• Lead Subcontract Manager (SCM) for MILSATCOM Orbital Operations and Logistics Sustainment
Support (MOO&LSS) managing Cost Plus Award Fee (CPAF), Time and Material (T&M), and Firm Fixed
Price (FFP) subcontracts with major suppliers having a total value of ~$250 million
• Led the Subcontracts proposal effort for a $529 million MOO&LSS proposal with eight (8) suppliers: half
of the MOO&LSS proposal was subcontractor effort; received initial proposals at $275M and after
negotiations reduced supplier proposals by ~4%; as a result of my efforts the supplier proposal data was
delivered to the Customer ahead of schedule
• Effectively worked with the Defense Contract Audit Agency (DCAA) audit team on a challenging audit of
the MOO&LSS proposal data; the results were impressive with no findings and no recommended changes
to any subcontracts documentation
• Prevented a stop work event: I was brought in and remedied a situation whereby a letter of intent to
exercise the next option period was not issued to the subcontractor in time to meet the deadline; the
supplier demanded a renegotiation of the subcontract to include revised T&M rates and threatened to stop

work; I negotiated an agreement that stipulated LM would renegotiate the subcontract to include revised
T&M rates if the suppler did not stop work and continued to perform under the current T&M rates until
negotiations were finalized; as a result of my efforts I received a Global Communications Systems (GCS)
Employee of the Month Award
• Subcontracts focal point responsible for reviewing all Next Generation procurement Common Integrated
Processes System (CIPS ) for the MOO&LSS program in preparation of a Government audit; as a result of
my efforts there were no audit findings for the MOO&LSS program
• Lead Black Belt facilitator on the Transformational Satellite (TSAT) Software and Systems Engineering
Financial Metrics Methodology Product Development Kaizen (PDK): TSAT had an adhoc, noncompliant
process for capturing software and systems engineering financial measurements; the PDK, focused on
developing a process for monthly generation of Customer mandated software and systems engineering
financial measurements; the result of the PDK was a standardized, efficient, and compliant process that
met the Customer’s requirements and reduced costs on the program
• Established reliable and consistent methods for reporting Undefinitized Contract Action (UCA) data to
executive management: I led an initiative to improve the UCA reporting process which developed accurate,
monthly UCA metrics for the GCS Internal Operating Reviews (IORs) ; as a result of my efforts I received
a Spot Award
• Supported GCS in achieving its Customer-directed, small business goals by establishing purchase orders
with small disadvantaged businesses in lieu of contracting with large businesses; recognized with a
Supplier Diversity Award as a result of my efforts
Contracts Negotiator, Lockheed Martin MS2 Radar Systems, Syracuse, NY 8/04-10/07
• Managed a high volume of FFP government contracts, on a production program, with a total dollar value
of ~$30 million; managed FFP direct foreign commercial, foreign military sale (FMS), and direct foreign
government contracts
• Developed a Weighted Guidelines tool to assist MS2 Syracuse Contracts personnel with meeting MS2
profit objectives; tool was successfully used to achieve higher profits during negotiations
• Negotiated proposals with Defense Contract Management Agency (DCMA) personnel; achieved higher
program profits during negotiations with DCMA than previous Contracts personnel: historically program
received 12% to 15% in profit and I achieved 15% or higher
• Alpha Contracting experience: collaborated with members of an Integrated Product Team (IPT) and
DCMA to draft contract language for a $40 million FFP long-term contract
• Led the Contracts effort to provide a $69 million cost plus incentive fee (CPIF) proposal within a two week
timeframe; I was recognized with a Spot/Employee Excellence Award
• Due to my history of positive Customer Relationships, I was selected to join the MS2 Syracuse Customer
Initiative Team; this team was established to improve relationships between MS2 Syracuse and its
domestic and international Customers; I developed and launched a customer relations program that
enhanced business relationships by pairing employees who were subject matter experts in the social and
business culture of the Customers with MS2 Syracuse programs and Business Development (BD) pursuits;
