBPL.

Initially assigned to the Strategic Petroleum Reserve (SPR) project for the

reports related to piping systems, fabrication and installations.

Surveillance of existing construction field contracts for contract

compliance on the SPR oil storage facilities throughout Louisiana and Texas

and monitored vendor fabrication of all project hardware and tooling.

Transferred Philadelphia, Pa on the North East Corridor Improvement project

for the Federal Railroad Administration and AMTRAK to build the 180 mph

commuter service from Washington, D.C. to Boston, Ma. as the Assistant
