proposal development activities. Also negotiated contract terms, and

and performed recruiting efforts in support of business expansion.
Identified teaming opportunities for expansion of business and responsible
for establishing teaming agreements with strategic partners and maintenance

MANAGER, CONTRACTS AND PROCUREMENT 1995 - 2000
Safe Sites of Colorado, LLC Golden, Colorado
Responsible for managing the prime contract, averaging $150 million
annually, as well as managing all Procurement and Supply Chain support
activity personnel, responsible for $70 million annual expenditures, for
this start-up environmental services subsidiary of Westinghouse Electric
Corporation. This company had significant responsibility for clean-up and
closure at the Rocky Flats Environmental Technology Site. Responsibilities
included prime contract administration activities; supporting significant
subcontract negotiations; overseeing cradle to grave procurement
activities; providing Project Management input, as well as providing Asset
management. Supported phased-in implementation of PeopleSoft procurement,
financial, and human resources modules over cross-functional team and also
across four member contractor team operations. Utilized lean/six sigma
techniques to significantly improve overall company Procurement performance
sufficient to earn special recognition from the company President.
MANAGER CONTRACTS/SUBCONTRACTS 1994 - 1995
Loral Corporation Rancho Santa Margarita, CA
Oversaw all contractual aspects of a $120 million contract for this
aerospace manufacturer, including working with customer on contract
modifications; proposal development; negotiation of Supply Chain issues
such as costs and delivery schedules for subcontracts in support of
manufacturing requirements; support of Program Management; and marketing
efforts. Managed a staff of over 20 personnel. Participated in key
program review meetings with client senior management. Achieved a 20%
reduction in the cost of the primary electronic component (which
constituted 80% of total product cost), through negotiations with strategic
partner. Reduction achieved primarily through demonstration of integrity,
resulting in a significantly enhanced competitive position for the product.
Achieved significant improvement in staff morale, resulting in greatly
improved staff performance.
VARIOUS POSITIONS OF INCREASING RESPONSIBILITY 1976 - 1994
Westinghouse Electric Corporation Various Locations
Magnet Systems Division in Round Rock Texas, responsible for the management
of a contract for the primary magnet components on the Super Collider
Program, for this commercial power generation and distribution equipment
division. Provided substantial leadership in Government contract
management and Procurement practices. Participated in the development and
negotiation of proposals and assisted in resolving audit comments from the
Defense Contract Audit Agency. Assisted in developing successful legal
strategies in the litigation and recovery of $4.5 million in disallowed
contract costs. Co-wrote a termination proposal resulting in a $93 million
settlement (more than 50% of the contract value) and successful contract
closure, upon cancellation of the program by Congress.
Prior assignment was at the Waste Isolation Division in New Mexico as the
Manager of Procurement and Administration. Key responsibility to manage the
Procurement group, ensuring effective administration of subcontracts from
inception to closeout. Assigned expanded responsibilities for warehouse
activities, property/asset management, records management, and
miscellaneous administrative functions. Oversaw a budget of $50 million,
six Department Managers and 50 personnel. Re-engineered the Procurement,
warehouse, property management, and records management systems, improving
performance and cost effectiveness in each area. Recognized by the
Department of Energy and the Governor of New Mexico for coordinating an
innovative program to utilize developmentally disabled personnel to assist
in records management activities.
Began career at the Naval Reactors Facility in Idaho in an entry level
purchasing position promoted to Purchasing Supervisor, then to Procurement
Manager, and subsequently Controller. Supported an operation with 1,000
employees and a $150 million annual operating budget, including $50 million
in outside purchases. Implemented numerous process improvements
streamlining and improving the Procurement process and automating
Controller operations.
