The SNS project involved creating a bespoke geodatabase that would incorporate data recorded by a
Trimble GeoXH 6000 handheld unit. This data consisted of VDOT RFiD Tag coordinates (lat/long). This
data was then transferred to TriGlobal DataView v1.3. This software used GPS/GNSS base stations to
accurately locate the positions of the lines walked by the operators of the Trimble unit. The transformed
data was then to be geocoded in relation to start/end address locations (addresses within 500 meters of the
start end points of each line) I was in the process of creating the necessary address feature class when the
Company lost its contract with AECOM, that Company being VDOT’s principle partner in the project.

Create geodatabase. Replicate and geo-reference existing paper based records for coal seam management.
Beaver coal company had paper based data holdings stretching back two hundred years. My
t ask was to locate, geocode and incorporate within a bespoke Geodatabase, which I was
commissioned to create in whole as Beaver Coal had absolutely no experience with GIS at
t hat t ime, the lat/long coordinates of each start and end point that formed a complete
t raverse, which itself constituted a part of surveyed lines forming complete, legal tax plats.
Since time was a severe constraint on my work I did this in the simplest way I knew how: I
created feature classes for the lat/long points and for the lines that would link them. I then
created a relationship class between points and lines allowing for simple updates to the tax
p lats if and when they should occur. Period of experience in geocoding, 3 months.

GIS Systems Maintenance Technician - Contractor
Assigned to Dominion Virginia Power/Power System Maintenance Department to update, verify and
digitize outdated geographical utility, streetlight, and joint-use pole data to determine pole location,
maintenance history, ownership and number of installed devices to improve billing practices with
municipalities and other commercial interests, i.e., telecommunications services. Extensively utilized
ArcInfo, ArcCatalog, ArcViewer, ArcFM, Excel, Access, and VA Power’s proprietary Pole and Streetlight
Survey Loader Software.
• Selected to train GIS technicians assigned to the project due to established knowledge base and
performance level.
• Recognized by client for intelligent design of job processes, effective team leadership, careful
attention to detail, and productivity.
• In addition, in relation to all periods of employment by Dominion Virginia Power, I used software
developed in-house by Dominion Virginia power to locate power t ransmission poles by
l ati tude and longitude. These coordinates where then matched by lat/long to nearest
k nown locations held in DVP’s GIS tables. These tables consisted of a feature class held
w ithin DVP’s networked GIS suite.
• Fur ther examples of geocoding work: In the UK while working for East Midlands
E lectric, PLC. – Interpolation of substation street address with GE SmallWorld
equivalent of ‘Manage Address Locators” list in ERSI. This also included a subset of
each premise linked directly to each substation. Period of experience covered: 16
months.
• A similar period of experience was obtained in the U K while working for TRANSCO,
P LC, which was at the time the sole agency responsible for t ransporting natural gas to
households and businesses in the U K. I used the OSMT system (Ordinance Survey
M apping Tool). This system is now entirely defunct and has been retired. However the
general principles involved were no different than they are today: use of lat/long
coordinates and tables to map locations onto tables of addresses. Period of experience
approximately 18 months.

Milestones and Deliverables: I have worked as a Journeyman Contractor for
twenty years. At every stage of my career, whether working on Data Capture Units
for East Midlands Electricity, or DPls (digitized pipe lengths) for Transco, UK, or
for any of the Company’s for which I have worked in the USA, I have a verifiable
history of accurate and timely delivery, and of meeting every milestone, which
those company’s have seen fit to set.
I am capable of working to any measurable tolerance given. In the UK this meant
working to a measured tolerance of less than 0.5mm measured separation between
cable runs.
